STATEMENT OF WORK
3/23/2023
1.0 BACKGROUND INFORMATION:
Project Title: Replace Pneumatic Control Systems at NCCCWA
Project Location: National Center for Cool-Cold Water Aquaculture
11861 Leetown Road Kearneysville, WV 25430
The mission of the National Center for Cool and Cold-Water Aquaculture (NCCCWA) is to enhance the nation's aquaculture production by developing improved germplasm and technologies that increase farm efficiency, product quality, and environmental sustainability. Research focuses primarily on rainbow trout and encompasses genetics, genomics, physiology, aquatic animal health, and aquaculture engineering.
The building located at 11861 Leetown Road was constructed in 2001. The current pneumatic actuators and controls were installed with the original construction; are approximately twenty (20) years old; and have reached the end of their useful life and need to be replaced with and electronic control system utilizing energy efficient electronic actuators.
The current Building Automation System (BAS) is an Ecostruxure/Schneider Electric System that is only capable of monitoring the current pneumatic actuators in additional to some digital sensors.
The project intent is to replace seventy-six (76) pneumatic actuators with electronically controlled actuators that are fully integrated into the current BAS for a fully functional Environmental Control System.
2.0 STATEMENT OF WORK
2.1 The contractor shall provide all services including all labor, equipment, parts, materials, supplies, supervision, tools, equipment, transportation, and insurance necessary to provide pneumatic conversion over to electronic actuated devices which shall include but not be limited to the following:
2.1.1 Remove thirty-eight (38) Phoenix Valve Controllers with Pneumatic Actuators
2.1.2 Install thirty-eight (38) replacement valves with electronic actuators capable of communicating with the existing BAS.
2.1.3 Install required power source and associated power supply and control wiring to the actuators.
2.1.4 Types of phoenix valves to be replace consist of the following:
• 12x Phoenix Large Dual Valve
• 13x Phoenix Small Dual Valve
• 13x Phoenix Single Units
2.1.5 Contractor to verify quantities of each valve required.
2.1.6 Contractor shall modify existing dampers as required to accommodate the new electronic actuators.
2.2 The contractor shall provide all services including all labor, equipment, parts, materials, supplies, supervision, tools, equipment, transportation, and insurance necessary to provide pneumatic conversion over to electronic actuated devices which shall include but not be limited to the following:
2.2.1 Remove thirty-eight (38) pneumatic actuators on dampeners/louvers for exhaust, supply, and makeup air.
2.2.2 Install thirty-eight (38) dampener/louver electronic actuators capable of communicating with the current BAS.
2.2.3 Install required power source and associated power supply and control wiring to the actuators.
2.2.4 The types of dampener/louver pneumatic actuators to be replaced consists of the following:
• Twenty-six (26) pneumatic actuators on exhaust air dampeners and louvers in rooms: 101 Boiler Room, Fan Room 200/North Laboratory Penthouse, Electrical Room 204, Fan Room 205, Mechanical Room 206/South Laboratory Penthouse, and Mechanical Room 208/Tank Aquaria Penthouse.
• Ten (10) make-up air pneumatic actuators to include rooms: 101 Boiler Room, Fan Room 200/North Laboratory Penthouse, Electrical Room 204, Fan Room 205, Mechanical Room 206/South Laboratory Penthouse, and Mechanical Room 208/Tank Aquaria Penthouse.
• Two (2) pneumatic supply dampener actuators on AHU 1&2 in room Mechanical
Room 206/South Laboratory Penthouse.
• Note: AHU3 does not have a pneumatic supply dampener.
2.3 The contractor shall remove and dispose of all pneumatic supply lines to the actuators within the building including but not limited to a Curtis 80-gallon controls air compressor inside the Boiler Room and any electrical lines, conduit, copper piping and associated hangers and accessories that are not being used under this conversion.
3.0 SYSTEM INTEGRATION
3.1 The Contractor shall commission and startup the new electronic actuators after installation and test system functionality using the current BAS controlling software maintained by Control Systems Inc of Hagerstown, MD.
3.2 The contractor shall demonstrate to location personnel that all electronic control actuators are functioning as intended.
4.0 PERIOD OF PERFORMANCE
Contractor has 180 calendar days to complete the contract from the award/NTP date.
5.0 GENERAL REQUIREMENTS
USDA DIVISION 01 – GENERAL REQUIREMENTS (attached) is part of this Statement of Work.

7.0 SITE VISIT
Bidders are strongly encouraged to visit the site of the proposed work and review the existing conditions relating to construction and labor, and to be fully informed as to the facilities involved, and the difficulties and restrictions that may affect the performance of the Contract. Failure to visit the site will not disqualify bidder. However, change order requests for items that could have been reasonable ascertainable from a site visit (and included in a bid) will be reviewed by the Government and evaluated accordingly.
