About this file
This document outlines technical specifications for 2000W step-down transformers for residential use. The Department of State's European Logistics Support Office requires the transformers to convert 220/240VAC to 110/120VAC at 50/60Hz, have a minimum wattage of 2000W, be portable with handles and weighing no more than 26 pounds, and include safety features such as ground fault circuit interrupters, polarity indicators, and raised feet. Transformers must be suitable for operation between -5 to 40 degrees Celsius and use copper windings. Bidders must provide documentation demonstrating the transformers meet the specifications and are certified by an independent testing agency such as UL, TUV, CSA or VDE. The related federal contract opportunity is for the contractor to provide 2000W portable step-up transformers to convert 110V to 220V current in support of the Expedited Logistics Program.

Transformer Specifications The Department of State's European Logistics Support Office (ELSO) requires 2000W step-down transformers for residential use with the following specifications:
No. Requirements Pass/Fail
1 220/240VAC to 110/120 VAC 50/60 Hz
2 Isolation Transformer or Auto-Transformer
If device is an Auto-Transformer it must include a Red Polarity Warning Light*
3 If required, Polarity warning light is clearly labeled “Light on, Polarity Reversed”
4 Ground Fault Circuit Interrupter (GFCI) safety feature, Residual Current Device (RCD), or comparable which will discontinue input power if any ground current or 10mA or more is sensed **
5 Minimum Wattage: 2000W
6 Single Phase
7 Unit is thermally protected
8 Portable: handle, size, and weight
9 Indicator Pilot Light (Indicating the unit is ON) that is a different color than both the reverse polarity indicator light and/or polarity OK light.
10 Possesses label with UL listed or UL recognized symbols or independent testing agency equivalent***
11 European CEE 7/4 and CEE 7/7 Type F (SCHUKO type) plug
12 Raised non-conducting feet or minimum (2 cm) to assure no contract with the set-up surface.
13 All internal wiring should be color coded and a wiring diagram provided with or on the unit.
14 All internal wiring should be temperature rated to withstand heat generated from transformer.
15 Suitable for ambient operation between -5 to 40 degrees Celsius
16 Windings should be copper not aluminum conductors
17 Wiring sizes shall be provided to carry the current capacity of the transformer rating size
Notes:
* Polarity warning light must be clearly labeled on the unit "Light on, Polarity Reversed or comparable."
* Unit that is provided with a Green Polarity OK light is acceptable. Must be labeled. Red polarity OK light is not acceptable.
** To prevent potential shock hazards, customer requires a two-pole Ground Fault Interrupter
(GFI) or Residual Current Device (RCD) safety feature that will discontinue the supply of input power to the voltage converter unit if any ground fault current or 10 mA or more is sensed.
*** If other independent listing agency is used, TÜV, CSA, VDE, online verification site information must be provided.
**The GFI device shall be wired to sense ground fault current paths related to the unit’s metallic components as well as any ground fault paths via connected appliances plugged into the unit’s output receptacles.
***GOV reserves the right to accept or reject independent agency listing if NOT verifiable online, i.e.. www.ul.com/database , https://www.tuev-sued.de/product-testing/certificates.
***Documentation describing labeling as "UL accepted", "UL approved", or "UL certified" alone will not be accepted. The unit must be appropriately marked.
***CE is not a recognized independent testing agency and will not be accepted.
***The submitted technical data must be verifiable against publicly available/online information.
