1. Scope of Services

U.S. Embassy Bucharest, Romania, requests quotations from qualified contractors to provide snow removal, de-icing, and related winter maintenance services at designated Embassy facilities and residences. The Government intends to establish an IDIQ contract under which services may be ordered as needed during each defined winter-season service window.

The Contractor shall provide all personnel, supervision, equipment, tools, fuel, personal protective equipment, transportation, insurance, management, and other resources necessary to perform the services, except materials or equipment expressly identified as Government-furnished in the Statement of Work (SOW). This is a fixed-price contract for snow removal and cleaning services for the U.S. Embassy Bucharest.

The Government will pay the Contractor the fixed price per hour for standard services that will be satisfactorily performed.

2. Contract Period and Seasonal Service Window

The contract will have a one-year base period and two one-year option periods. The proposed annual contract periods are November 15 through November 14, subject to confirmation by the Contracting Officer and adjustment to the actual award date. During each contract year, services may be ordered during the seasonal service window of November 15 through March 30.

The seasonal window is the period in which winter services may be ordered; it is not a guarantee that work will be required on any particular date. The Government may exercise option periods in accordance with the contract. Option exercise is at the Government’s discretion and is not guaranteed.

3. IDIQ Minimum Guarantee and Maximum Ceiling

The minimum Government guarantee is $10,000 for each contract year. The base-period minimum guarantee applies to the base period. The $10,000 minimum guarantee for each option period applies only if the corresponding option is exercised. If both options are exercised, the aggregate minimum guarantee over the potential three-year contract is $30,000.

The maximum aggregate contract ceiling is $200,000 for the base period and all exercised option periods combined. This is a total potential contract ceiling, not an annual ceiling. The Government shall not place orders that cause the aggregate value of the contract to exceed $200,000.

The Government does not guarantee quantities beyond the applicable minimum guarantee.

Estimated quantities in the Price Schedule are for evaluation purposes only and do not guarantee actual orders.

4. Ordering Procedures

• Services will be ordered as needed during the applicable seasonal service window in response to weather conditions, snow accumulation, icing, operational requirements, and priorities stated in the SOW.

• Each service order will identify, as applicable, the location, service category, operating scenario, authorized hours or quantity, required performance timeframe, and any specific instructions.

• The Contractor shall perform only work authorized under the contract and the applicable service order. Work outside the authorized scope or amount requires prior written authorization from the Contracting Officer.

• The COR or other Government personnel may request or coordinate services only within the authority delegated in writing. The COR cannot change contract terms, increase the ceiling, or otherwise modify the contract.

• The Contractor shall keep a record of arrival, start and completion times, personnel/equipment deployed, service scenario, location, and work performed for each service order.

The quotation shall include:

• Technical approach demonstrates compliance with the SOW and ability to respond during the seasonal service windows.

• Equipment and tools inventory, including at least two multifunctional pieces of equipment and/or front loaders of different capacities and the other resources required by the SOW.

• Company legal name, address, contact details, tax/registration details, and required representations or certifications specified in the final solicitation.

• Insurance information and acknowledgement of security/access requirements.

The quoter shall clearly identify any exceptions to the solicitation or SOW. The Government may find a quotation unacceptable if it takes exception to a material requirement.

7. Evaluation and Award

The Government intends to evaluate quotations using the following factors, subject to final Contracting Officer confirmation and inclusion of any applicable solicitation provisions:

1. Technical acceptability: compliance with the SOW, including staffing, equipment, readiness, priority-area coverage, safety, reporting, and response requirements.

2. Relevant experience and capability: demonstrated ability to perform comparable winter maintenance services.

3. Price: evaluated total for the base period and both option periods using the Government’s estimated quantities and the quoted unit rates.

The Government will use the evaluation quantities inserted in the Price Schedule to calculate an evaluated price. These quantities are not a promise to order that amount of work. The Government will state the final evaluation method and relative importance of factors in the issued RFQ. Award will be made in accordance with the solicitation and applicable acquisition procedures.

The Government may request clarifications where permitted by applicable acquisition procedures. Submission of a quotation does not guarantee award.

8. Pricing Instructions

• Quote a fixed unit rate for each service, location, and scenario listed in the Price Schedule for the base period, Option Period 1, and Option Period 2.

• Hourly rates shall include all Contractor costs necessary to perform the work, including labor, supervision, equipment, fuel, tools, PPE, transport, overhead, and profit, except items expressly furnished by the Government or separately priced.

• Price final snow disposal separately using the unit specified in the Price Schedule (ton, based on the Government estimate of 150 tons).

• VAT shall be excluded from quoted unit rates and identified separately, consistent with the applicable Romanian tax treatment and final contract line items. The Government shall confirm the required currency and VAT presentation before issuance.

• Travel time to the site and meal breaks shall be treated consistently with the SOW pricing rule: the quoted hourly rate includes travel time and lunch breaks; billable service hours are recorded from arrival at the location through completion of the work.

• Rates shall be fixed during the applicable contract period and shall not be adjusted for changes in labor, equipment, materials, fuel, or exchange rates unless the resulting contract expressly provides otherwise.

9. Inspection, Acceptance, Reports, and Invoices

The Contractor is responsible for quality control. The Government will perform quality assurance and inspect completed work. The Contractor shall correct deficiencies identified by the Government in accordance with the contract. The Government may withhold acceptance of affected services until deficiencies are resolved.

