About this file

This is a sole source letter from Adsystech, Inc. to Hillsborough County Healthcare Services in Florida, confirming the exclusive availability of the ACES (Adsystech Case & Eligibility System) software and associated services. The letter establishes that ACES is proprietary software owned and operated exclusively by Adsystech, with no authorized distributors, resellers, or third parties permitted to license, host, maintain, modify, or support the system. Hillsborough County's Healthcare Services Department has relied on the Adsystech-hosted ACES service for over a decade to manage the Healthcare Services program, including enrollment, eligibility verification, document capture and storage, healthcare card issuance and management, and cardholder status tracking. The ACES configuration includes role-based security, embedded consent controls, program-aligned reporting, integrated document management, public portal capabilities, and high-availability backup and disaster recovery processes delivered through Adsystech's managed private-cloud environment.

The letter establishes that any attempt by a non-OEM entity to host, modify, patch, or extend the system would violate licensing and warranty terms, jeopardize security and compliance, and risk service continuity. The letter further notes that procuring an alternative platform would constitute a new system acquisition requiring re-implementation, data and document migration, interface rebuilds, staff retraining, and extended stabilization, thereby introducing substantial cost and schedule risk while disrupting access to healthcare services for current cardholders. The sole source justification covers the full scope of operations on ACES, including production and training environments, monitoring, performance tuning, backups, disaster recovery, software maintenance with regulatory updates and escrow, technical support with ticketing and service level agreements, integrated document management, public-facing portal functions, and high-availability capabilities. According to the related contract opportunity documentation, the five-year sole source procurement is valued at $4,775,364.43.

Subject: Sole Source Letter - ACES Healthcare Services Enterprise Software Solution

To Whom it May Concern, Adsystech, Inc. hereby confirms that ACES is a proprietary software product that is owned, hosted, operated, and maintained exclusively by Adsystech. There are no distributors, resellers, or third parties authorized to license, host, maintain, modify, patch, enhance, or otherwise support ACES on behalf of Adsystech. All ACES code updates, security patches, regulatory changes, and platform upgrades are developed, digitally signed, and released solely by Adsystech.

Hillsborough County’s Health Care Services Department relies on the Adsystech-hosted ACES service to operate the Healthcare Services program. Over more than a decade of continuous use, ACES has been configured to satisfy thousands of business requirements, orchestrate complex, consent-aware workflows, and safeguard very large volumes of client data and documents for thousands of residents. The County’s ACES configuration includes role-based security, embedded consent controls, reporting aligned to program rules, integrated document management, public portal capabilities, and high-availability/backup and disaster recovery processes each delivered within Adsystech’s managed private-cloud environment.

Because ACES is proprietary and vendor-hosted, any attempt by a non-OEM entity to host, modify, patch, or extend the system would violate licensing and warranty terms, jeopardize security and compliance, and risk service continuity. Likewise, procuring an alternative platform would not constitute maintenance of the existing system; it would be a new system acquisition requiring re-implementation, data and document migration, interface rebuilds, staff retraining, and extended stabilization introducing substantial cost and schedule risk and disrupting access to healthcare services for current cardholders.

This exclusivity letter therefore covers the full scope necessary to operate the Hillsborough County’s Healthcare Services program on ACES, including production and training environments; monitoring, performance tuning, backups, and tested disaster recovery; software maintenance with regulatory updates and escrow; technical support with ticketing, SLAs, and skilled staffing; integrated document management and public-facing portal functions; and high-availability capabilities for continuity during data-center incidents. All such services are available only from Adsystech for ACES.

If you require additional verification of exclusivity, or wish to confirm technical or licensing details, please contact the undersigned.

Sincerely, Chief Executive Officer, Adsystech, Inc.
