About this file

This document is a proposal from CEI (likely a real estate services company) submitted to the Arizona Department of Transportation (ADOT) for an on-call Acquisition and Relocation services contract, with solicitation number BPM006797. The proposal focuses on the company's education and training capabilities for right of way (ROW) professional services, highlighting their involvement with the International Right of Way Association (IRWA) and commitment to professional development.

The proposal emphasizes CEI's qualifications to provide ROW services, including land surveying, appraisals, acquisitions, relocations, and negotiations. The company demonstrates compliance with Arizona state requirements, such as maintaining real estate licenses (24 hours of continuing education for salespeople, 30 for brokers) and supporting professional development through conference attendance, training courses, and reimbursement for job-specific education. CEI's professionals are active in the IRWA and attend biannual Condemnation Summits to stay current on eminent domain cases. The proposal also notes that their agents have access to Arizona Multiple Listing Services, electronic key access, and can become Arizona Notary Publics, meeting ADOT's contract implementation requirements.

PROPOSAL FOR Acquisition and Relocation On-Call | SOLICITATION NUMBER BPM006797

Education and Training CEI employs the “best-of-the-best” with regard to professional excellence, experience, and overall client service. We have developed a Real Estate Services Division comprised of highly qualified and seasoned professionals to provide our clients with top-notch services. CEI’s managers and agents are skilled, empathetic listeners and effective communicators with a strong ability to form a bond of trust with the clients and property owners they interface with.

We fully support our right of way (ROW) staff with their efforts to stay abreast of changing legislation, technology, and best practices by regularly attending industry-related conferences, meetings, and trainings presented by professional groups such as the International Right of Way Association (IRWA). Clark Hochstein is the President and International Director of the Phoenix chapter of the IRWA, and Michelle Williams is the President-Elect. Both have been actively involved in organizing training opportunities for chapter members. The training courses our personnel attend include subjects on titles, land surveying, appraisals, acquisitions, relocations, negotiations, eminent domain, and courses regarding the Uniform Act. Other courses that CEI encourages its employees to attend relate to project development, zoning, project management, report writing, presentation skills, technology, and safety classes.

The ROW professionals that CEI proposes for the on-call have the qualifications, experience, and technical knowledge that meets or exceeds the classifications they are proposed for. Their credentials enable them to continue providing excellent services to ADOT. Throughout their assignments, CEI remains committed to supporting our team members by offering ongoing educational opportunities and facilitating the completion of courses necessary to maintain their required licenses. Many continuing education courses are offered on-line, which will not impact staff work schedules. The State of Arizona Department of Real Estate requires 24 hours of continuing education every 2 years for a licensed salesperson and 30 for licensed brokers. CEI encourages and supports all of its agents to be active in the IRWA and pursue professional designations through training. All of our agents and brokers can attend the biannual Condemnation Summits to stay current with the ever-changing eminent domain cases in Arizona. CEI has always provided our staff with reimbursement for expenses incurred for job-specific training. CEI acknowledges and fully supports the requirements that ADOT is implementing for this contract. This includes State of Arizona Real Estate Licenses that give our Agents access to the Arizona Multiple Listing Services, electronic key access, as well as their ability to become appointed as Arizona Notary Publics.
