About this file
This is a Statement of Work for the U.S. Coast Guard Sector Northern New England for the purchase of six (6) Oily Water Evaporator units. The USCG seeks standardized, cost-effective equipment solutions to address mandatory environmental compliance requirements while managing unprecedented cost escalations and logistical challenges associated with remote installations. The equipment must meet minimum technical specifications including a processing capacity of 2.5 gallons per hour with a 26-gallon holding tank minimum, physical dimensions not exceeding 48" L × 36" W × 60" H, electrical compatibility with standard facility power (1/220V 60A), and construction from 316 stainless steel boiling chambers. All equipment must comply with applicable federal and state environmental standards for vapor emissions and wastewater processing.
Delivery must be completed within 100 days after receipt of order to 259 Hight Street, South Portland, ME 04106 under FOB Destination shipping terms, with the contractor bearing all risk of loss or damage during transit. Point-to-Point Logistics is preferred to minimize damage risk. The delivery vehicle must accommodate offload with standard-size forklifts, and any scheduling deviations require approval from the Environmental Protection Specialist, Facilities Engineer, and Contracting Officer. The contractor must provide a minimum one-year commercial warranty covering parts and labor, plus two physical copies and one digital copy of the Operation and Maintenance manual with each unit. Final inspection and acceptance will be performed by a Government Quality Assurance Inspector, verifying no transit damage and conformance to technical specifications. Invoicing shall be processed electronically through the Invoice Processing Platform (IPP) only after successful delivery and formal government acceptance.
