About this file

This Addendum No. 2 document issued by the City of Baton Rouge-Parish of East Baton Rouge Purchasing Division addresses vendor questions regarding RFQ 2026-04-6110 for a General Contractors Pool serving community development grant programs. The solicitation requires qualifications submissions by July 27, 2026 at 2:00 p.m. CST, preceded by a mandatory pre-proposal conference on July 8, 2026 at 2:00 p.m. CST at City Hall, Room 826. The contractor pool will serve three program areas: Home Renovation (estimated $500,000 total funding with individual project costs of $10,000 to $35,000), Commercial Corridor Facade Improvement (estimated $150,000 pilot funding for 3-8 building facades annually with awards ranging from $10,000 to $49,999), and New Construction (estimated not to exceed $200,000 per home). Notice of acceptance to the contractor pool is anticipated by August 5, 2026. The RFQ seeks a minimum of 15 qualified general contractors holding both residential and commercial licenses, with no minimum guaranteed work for selected contractors.

The addendum clarifies critical participation requirements, establishing that attendance at the mandatory July 8 pre-proposal conference is non-negotiable for proposal consideration. Vendors failing to attend the conference will be automatically disqualified from submission, evaluation, and award consideration, with no waivers, corrective procedures, or alternative documentation accepted. The addendum also addresses corporate resolution requirements, confirming that such documentation is required only from recommended awardee(s) at the time of award, not during the initial qualifications submission phase. Qualifications submissions must include proof of active Louisiana Secretary of State and SAM.gov registration, safety and waste-disposal plans, three client reference letters, and a statement of qualifications not exceeding 15 pages. Required insurance includes $2 million general liability aggregate, $1 million automobile liability, workers' compensation per Louisiana statute, and $1 million excess umbrella liability. All work will be performed in East Baton Rouge Parish with emphasis on low-to-moderate income areas and is funded through HUD HOME, CDBG-DR, CDBG programs, and general fund sources.
