Cherry Street Alley Paving Project - Project Manual
This is a project manual for the Cherry Street Alley Paving Project issued by the Borough of Fountain Hill in Lehigh County, Pennsylvania, prepared by Hanover Engineering Associates, Inc. The project encompasses approximately 1,450 square yards of street reconstruction on Cherry Street alley, including milling and removal of existing pavement and subbase materials, roadway grading, placement of stone subbase, base course and wearing course, installation of erosion and sediment control facilities, and miscellaneous restoration work. Bid submissions are due electronically via the PennBid portal by 1:00 p.m. prevailing time on Wednesday, June 10, 2026, with public opening scheduled for 3:00 p.m. the same day. Final questions must be submitted no later than 1:00 p.m. on Wednesday, June 3, 2026. The work must be substantially completed within 30 calendar days and fully completed within 60 calendar days from the contract commencement date, which is anticipated for July or August 2026. The contract is structured as a unit price agreement with base bid items and contingency items for unforeseen conditions such as soft spot removal, geotextile material, extra aggregate, earth excavation, and concrete encasements. An add alternate for re-paving of Cherry Street from Frederick Street to Benner Avenue is included for possible inclusion based on bid results.
Each proposal must be accompanied by a bid bond, certified check, bank cashier's check, or other acceptable security equal to 10% of the total base bid, with bids remaining effective for 60 calendar days from the opening date and non-withdrawable during this period. The successful contractor must provide performance and payment bonds each equal to 100% of the contract price. Liquidated damages of $975.00 per day are assessed for failure to achieve substantial completion and again for failure to complete remaining work by the contract deadline. The project is subject to the Pennsylvania Prevailing Wage Act, with contractors required to include prevailing wage requirements in all subcontracts. All work is subject to the Public Works Employment Verification Act, non-discrimination and equal employment opportunity regulations, and compliance with all applicable federal, state, and local regulations. All materials must be obtained from PennDOT-approved sources and comply with PennDOT prequalification requirements, which all bidders must establish before the bid opening date. The Borough of Fountain Hill reserves the right to reject any or all bids and to waive any informalities or irregularities at its discretion.

19.03 In evaluating Bids, OWNER will consider the qualifications of the Bidders, whether or not the Bids comply with the prescribed requirements, and such alternates, unit prices and other data, as may be requested in the Bid Form or prior to the Notice of Award.
19.04 OWNER may consider the qualifications and experience of subcontractors, suppliers and other persons and organizations proposed for those portions of the Work as to which the identity of subcontractors, suppliers and other persons and organizations must be submitted as provided in the Supplementary Conditions.
