About this file
This justification and approval document describes a sole source contract award by the Department of State to an unknown vendor for access to the Shoreland/Travax Travel Medicine Application and database. The Bureau of Medical Services requires this application and database to provide continuously updated information on international health threats, risks, and resources to its medical users generating reports for patient care and education. Shoreland/Travax is identified as the sole provider of this travel medicine capability used by the Department of Defense and White House Medical groups, allowing collaborative planning. Market research was deemed unnecessary as Shoreland/Travax's proprietary database can only be accessed through the original manufacturer. The one-year base contract with two one-year options was awarded on February 21, 2020 for an undisclosed total anticipated cost determined to be fair and reasonable based on previous prices paid and industry comparisons.

9. Any other facts supporting the use of other than full and open competition: As this is a brand name only justification, no one contractor’s unique qualifications are used as the basis for this justification. Rather, the products identified by brand name herein have been identified as the only products meeting the Department’s requirements.
10. A listing of sources, if any, that expressed, in writing, an interest in the acquisition: N/A
11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: Continual market research will be conducted to ensure competition is maximized to the greatest extent practicable.