The Contractor shall submit a completion report for each service event and monthly summaries showing dates, locations, service type, scenario, hours, equipment/personnel deployed, and work completed. Invoices must reference the contract and service order and include the approved hours/work reports and any other required supporting documentation.

The final contract shall state the applicable invoice submission and payment instructions and any authorized remedies for unsatisfactory performance. The original SOW contains a rating-based invoice reduction statement; that mechanism should not be used unless the Contracting Officer confirms and drafts an objective, contractually enforceable method.

10. Insurance, Personnel Security, Safety, and Conduct The Contractor shall satisfy the insurance requirements stated in the final solicitation and resulting contract, including applicable insurance clauses identified by the Contracting Officer.

Before personnel perform work, the Contractor shall submit the names, biographic data, and police clearances required for security review. Government access approval is required, and the Government may deny access to any individual.

Contractor personnel shall wear approved uniforms and appropriate PPE, comply with site rules, and use properly trained, licensed, or certified personnel for equipment where required by law.

The Contractor is responsible for safe handling, application, removal, and lawful disposal of hazardous or potentially hazardous products.

PRICE SCHEDULE

INSTRUCTIONS:. Contractors shall enter unit rates for each period. The Government should specify the unit for final snow disposal.

Proposed evaluation formula: For each service line and contract period, evaluated extended price = Government-estimated hours/quantity × quoted unit rate. The evaluated total should include all service lines and all three potential contract periods. VAT shall be evaluated and displayed in accordance with the final solicitation instructions.

Snow Removal, De-Icing, and Related Winter Maintenance Services

U.S. Embassy Bucharest, Romania This revised SOW is based on the Embassy’s supplied “Scope of Works — Snow Removal Services 2026–2027.” It retains the locations, service priorities, staffing and equipment requirements, reporting, and general operating requirements from that source while adapting the period and ordering approach for a three-year IDIQ. Where the source document contains conflicting or incomplete requirements, the items are identified for Contracting Officer confirmation before issuance.

SOW 1. Purpose and Scope

The Contractor shall provide snow removal, de-icing, and related cleaning services at the U.S.

Embassy Bucharest, including furnishing all personnel, labor, supervision, equipment, tools, fuel, PPE, transportation, insurance, overhead, and profit necessary to perform the ordered services, except for materials and equipment expressly identified as Government-furnished.

The contract is an IDIQ contract with a one-year base period and two one-year option periods.

Services may be ordered as needed from November 1 through March 30 during each contract year. The Government’s minimum guarantee is $10,000 for each contract year, with an option-year minimum guarantee applying only if the corresponding option is exercised. The maximum aggregate ceiling for the base period and exercised option periods combined is $200,000.

The dates above are proposed for planning and must be conformed to the actual award and option dates. The Contracting Officer shall ensure that the annual contract periods and seasonal windows are aligned without creating an unintended gap in the ability to order winter services.

SOW 4. Hours and Response/Readiness Services may be required during normal working hours (08:00–17:00, Monday through Friday) and outside normal working hours (17:00–08:00, weekends, and Romanian or U.S. holidays), including any calendar day, when ordered by an authorized Government official.

Snow-removal operations shall begin when snow accumulation reaches 5 cm or when a Yellow Code is declared by the Romanian National Meteorological Administration, as applicable to the site and conditions.

The source SOW states that the Contractor will deploy resources at the Beneficiary’s request sent 6–8 hours in advance. Emergency/short-notice procedures should be defined by the Contracting Officer and requiring office.

• The Contractor is responsible for quality control; the Government will conduct quality assurance. The Government may inspect services during and after performance.

• The Contractor shall correct deficiencies identified by the Government before the affected services are accepted, consistent with the contract.

The original SOW includes a statement that invoices could be reduced if more than 10% of monthly ratings are “poor.” The Government should either remove this subjective provision or replace it with a clearly defined performance standard and remedy approved by the Contracting Officer before issuance.

SOW 12. Pricing and Payment Basis

The contract uses fixed unit prices by location, service type, and scenario. The Government will pay for satisfactorily performed and accepted services authorized under service orders, based on the approved hours/quantities and applicable unit rates.

Billable hours are recorded from the Contractor’s arrival at the applicable location through completion of the work. The quoted hourly rate shall include travel time from the Contractor’s premises to the location and meal breaks, consistent with the source SOW. The Contractor shall not bill unapproved hours or work.

Unit prices shall include Contractor-furnished equipment, tools, labor, fuel, PPE, supervision, insurance, overhead, and profit, except items expressly Government-furnished or separately priced. No price escalation applies unless expressly authorized by the contract. VAT shall be handled in separate line items and invoices consistent with the final contract and applicable tax treatment.

The $200,000 maximum aggregate ceiling applies to all orders during the base period and any exercised option periods. The Contractor shall notify the Contracting Officer promptly when the remaining ceiling may be insufficient to complete anticipated orders; the Contractor shall not exceed the ceiling.

SOW 13. Government Points of Contact and Authority

The Contracting Officer, COR, alternate points of contact, telephone numbers, and email addresses shall be inserted or verified in the final solicitation. The source SOW names a Contracting Officer, COR, and alternate point of contact; these names and contact details must be verified before re-use.

Only the Contracting Officer may modify the contract. A COR or other representative may request/coordinate services only within written delegated authority and may not change scope, prices, periods, the minimum guarantee, or the maximum ceiling.
