C-002 STATEMENT OF WORK

Task One: United Nations General Assembly (UNGA)

The Department of State, Bureau of Diplomatic Security, Dignitary Protection Division (DS/P/DP) is responsible for coordinating dig-nitary protection during the annual meeting of the UN General Assembly. DP is responsible for identifying, staffing, and executing protective planning operations. The meeting of the UN General Assembly is an annual event that occurs in September of each year.

The meeting normally begins around the second Tuesday of September and lasts for approximately thirty days. Attendance by senior foreign dignitaries varies and is usually higher in anniversary years. The level of effort by the Bureau of Diplomatic Security to sup-port the meeting is directly tied to the travel plans/itineraries of foreign dignitaries traveling to and staying in New York City and the surrounding area. A facility security clearance at the SECRET level is required for contract performance in accordance with the DD Form 254, Department of Defense Contract Security Classification Specification, attached to this contract.

The Government's annual room night requirement for an UNGA operation is typically 9,000 room nights centrally located within Manhattan, New York and bordered by 41st Street to the south, 59th Street to the north (at southern portion of Central Park), 10th Avenue to the west and 1st Avenue to the east.

For "special events" such as a five-year UNGA anniversary (UNGA 70 in 2015) or a significant world event that would bring a large number of dignitaries to New York City, the Government anticipates a possible 40% surge in the number of rooms described above.

There is a possibility that the Government could require services in addition to the annual UNGA meeting with similar scope on very short notice due to a world event that would bring a significant group of world leaders and diplomats to New York or another U.S.

city.

The Government's requirement is for hotel rooms that can be easily converted to offices (with the removal of normal furnishings) and daily hotel accommodations (sleeping rooms) for DS special agents and support staff. The Government prefers that the command post and sleeping rooms for the core support team be located in the same hotel. An example of the program’s technical requirements in a command post is included in Section C-003.

• The hotel shall perform routine services such as linen and towel exchange, making beds, and a thorough cleaning of rooms and baths on the same schedule and with the same level of service provided to all hotel guests.

On the day of arrival of DS Systems, the following actions are to be completed by the contractor and the hotel:

The seating should be in theater style with a head table, standing podium with microphone, wireless microphone, large projector screen, and video projector that is compatible with laptop computers. The contractor shall provide all electrical power cables and network cables for successful equipment operation. The Gov-ernment will provide exact requirements approximately 60 days in advance.

15) The Government will require priority access to loading dock(s) and freight elevators on a 24/7 basis for the purpose of loading and unloading equipment used for the Command Post. The Government will make an effort not to interfere in the routine operations of the hotel. To minimized interference with internal and external hotel operations, Government will load and unload between the hours of 0001-0SOOHrs.

16) Command Post. The contractor shall set up approximately 24 rooms to be used for administrative purposes. The rooms shall be furnished with a mixture of banquet tables, 4 office chairs with wheels per room suitable for normal office duties, and adequate light-ing.Standard hotel table cloths will be made available for each table. The Government re-quires that shredding machines be "cross cut" with material reduced to a size allowable for top-secret documents. The Government de-sires to have 24/7 maintenance support in place for the shredders with a maximum four-hour response time for service calls. The Gov-ernment requires to have 24/7 maintenance support or immediate equipment replacement support in place for the plasma screens, printers, and copiers.
