About this file
This is Amendment No. 1 to Solicitation 19GT5026Q0010 for the IBIS ClearCase Automated Cartridge Case Triage System, issued by the American Embassy Guatemala City's General Services Office Procurement Section. The amendment, effective as of the document date, extends the deadline for offer receipt and adds clarifying questions and answers along with detailed pricing table information for Tasks 2 and 3.
The solicitation requires three primary tasks: Task 1 involves equipment delivery and installation of the ClearCase system to INACIF's Ballistics Laboratory; Task 2 includes on-site training in Spanish for 40 INACIF ballistics laboratory experts conducted in two groups of 20 with two 8-hour sessions per group, covering system operation, software management, fault detection, and common malpractices with course evaluations and completion certificates; Task 3 comprises maintenance support consisting of one base year (12 months) followed by four optional years, each including 24/7 Spanish-language telephone hotline support with 1-hour call-back time, email support with incident tracking, remote support capability, on-site diagnosis visits within 48 hours if needed, on-site repair visits within 10 calendar days with spare parts, minimum one preventive maintenance visit per year, and technical support commitment for at least 5 years after delivery and installation. Key clarifications in the Q&A section confirm delivery on FOB terms to an INL-designated Miami warehouse within 45 days of award with subsequent delivery to Guatemala as INL's responsibility, that only one training session is needed for 40 persons, that the customer will accept reduced preventive maintenance to one visit annually, that the 5-year technical support commitment applies regardless of optional maintenance year selection, and that INACIF updated its IBIS system on August 1, 2025.

Q&A
SECTION 1 – II. Pricing (Table) Task 1 / Shipping & Delivery / 5. DELIVERY (Shipping and Handling Instructions) (Page. 4,11-13)
1. Our understanding is that the equipment will be delivered to an INL designated warehouse in Miami within 45 calendar days of contract award, and that delivery from Miami to the final destination in Guatemala will be the responsibility of INL. Please confirm if this is accurate and clarify the applicable delivery terms (Incoterms), including duties and taxes.
Incoterm FOB, Refer to page 12, item 6
SECTION 1 – II. Pricing (Table) Task 2 – Training (Page. 4)
2. Under Task 2 – Training, could you please clarify what the quantity '4' represents in the pricing table?
We need one training session for 40 persons. Please refer to page 9 and 10
SECTION 1 – II. Pricing (Table) Task 2 – Training / 2.2 TASK 2 – TRAINING (Page 4, 9-10)
3. Considering that the ClearCase solution is designed for ease of use and typically requires minimal training, would the customer consider revisiting the training requirements specified in this RFQ? Yes
4. If the training includes hands-on sessions, could the customer confirm that the training room where the ClearCase system will be installed can accommodate 20 participants at a time? Yes
SECTION 1 – II. Pricing (Table) Task 3 – Maintenance (Page 4)
5. The RFQ requires a minimum of two (2) preventive maintenance visits per year. Given that preventive maintenance is generally not necessary for ClearCase systems, could the customer consider revisiting this requirement and possibly limiting it to one visit per year?
Yes
6. The RFQ indicates a technical support commitment for at least 5 years after delivery and installation. Could the customer clarify whether this commitment applies only if the optional maintenance years are exercised?
Yes
SECTION 1 – Schedule of Supplies/Services / 2.1 TASK 1 – Equipment and Installation – Software and Data Management (Page 8)
7. The RFQ mentions a secure cloud-based platform and remote collaboration capability.
Could the customer confirm whether there are any IT security requirements, firewall restrictions, or data hosting limitations that must be considered?
Any consideration will be given at time of installation with an INACIF IT personnel.
8. Could the customer confirm that the installation site will provide the necessary network connectivity (Ethernet and internet access) required for system operation and remote support? Yes
9. Could the customer confirm the electrical standards available at the installation site
(voltage, frequency, and plug type) to ensure compatibility with the equipment and UPS?
What time of connection do you need? 120 or 220? With your confirmation we will work with INACIF.
SECTION 1 – Schedule of Supplies/Services / 2.1 TASK 1 – Equipment and Installation (Page 7-9)
10. The RFQ indicates that the system will list the best candidates to be acquired in the IBIS ballistic identification system. Could the customer confirm whether the INACIF Ballistics Laboratory currently operates an IBIS system and, if so, provide the version and any integration requirements? INACIF on august 1, 2025 did a replacement and updating of their IBIS system
11. Could the customer clarify whether any specific site preparation requirements are expected prior to installation (e.g., workspace dimensions, environmental conditions, or dedicated network connections)? Do you have any requirements before installation that we will have to address prior?
SECTION 1 – Schedule of Supplies/Services / 2.2 TASK 2 – Training (Page 9-10)
12. Could the customer confirm whether the training facilities (including adequate space and projection equipment) will be provided by INACIF? Yes
SECTION 1 – Schedule of Supplies/Services / 2.3 TASK 3 – Maintenance – Remote Support (Page 10)
13. For remote support activities, could the customer confirm that secure remote access to the system will be permitted for troubleshooting by manufacturer-certified technicians? Yes
2.3 TASK 3 – MAINTENANCE / 4. WARRANTY (Page. 10-11)
14. Could you please confirm the maintenance period required under this RFQ? Our understanding is that it is one (1) base year of 12 months followed by four (4) option years.
However, page 11 of the RFQ mentions a standard warranty of 2 years. Please clarify how the warranty period relates to the maintenance period. Our understanding is that the equipment should not lose its 2 years warranty based the maintenance period. It is two years manufacturing warranty. We confirm that it is one (1) base year of 12 months followed by four (4) option years
15. Could the customer clarify the requirement for spare parts replacement within 48 hours? Is this different from the requirement for an on-site repair visit within 10 calendar days?
We require that a technician determine within 10 calendar days the troubleshooting.
