Requirement: Subject Matter Expert to design eLearning Unconscious Bias Course

Technical
Q1. Will the existing classroom version (PT107) document be made available for this effort?
Answer: Yes, see SOW, Required Services, Section B (p. 1) and Deliverable #2 (p 4).
Q2. Are you open to the work being completed 100% remotely (we are based in Miami, FL)?
Answer: No, see SOW, Location and Hours Required, (p. 3).
Q3. Are you looking exclusively for an SME in these topics, or are you also open to receiving a quote for the Instructional Design, programming and multimedia development of the DL modules for this online learning?
Answer: No, the RFP is for a SME for the design of an eLearning (DL) version of an
Unconscious Bias Course, see SOW, Purpose (p. 1).
Q4. Is this work for hire and you are looking to own the content or could we license this through a content license agreement? (Malik to confirm)
Answer: The course content developed by the SME is the property of the US Government.
Q5. How many eLearning modules does FSI want the 1-day of UB content broke into? (i.e. 3 modules that are two hours each)?
Answer: The SME will propose the course structure through the project deliverables:
General Course Outline Document and Course Content Outline Document. See SOW, Sections E and F (p. 2).

Q6. What are the desired training outcomes of the 1-day UB course and curriculum?
Answer: The SME will propose the course structure through the project deliverables:
General Course Outline Document and Course Content Outline Document. See SOW, Sections E and F (p. 2).
Q7. Has the vendor for the content and curriculum of the UB 1-day live course been selected? If so, who is the vendor developing the 1-day live course?
Answer: Yes, a vendor has been selected. The contractor is BCT Partners, LLC.
Q8. Is FSI/EX/ISD providing the eLearning program technical platform and programming or will the vendor selected provide the technical platform and all the programming?
Answer: The vendor shall provide a Subject Matter Expert for the design of an eLearning
(DL) version of an Unconscious Bias Course, see SOW, Purpose (p. 1). The SOW does not request additional services.
Q9. For the live oral presentation, can this be done virtually (i.e. Web Ex, Zoom, etc.)?
Answer: The presentation may be conducted virtually.
Acquisitions
Q10. How are the evaluation factors (Technical Approach, Key Personnel, Past Performance, Oral Presentations and Price) weighted in the selection process?
Answer: The non-price factors (Technical Approach, Key Personnel, Past Performance) are evaluated for acceptability and adjectively rated as “acceptable” or “unacceptable”.
The Oral Presentation is adjectively rated (from highest to lowest) as follows: Superior, Excellent, Acceptable, Fair, Poor. Price is not adjectively scored or weighted.
At the conclusion of Oral Presentations, the lowest priced proposal rated as “Acceptable” or higher will be selected for award. In the event of two (2) or more technically acceptable proposals quoting the same exact price, the offeror with the highest technical rating will be selected for award.

Q11. Is lowest price the most important criteria in selection?
Answer: This solicitation is based on the Lowest Price Technical Acceptable (LPTA) source selection process.
Q12. Is this a new requirement or is there an incumbent vendor? If available, can you please send along the incumbent contract number?
Answer: This is a new requirement.
