Pre-proposal Conference Question & Answers – Q&As

April 17, 2018

The U.S. Embassy Buenos Aires conducted a pre-proposal conference on Tuesday April 17, 2018 at

09:00 hours for the above referenced solicitation for the US Embassy Buenos Aires.

The questions and answers below are responsive to the inquiries received by email regarding this solicitation.

Question #1: Our cancellation policy varies depending on the type of vehicle. In this case, can we unify our cancellation policy for all vehicle types?

Answer: Yes, we encourage you to unify the cancellation policy for all vehicles. Our experience in this area has probes that this practice facilitates and simplifies the administration of this contract and expedites the reconciliation.

Question #2: Regarding the Trip Voucher, Shall it be handed to a representative and/or dispatcher in a meeting point?

Answer: Yes. When a daily service ends, the driver must tender the Trip Voucher for that day to the company’s representative. The Voucher must include the driver’s and the passenger’s signature. Then, the company’s representative must meet with the

Embassy Dispatcher and they also need to sign off to validate the service.

In summary, at the end of each day, each vehicle must have a compete Trip

Voucher, with four (4) signatures on it. The company may retain a copy, but the

Embassy Dispatcher must receive the original at the end of each day.

Question #3: How can I obtain a DUNS number, or check if my company already possesses one?

Answer: To obtain and or verify your DUNS information you shall contact Dun & Bradstreet

(D&B) directly at helpdb@dnb.com or http://www.dnbregistered-br.com/eng/DAndBregisterd.aspx

In addition to this, remember that once you have obtained a DUNS number, or you have validated the information on an existing DUNS record, you need to complete two (2) more steps in order to be fully registered and eligible for a Government

Contract Award:

1. Obtain an NCAGE Code; and

2. Register in SAM (System for Award Management)

Important note: You must first obtain a DUNS number before requesting an

NCAGE Code. In addition, use the exact information that D&B will provide you in a confirmation email in order to fill in the NCAGE Request Form. If your company’s information in these two databases is not a perfect math, you may experience registration issues in SAM.

Once you possess a DUNS number and an NCAGE Code, you may begin your registration in SAM at www.sam.gov/portal/public/SAM

Please, refer to Section 2, Addendum to Contract Clauses; and Section 3, Solicitation Provisions for further reference.

Question #4: Can the solicitation offer’s due date be extended? We appreciate at least an extra week in order to submit a complete offer in accordance with Section 4 of the RFQ.

Answer: Yes. We will issue a Solicitation Addenda in order to extend the offer’s due date accordingly.

Question #5: For the 45-pax buses, shall we quote one-deck units only (similar to middle-distance buses), or may we offer two-deck vehicles (like the long-distance buses).

Answer: We will only accept one-deck buses.

Question #6: Shall all vehicles be property of our company only?

Answer: Not necessarily. You may subcontract some vehicles or associate with other companies. If you choose to do so, you must clearly identify the ownership of each vehicle and inform which will be the prime company (the one that will sign off the contract).

Question #7: Is there any restriction regarding the year and model for the vehicles?

Answer: Yes. Please, refer to Section 1, Paragraph 4.1 "Types of Vehicles” of our

Solicitation document: “All vehicles shall be of the latest model and in excellent condition with air-conditioning.”

In addition to this, we understand that local law provides certain and specific regulations on this regard. It is the company’s responsibility to know, understand and comply with all local provision that affect and/or are applicable to these services.
