About this file
This administrative appendix document supports the Virginia Department of Education's (VDOE) Request for Proposals for the Virginia Statewide K-12 Student Assessment Program (SOL). The RFP seeks a qualified vendor to establish a comprehensive, supplier-hosted cloud-based solution capable of developing, delivering in dual-mode format (online and paper), scoring, administering, and reporting Virginia's modernized K-12 summative assessment program. The solution must provide comparable scores across both delivery modes and include all necessary scalable elements and resources to support statewide student assessment operations while advancing the state's ongoing efforts to modernize its assessment system with emphasis on improving teaching and learning outcomes.
The document serves as a detailed administrative framework and appendix supporting the broader RFP requirements outlined in Exhibit A. The vendor partnership sought is intended to ensure continuity of core assessment program operations while enabling the Commonwealth to evolve toward an enhanced, modernized assessment infrastructure. This is a comprehensive procurement designed to consolidate assessment program functions under a single, experienced vendor partner capable of managing the technical, operational, and reporting requirements of Virginia's statewide K-12 assessment initiative.

Except as expressly authorized, Agency may not distribute the Software to any third party without Supplier’s prior written consent.
