Statement of Work
Temporary Shelter Systems
U.S. Customs and Border Protection (CBP) United States Border Patrol (USBP) Yuma (YUM) Sector
1. BACKGROUND:
As a component of the Department of Homeland Security (DHS), CBP is responsible for protecting our Nation’s borders to prevent terrorists and terrorist weapons from entering the United States, while facilitating the flow of legitimate trade and travel. CBP is also responsible for apprehending individuals attempting to enter the U.S. illegally; stemming the flow of drugs and other contraband; protecting our agricultural and economic interests from harmful pests and diseases; protecting American business from theft of their intellectual property; and regulating and facilitating international trade, collecting import duties, and enforcing U.S. trade laws.
2. SCOPE:
The Contractor shall furnish all equipment that meet the specifications provided herein.
It is the intent of CBP to procure two (2) complete temporary Shelter Systems that are air-conditioned.
Due to the shelters being mobile, CBP will determine when and where they will be constructed after delivery. CBP personnel will perform the installation/construction.
3. APPLICABLE DOCUMENTS:
Commercial standards shall be used wherever practicable.
4. SPECIFIC TASKS:
4.1 Contractor shall take all actions necessary to supply the deliverables as required in Section 5 of this SOW.
4.2 Program Management
The Contractor shall exercise technical direction and control of the engineering, manufacturing, and test effort required to produce the equipment. This requirement includes the necessary management support tasks related to production, configuration control risk management, testing, quality assurance, and data management required to carry out that task and comply with this SOW.
4.3 Documentation.
The Contractor shall be responsible for issuing existing documents as requested by CBP.

5. DELIVERABLES AND DELIVERY SCHEDULE:
5.1 Equipment.
The Contractor shall deliver equipment as outlined in Appendix 1 on a meet or exceed basis unless otherwise indicated.
5.2 Shipping Address.
All deliverables shall be made of f.o.b. Destination within thirty (30) days after receipt of order (ARO) to the address listed below. If necessary, CBP will provide equipment such as forklift to offload product at delivery location. Point of contact info for delivery will be provided at award.

5.3 Data
The vendor shall provide copies of the documents listed below. One copy of the data shall be delivered in paper form and one copy in electronic form. The electronic form shall be in MS Word format or Adobe Acrobat. The documents are deliverables under the contract and shall be delivered to the Contracting Officer’s Representative (COR) upon delivery:
a. Assembly Manual
b. Operations Manual
c. Warranty Information
6. GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION:
The Government does not anticipate providing any Government Furnished Equipment (GFE) or Government Furnished Information (GFI).
7. PLACE OF PERFORMANCE:
This contract is for a one-time purchase of equipment, all supporting accessories and delivery. All tasks necessary to effect the delivery shall take place at Contractor’s facility.
8. TERM OF CONTRACT:
This is a one-time purchase of equipment. All equipment shall be delivered with thirty (30) days after receipt of order.
9. SECURITY:
There are no specific security classification level requirements associated with this procurement action. Information is deemed unclassified. Technical Point of Contract (POC) will coordinate with the Contractor and receive shipment.

10. SPECIAL CONSIDERATIONS:
10.1 Changes to the SOW
No changes to this SOW or cost increases shall be incurred without written prior approval of the Contracting Officer (CO) in coordination with the Program Management Office (PMO).
The CO is the only individual with the authority to amend this contract. Any changes or cost increases will not take effect until CO executes a written modification.
10.2 Environmental Management
To comply with federally mandated environmental preference programs and Department of Homeland Security (DHS) "Green” Affirmative Procurement Plan (APP) policy, US Customs and Border Protection requires the use of environmentally preferable products and services.
These program elements include recovered material products, energy and water efficient products, alternative fuels and fuel efficiency, bio-based products, non-ozone depleting substances, priority chemicals, and environmentally preferable products.
