Relevant Work Experience
1.
Describe knowledge and experience in acquisition services to include inspections, bids, offers, negotiations, condemnation, etc. See SOW section 4.1 and 4.3.
I am a licensed Arizona Real Estate Broker with over a decade of experience in right-of-way acquisition, relocation, and property management, including multiple years directly supporting the Arizona
Department of Transportation (ADOT). My background includes hands-on and supervisory roles that align with the specific requirements outlined in SOW Sections 4.1 and 4.3.
In my prior roles, I have led the end-to-end acquisition process in compliance with the Uniform
Relocation Act (49 CFR Part 24), A.R.S. §28-7041 through §28-7156, and ADOT’s Right of Way
Procedures Manual. I have conducted property inspections, coordinated with appraisers and monitors, and about:blank verified property interests prior to offer presentation. I am well-versed in preparing offer packages, obtaining cost-to-cure bids, and negotiating terms with property owners to secure property rights— ranging from easements to full acquisitions.
My negotiation experience includes administrative settlements, preparing purchase agreements, and clearing complex title and escrow matters to ensure timely closings. I have also participated in pre-condemnation meetings and supported condemnation proceedings, including preparing detailed contact reports and documentation required by ADOT protocols.
Throughout my career, I’ve successfully supported the acquisition and relocation of numerous parcels within Arizona’s 5-Year Construction Plan, ensuring strict adherence to federal and state regulations while minimizing project delays and maximizing compliance.
2.
Describe knowledge and experience in relocation advisory services to include calculating entitlements and replacement housing benefits, bids, notices, inspections, appeals, etc. See SOW section 4.2 and 4.3.
I am a Certified Relocation Agent through the International Right of Way Association (IRWA) and hold the R/W-RAC (Relocation Assistance Certification), which demonstrates my specialized training and experience in providing relocation assistance in compliance with federal regulations, including 49
CFR Part 24.
Throughout my career, I have provided relocation advisory services to both residential and business displacees on federally funded infrastructure projects across Arizona, including those administered by the
Arizona Department of Transportation (ADOT). My services are performed in full compliance with the
URA and applicable Arizona statutes.
My relocation experience includes conducting personal interviews with displacees to assess their specific needs, completing relocation surveys and checklists, and issuing all required notices, such as Notices of
Eligibility, 90-Day and 30-Day Vacate Notices, and Notices of Intent to Acquire. I am proficient in preparing and calculating a range of relocation entitlements, including:
• Actual reasonable moving expenses
• Reestablishment expenses (up to $33,200)
• Substitute personal property (when more cost-effective than moving or modifying items)
• Replacement housing payments, including price differential, rent supplement, and down payment assistance
For residential relocations, I conduct decent, safe, and sanitary (DS&S) inspections and document replacement housing options. For business displacees, I prepare certified inventories of personal property and obtain at least two itemized, written bids for moving services, including the disconnect and reconnect of equipment, POS systems, and other critical infrastructure.
I have also managed relocation claims from initial documentation to agency submission, ensuring accuracy, timeliness, and compliance with ADOT standards. I routinely update agency databases, maintain detailed contact reports, and coordinate closely with project monitors and agency staff. When appeals arise, I support the review process by providing all relevant documentation and participate in hearings when requested.
Additionally, I prepare relocation studies and planning documents under SOW 4.3, including entitlement estimates, feasibility evaluations, and strategic advisory reports for government clients and displaced businesses. My work is rooted in regulatory compliance, technical precision, and a commitment to minimizing hardship for those affected by displacement.
3.
Describe knowledge and experience with government entities, preferably DOTs.
I have over a decade of experience working with government entities, including extensive work with the
Arizona Department of Transportation (ADOT) in both staff and consultant roles. My responsibilities have included acquisition, relocation, and property management services on federally funded infrastructure projects in compliance with ADOT procedures, the Uniform Act, and 49 CFR Part 24. I am well-versed in working within public agency frameworks, adhering to strict regulatory requirements, and collaborating with agency staff, legal teams, and project monitors to ensure successful project delivery.
