Statement of Work

Unconscious Bias eLearning Course

Purpose:

The purpose of this Statement of Work is to detail the duties and responsibilities of the content

Subject Matter Expert (SME) for the design of an eLearning (DL) version of a one-day equivalent Unconscious Bias (UB) course. The eLearning (DL) version of the course, like the classroom version (PT107), will support the Equal Employment Opportunity (EEO)/Diversity

Awareness and inclusion training requirements for Foreign Service and Civil Service managers and supervisors as defined in 13 FAM 313. The Leadership and Management School (LMS) of the Foreign Service Institute (FSI) will manage the overall course content design effort. The FSI

Instructional Support Division (FSI/EX/ISD) will have the lead role in the instructional design, and technical design and development of the UB eLearning (DL) course.

Background:

FSI/LMS will expand formal instruction on UB, currently deployed as a two-hour module within the existing EEO/Diversity Awareness course. It will also be developed into a one-day classroom course that will be available as a separate stand-alone offering or as part of a Leadership

Development Continuum. Content and curriculum for the one-day classroom course is currently being developed under a contract with an external vendor and the curriculum for the classroom course will be piloted at FSI in Q3 of FY18.

As part of FSI/LMS’s continuing effort to ensure full and easy access to training in UB, an equivalent eLearning (DL) version of the UB one-day course shall be developed and available to all employees in the Department in order to save time, financial resources, and further the efforts of the Department to support EEO and diversity awareness.

Required Services:

A. Engage FSI instructional design and Subject Matter Expert (SME) stakeholders, FSI/LMS, the Bureau of Human Resources (DGHR), and FSI/EX/ISD.

B. Review and report on recommendations on content and instructional activities from the classroom versions of UB courses which may incorporated into the UB eLearning (DL) course.

C. Review the needs assessment completed for the classroom version. Provide written recommendations for changes needed for the eLearning (DL) version.

D. Review the Learning Objectives (Terminal and Enabling) from the classroom course and provide written recommendations for changes needed for the eLearning (DL) version.

E. Create a General Course Outline document in accordance with FSI Policies and

Standards and FSI/EX/ISD Standard Operating Procedures.

a. The Goals and Purpose of the course.

b. The Terminal and Enabling Learning Objectives.

F. Create a Course Content Outline Document

a. A content outline of all the modules to be included in the eLearning (DL) course, including the main ideas and skills and an indication of how each could be achieved through an appropriate and interactive eLearning activity.

b. An assessment and/or evaluation strategy for each Terminal and Enabling

Objective.

G. Create a Course Content Narrative Document

a. A Course Content Narrative (e.g., all on-screen text, scenarios and supporting scripts, and case studies).

b. Supporting resources (e.g., articles, videos, blogs, etc.) and determine if permission can be granted to use each in an eLearning environment.

c. The specifics of the steps in each instructional activity.

H. As directed by DGHR and coordinated by FSI/LMS, meet at least weekly during the project duration with the FSI/EX/ISD instructional design team and provide all course content and subject matter expertise during the design, storyboarding, development and testing phases of the eLearning (DL) course.

I. Participate in the Alpha Beta /Pilot Course testing of the eLearning (DL) course, provide feedback, and provide course content and subject matter expertise to support any changes that are required.

J. In collaboration with FSI/EX/ISD, deliver a “deployment-ready” eLearning (DL) pilot course that includes all required eLearning (DL) course content, readings, individual exercises, other educational resources and assessments. Deployment ready means all referenced course elements will be available to students in the pilot eLearning (DL) course

Timeframe:

The anticipated period of performance will be June 01, 2018 – March 31, 2019, or ten months

From Contract Award (FCA).

Location and Hours Required:

The Contractor will work at FSI located at Arlington, VA or other Department of State locations within the National Capital Region as required to complete a specific task. The majority of work may be done off site, but the team-centered design approach requires extensive in-person collaboration at FSI. This will include weekly onsite meetings throughout the lifecycle of the project.

FSI/LMS will provide, as needed, access to project files and documentation to the vendor.

Specific Requirements (Subject Matter Expert):

A. Extensive in-depth knowledge and up-to-date subject matter expertise about Unconscious

Bias, Cognitive Biases, and EEO issues.

B. Proven ability to design and develop UB and EEO training courses using a broad array of delivery modalities and methods (e.g., but not limited to, asynchronous eLearning, flipped, blended, traditional, and experiential).

C. Proven ability to develop UB content and design deliverables including Course General

Outline, Course Content Outline, Course Content Narrative, Assessment Strategy and

Items (review and exam questions), and Storyboards, as demonstrated through examples.

D. Extensive knowledge of and practice in adult leadership development training programs.

E. Proven expertise working with curriculum/instructional design specialists for classroom and eLearning courses and training products that demonstrate sound instructional principles, strategies and techniques for adult learners.

F. Experience designing appropriate instructional approaches and working on a team to design, develop, pilot, implement, and evaluate eLearning for an adult, professional audience.

G. Demonstrated expertise with the design and implementation of eLearning curricula;

including assessment and experience with the appropriate integration of a wide variety of educational technologies and continuous learning techniques to enhance the learning experience, maximize achievement of Learning Objectives, and facilitate transfer of learning to the workplace or personal setting, as appropriate to the course goals.

H. Provide onsite demonstration of eLearning products and capabilities prior to contract award.
