About this opportunity
The U.S. Department of State is seeking cargo transfer services in Przemysl, Poland through an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The solicitation requires a contractor to load and unload cargo between trucks and trains at the central railway station, with services needed 2-8 times per month during specific nighttime hours. Contractors must provide personnel, hand trucks, and basic equipment to move cargo weighing between 500-10,000kg, with at least one on-site worker possessing basic English language skills. The evaluation will be based on the lowest-priced technically acceptable offer, with proposals due by December 19, 2024, at 17:00 local time. To be considered, offerors must submit a complete electronic proposal to warsawproc@state.gov, including a Standard Form 1449, pricing details, representations and certifications, and proof of active registration in the System for Award Management (SAM).
The solicitation is not set aside for any specific business category and will be open to all qualified vendors. The contract will cover a one-year base period with one potential renewal option, with a minimum guaranteed order of $100 per year and a maximum potential value of $150,000 annually. Services will be performed at the Przemysl central railway station in Poland, with cargo transfers typically occurring between 20:00-22:00 and 03:30-06:00 on workdays, holidays, and weekends. Most cargo loads are expected to be between 1,200-5,000kg, though the contractor must be prepared to handle items up to 10,000kg. The work will involve manual cargo movement, as the train platform cannot accommodate forklifts or pallet trucks, and contractors must be prepared to handle various shipment sizes arriving via large trucks or sprinter vans. Additionally, Defense Base Act (DBA) insurance will be required for the selected contractor.
