LETTER FOR ALL PROSPECTIVE OFFERORS

FROM: Foreign Service Institute, Office of Acquisitions

SUBJECT: Establishment of Purchase Order/Contract for Subject Matter Expert

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

This solicitation is issued as a Request for Proposal (RFP). When submitting proposals, offerors shall use RFP number 19FS1A18R0002.

The U.S. Department of State, Foreign Service Institute, Office of Acquisitions intends to issue a single award for a Subject Matter Expert for a period of ten (10) months in accordance the attached Statement of Work (SOW). This RFP is not a set-side requirement. Offerors must be registered in the System for Award Management (SAM) to be considered for award.

Questions regarding this RFP should be sent via email to the Contracting Officer at

FSIProposalSubmission@state.gov. Questions are due no later than April 25, 2018 at 5:00 p.m.

Eastern Time. Any questions that are received in conjunction with this solicitation and the corresponding responses by the government will be posted as an amendment to Federal Business

Opportunities, website: www.fbo.gov.

Proposals shall be received via email no later than May 04, 2018 by 5:00 p.m. Eastern Time at

FSIProposalSubmission@state.gov. All submitted proposals will include any discounted pricing.

Proposals are required to be valid for 90 days.

NOTICE OF STATEMENTS:

1. Evaluation procedures are provided in Attachment 1 – Notices and Instructions. Selection for Award will be based on the Lowest Price Technically Acceptable approach.

2. Clauses at 52.212-4, Contract Terms and Conditions—Commercial Items and 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders—

Commercial Items, applies to this acquisition.

3. Offerors are required to complete and submit FAR 52.212-3 – “Offeror Representations and Certifications – Commercial Items” with its offer.

This RFP shall be completed and submitted in addition to any other quote form utilized by offeror. Please thoroughly review the attached Statement of Work, for a full description of required services. Further instructions are provided in Attachment 1 – Notices and Instructions.
