About this file
This Request for Information (RFI #USHE12172025) is issued by the State of Utah Division of Purchasing on behalf of the Utah Board of Higher Education (UBHE) to solicit vendor input regarding the potential consolidation of health and welfare benefit plans across institutional members of the Utah System of Higher Education (USHE). The RFI seeks information, comments, and suggestions from potential vendors to inform the development of a subsequent Request for Proposals. Written questions regarding the RFI are due by January 16, 2026, at 11:30 P.M. MST, with vendor responses due by January 31, 2026, at 11:30 P.M. MST. All submissions must be made electronically via the designated online platform. The RFI does not constitute a procurement process, will not obligate the State or UBHE, and will not result in contract awards.
The RFI requests vendor responses to eight specific questions addressing consolidation strategies, benefit consolidation opportunities, employee disruption mitigation, administration models, benefit service delivery mechanisms, administrative cost reduction, institutional cost experience recognition, and supporting analytical work. Vendors are encouraged to propose solutions that deliver measurable cost savings or cost avoidance, improve administrative efficiency, and preserve or enhance employee benefit competitiveness while balancing financial sustainability with employee satisfaction. The UBHE has commissioned a feasibility study, included as an attachment, which serves as a starting point for consideration; vendors are invited to build upon feasibility study concepts or propose entirely new solutions. Responses should be formatted with clear identification of questions and concise answers, with multiple solution models clearly delineated for independent evaluation.
