About this file

This is a Scope of Work document for the Regional Transportation District (RTD) in Denver, Colorado, detailing the procurement of CCTV cameras and accessories for Phase II of their transit security infrastructure. The RTD Transit Police Division, which operates across approximately 2,400 square miles encompassing eight counties and 40 cities in the Denver Metro region, seeks to enhance its existing Closed-Circuit TV network through the acquisition of 123 cameras, 180 accessories and mounts, and 27 access control hardware items. The procurement specifies equipment from three primary manufacturers: Hanwha, Axis, and HID/Lenel, with detailed part numbers and quantities for each item. The equipment will integrate with RTD's existing Video Management Software platform, Network Video Recorder systems, and Physical Access Control System infrastructure, which collectively manage real-time monitoring, recording, and archival of video surveillance across rail platforms, parking facilities, bus drop-off areas, tunnels, and other transit facilities. The contract is structured as a hardware parts and warranty-only bid with a minimum warranty period of five years or more.

The procurement document does not specify pricing terms, response deadlines, or award dates within the available scope of work section. The bid is intended to result in a single purchase order award from the RFQ process. The equipment will support RTD's security operations involving the chief of police, deputy chief, administrative lieutenant, four sergeants, transit police officers, and over 600 contracted police and uniformed security officers, along with security technicians and system administrators who manage the surveillance and access control systems. No specific funding amounts, sources, or set-aside provisions are detailed in the scope of work document provided.

Page Tuesday, August 11, 2026 CCTV Cameras and Accessories Scope of Work Introduction The RTD Transit Police Division operates a complex security model dedicated to providing a safe and secure transit system for our riders, employees, and the community. The division is comprised of the chief of police, one deputy chief, one administrative lieutenant, four sergeants, and a team of transit police officers. The division is supported by two 911 dispatch centers operating 24/7, a video investigation unit and more than 600 contracted police and uniformed security officers. The transit police jurisdiction encompasses nearly 2,400 square miles, operating in eight counties and 40 cities across the Denver Metro region.

The RTD manages and maintains a Closed-Circuit TV (CCTV) network around the District for the security and protection of the riding public and RTD personnel and assets.

RTD currently uses the Video Management software platform for the management of our video surveillance system. This platform, along with cameras, workstations and a high-speed IP transport network allows for recording, transmission, viewing, analytics and event management. Cameras are located on existing rail platforms, buildings, passenger tunnels, in parking facilities, at bus drop-off areas, and at gate crossings. The cameras are connected to existing IP switches for transport over RTD’s IT high speed IP backbone. Recording and management of the video streams is provided by multiple Network Video Recorder (NVR) platforms and the required storage located in the wayside communication houses and at the Security Command Center (SCC). In addition, the cameras are monitored real-time by security technicians and stored for archival purposes. This system allows the Security Command Center (SCC) and Commuter Rail Maintenance Facility (CRMF) users to view all real time or recorded video along RTD’s existing video real time system from a single interface.

RTD operates a Physical Access Control System (PACS) used to manage, monitor, and secure entry to RTD facilities, operational areas, and critical infrastructure assets. This system—integrating door controllers, badge readers, backend servers, operator workstations, and RTD’s high‑speed IP network—provides centralized access management, credential authentication, alarm monitoring, and event logging.

Access-controlled entry points are deployed across rail facilities, administrative buildings, maintenance shops, bus operating divisions, communication houses, and other restricted operational zones. Door hardware and badge readers interface with local or distributed access controllers, which communicate over the IT IP backbone to RTD’s centralized PACS servers and databases.

Access events, alarms, and system health statuses are processed and stored on redundant PACS management servers located at secure RTD data centers. Authorized security staff and system administrators monitor real-time access activity, respond to alarms, manage user credentials, configure schedules, and maintain audit records for compliance and investigative purposes. This is a hardware parts and 5 years warranty or more bid only which consist of:

1) Cameras – QTY 123

2) Accessories and Mount’s – QTY 180

3) Access Control Hardware – QTY 27
