SOLICITATION NO: BPM006797
Staff Selection Overview Tierra is committed to recruiting and selecting exceptional individuals who will complement our talented team of professionals and will serve our clients in a manner that exemplifi es Tierra’s objectives to provide the most effective and professional services. We aim to attract a wide pool of qualifi ed candidates and base our staffi ng selections on merit, qualifi cations, and alignment with company values. Tierra always adheres to nondiscriminatory and equitable hiring practices: We comply with all local, State, and Federal labor laws and employment regulations.
Tierra fully evaluates proposed, future, and current staff members to ensure they meet the requirements of their job title, duties, and client expectations listed within these sections. Tierra’s Directors and Project Managers will monitor our employees’ and solicit feedback from ADOT on the employee(s) performance standards.
Community Professional Engagement Tierra is well known and respected within the Arizona right of way industry. As such, we are regularly approached by licensed agents and unlicensed technical staff seeking employment. Tierra conducts interviews throughout the year and retains a fi le of resumes of qualifi ed candidates so we are prepared to quickly and confi dently hire quality employees should the need arise. In addition, Tierra has established relationships with numerous local contacts who may provide agent references on request. The dozens of agents and project managers presently employed by Tierra also serve as a strong knowledge pool for recruitment of new talent. Referrals and potential candidate contacts are often made at professional organization events, such as the International Right of Way Association and American Public Works Administration conferences.
Recruiting Tierra’s recruitment process starts with our human resources (HR) department.
Our HR director oversees the recruitment process, ensures compliance and best practices, and provides guidance and support throughout the recruitment process. Our HR director will advertise open positions through internet-based career websites, local resources, industry-related associations, and message boards to ensure we are casting a wide net to recruit new talent. Tierra’s careers webpage consistently accepts applications for roles in our organization. Applicant data is tracked and stored within our applicant tracking system.
Application Process All applicants for open positions are screened via the initial application process, where we assess their qualifi cations for the advertised position. Their knowledge and abilities are assessed from the application and provided resume. Candidates who meet the criteria for advertised positions are shortlisted and move into the next stage of the vetting and selection process. Tierra conducts a two-stage structured interview process using consistent and predetermined evaluation criteria. The fi rst interview will typically take place between the applicant and the hiring manager to get a general assessment of the candidate to see if they should be moved into the second stage of the interview process. If the applicant is selected to move into the second interview, Tierra conducts a “panel interview,” which may consist of several management-level team members capable of assessing the candidate’s qualifi cations and ability to meet the needs of the position being advertised, and to ensure that the candidate is a good fi t for Tierra’s team and the clients we serve.
Onboarding Once candidates are selected, reference checks are performed, and a background check is initiated. At a minimum, criminal and driving record checks are included.
Upon completion of a successful reference and background check, the most suitable candidate is selected, and an offer of employment extended to the candidate. All offers of employment are prepared by and coordinated by our HR director through our human resources information system, Paycom.
All applicant data is managed in compliance with data protection laws. The information obtained is confi dential and used solely for recruitment purposes.
Tierra promotes equal employment opportunities and values diversity. We do not discriminate based on race, color, gender, religion, sex, age, disability, veteran status, or any other protected characteristic. We review our hiring practices and policy on an annual basis to ensure their effectiveness and alignment with legislative or organizational changes.
Staffing Tierra is constantly tracking our team members’ availability and performance of tasks. We use Deltek and many other project and budget tracking systems to assess our team(s) workload and availability, on a weekly basis. We track and assess team member utilization, available hours on awarded projects, remaining workload, and project budgets in an effort to constantly assess and adjust our staffi ng levels to ensure we are properly staffed to meet or exceed project goals.
These systems, coupled with constant communication with our fi nancial team members, help us to plan our staffi ng levels for work under contract and the promise of additional work to come. We pride ourselves on being an industry leader in servicing and completing our clients’ projects on time and within budget. Proper staffi ng is paramount in order to achieve these successes.
