About this file
This is a Questions and Answers document for RFQ No. 19PL9025Q0004 concerning Cargo Transfer Services at Przemysl central railway station in Poland. The Q&A clarifies key operational requirements including that all cargo must be moved manually or with hand trolleys as the train platform cannot accommodate forklifts or pallet trucks. Heavy items weighing up to 200kg have been handled in the past, with recent shipments including multiple items around 100kg each.
The document confirms that the 30-90 minute timeframe covers the complete loading and unloading process from train arrival to departure. Cargo typically arrives via large truck or sprinter van. This Q&A supplements the main solicitation which seeks to establish an IDIQ contract for one year with one renewal option, with proposals due December 19 at 17:00 local time (11:00 am EST). Proposals must be submitted electronically to warsawproc@state.gov and include completed SF-1449, pricing, representations and certifications, and proof of SAM registration.

Questions and Answers
RFP No 19PL9025Q0004 Cargo Transfer Services in Przemysl, Poland
(Q) Question 1: Should we assume that all heavy cargo, apart from smaller 10 kg boxes, will be packed on pallets to be handled by forklift or pallet truck?
(A) Answer: No, unfortunately, there is no room for forklifts on the train platform. All items, regardless of weight, must be moved manually or with a hand trolley. In the past, we have used large hand-pulled carts. We’ve had shipments with items weighing over 200 kg, and the most recent shipment had over 10 pieces weighing almost 100 kg each.
Q 2: Is there unobstructed access for forklift or pallet trucks to the designated train platform and from the platform into the train itself?
A 2: No, the platform is too small to accommodate forklifts or pallet trucks. All cargo must be moved by hand or using a hand trolley.
Q 3: Does the allotted time frame of 30–90 minutes refer to unloading cargo from the train, or does it include the complete loading and unloading process as per each specific case?
A 3: The 30-90 minute timeframe refers to the entire loading and unloading process, from the arrival of the train to its departure.
Q4: What type of truck will be used for loading cargo into the truck?
A 4: The inbound and outbound pouches typically arrive in either a large truck or a sprinter van, depending on the size of the shipment.
