About this file
This document is a Questions and Answers (Q&A) file for a U.S. Embassy Mexico City contract for Consular Network (CONS NEC) Stanchions. The solicitation seeks stainless steel stanchions with specific requirements, including a decal of the Consular Affairs logo on the top of each post, retractable belts, and a sign frame. Key specifications include 304 stainless steel material with a polished finish, standalone and movable posts, and belt/sign designs that will be provided by the embassy. Delivery is flexible, ranging from now until mid-November 2025, with installation limited to three consecutive days at a new facility.
Potential vendors must submit offers to MexicoCityGSOSolicitations@groups.state.gov and should be prepared to address several critical details, such as logo application (high-quality decal preferred), belt and sign branding, and material sourcing. The embassy is open to alternative materials for stanchions, provided they maintain durability and aesthetic uniformity. Specific requirements include dark blue retractable belts, a 22x28 inch vertical sign frame, and trolleys capable of holding 20-24 posts. The contract emphasizes flexibility in delivery and aesthetic consistency with the facility's interior design.

Questions and Answers CONS NEC Stanchions
Q1. Regarding the requirement "Top of stanchion post includes Consular logo" (Items 01 through 07): Could you please confirm whether this refers to:
• An engraved logo (e.g., laser-etched or mechanically engraved directly into the stainless-steel surface for durability), or
A1.1. NO
• A stamped/applied logo (e.g., a high-quality adhesive sticker, vinyl decal, or printed plate attached to the top of the post)?
A1.2. YES, decal preference, this in case decal needs to change in the future.
• Additionally, if possible, could you provide any details on the logo design (e.g., file format, dimensions, colors) or preferred method to ensure compliance with consular standards?
Adhesive of decal must be high quality, industrial grade to ensure permanence.
Logo design will be provided in high resolution, image below for reference.
A.1.3.
Q2. Regarding Item 08 ("Sign holder and sign frame"):
• Could you please clarify whether the contractor is responsible for providing only the sign holder and frame (i.e., the physical structure, including the 22 inches x 28 inches vertical frame, stainless-steel 304 material, 1.82m height, intermediate 2m retractable belt, and polished finish) or if the sign itself (e.g., printed or graphic insert for the frame) is also required? If the sign is required, please provide any specifications for its content, material, or design (e.g., consular branding, text, or graphics).
A2. Only the structure, the sign itself (print, graphic) will be made in-house. The structure’s sign frame should allow for an easy way to change the signage print/graphic.
Q3. We understand that the installation is limited to three consecutive days.
Could you please confirm the estimated delivery timeframe for the products once the award is announced?
A3. Delivery can be anytime from now until mid-November 2025. Unfortunately, we cannot provide exact dates as the operational start at the new facility still doesn’t have a definitive date.
Q4. If we are unable to provide the total quantity of stanchions with dark blue belts as specified, would partial substitutions with other approved colors (e.g., red or black) be acceptable to meet the Embassy’s operational needs?
A4. No.
Q5. For some stanchions listed with stainless steel 201 for interior use, would it be acceptable to propose alternative materials that are also suitable and compliant for interior environments?
A5. Yes, so long as they have the same durability, and polished stainless-steel finish.
All stanchions must be uniform in their aesthetic to comply with the interior design of the facility.
Q6. Could you kindly provide us with the Consular logo to ensure it is incorporated correctly in the stanchion design and belt sublimation?
A6. The Consular Affairs logo is the image provided in Q1. The other design for the belt sublimation is similar to the following design. The final design will incorporate the same elements but possibly have different wording. The design would be all white.
Q7. Do you want the posts bolted to the ground? Could you elaborate on this point?
A7. Nothing will be bolted. Everything must be standalone and movable.
Q8. 201 stainless steel is not used in Mexico; these types of crowd control tubes are typically made of black anodized steel. We are considering three possible solutions:
• Manufacture everything in 304 stainless steel.
• Manufacture in 304 stainless steel (which is required) and manufacture in anodized steel instead of 201 stainless steel.
• Importing this type of tube (201) from the United States is important. Please note that current tariff conditions are unclear, especially regarding steel. The import process is likely to take a long time, estimated at three months.
A8. Please chose the solution that is most accessible in Mexico, that avoids lengthy import processes and provides for an immediate delivery. Whatever the solution, all posts must have the polished stainless-steel finish and be aesthetically uniform.
Q9. This cart can be purchased in Mexico for 12 posts; 21-post trolleys can be imported from the United States, but like the poles, the import process can be time-consuming.
A9. Need trolleys that hold anywhere from 20 to 24 posts. These are not operationally critical on day one at the new facility, these can be received by our team at a later date.
Q10. Do you want the belt branded?
A10. The retractable belts that require branding or design were outlined in the initial Statement of Work.
Q11. You request that the top of the tube be branded. What type of technique do you require for this logo?
A11. High quality decal or adhesive sticker.
