DESCRIPTION/ SPECIFICATIONS/ WORK STATEMENT

PURPOSE

The purpose of this contract is to provide license plates for use by the U.S. Department of State, Office of Foreign Mission’s Diplomatic Motor Vehicle Office (DMV) program.

This is not a United States Government federal fleet operation. License plates are issued to non-U.S Government- owned vehicles only. The contract will require production of a quality embossed plate which matches our existing design, and management of the distribution of plates over the course of the five year contract.

BACKGROUND

The Diplomatic Motor Vehicle (DMV) Office was established in 1984 pursuant to the Foreign Missions Act (“FMA”) and the 1978 Diplomatic Relations Act (“DRA”). Foreign missions and international organizations in the United States, as well as their eligible members, are required to register their vehicles with OFM in order to ensure compliance with the DRA-mandated liability insurance requirements, as well as to obtain OFM driver licenses in order to carry out one of the FMA’s core mission, i.e. to protect the United States public from abuses of privileges and immunities by members of the foreign missions.

USER ORGANIZATION

Within the Department, OFM’s Diplomatic Motor Vehicle Office (OFM/DMV) will manage and monitor the services provided under this contract. OFM/DMV is located at 3507 International Place, N.W., Washington, D.C. 20008-3025.

From its headquarters in Washington, D.C. and its six regional offices in the United States, (New York, Miami, Chicago, Houston, San Francisco, and Los Angeles), OFM registers vehicles and issues associated license plates to foreign missions, international organizations and their personnel.

OFM works closely with the Bureau of Diplomatic Security’s Protective Liaison Division (DS/PL) and the Foreign Missions Branch of the U.S. Secret Service, to ensure the safety and security of the foreign missions and their personnel. OFM establishes and maintains relationships with U.S. law enforcement and security communities at the national, state, and local levels to educate them about diplomatic privileges and immunities issues. OFM/DMV personnel conduct outreach and training seminars with these constituencies in conjunction with representatives from DS/PL.

OPERATIONAL CONCEPT

Mandated by Congress, OFM provides the legal foundation to facilitate secure and efficient operations of the U.S. missions abroad, and of foreign missions and international organizations in the United States. In doing so, OFM serves the interest of the American public, the American diplomatic community abroad, and the foreign diplomatic community residing in the United States, by ensuring that all diplomatic benefits, privileges, and immunities are properly exercised in accordance with federal and international laws.

OFM/DMV’s mission is fourfold: (1) to ensure that foreign missions and their eligible members carry the federally-mandated high levels of liability insurance (mandated by the 1978 Diplomatic Relations Act) due to the varying levels of civil and criminal immunity enjoyed by such missions and personnel; (2) to handle incidents nationwide involving foreign mission members who commit motor vehicle infractions but whose varying levels of immunity may prevent them from being subject to the jurisdiction of US courts (cases handled via driver’s license suspensions, assignment of demerit points and removal from the U.S.); (3) to ensure, via reciprocity, that our U.S. missions abroad enjoy fair motor vehicle treatment and if not, to imposes on foreign missions here reciprocal treatment with a view towards improving our treatment abroad, and (4) to protect the national security interests of the United States. OFM also presses for fair treatment of U.S. personnel abroad while assuring foreign diplomats based in the United States receive the same treatment that each respective Government provides in return.

OFM provides a range of services to the foreign diplomatic community, including processing tax exemption and duty-free customs requests, and facilitating property acquisitions within local zoning law restrictions. Finally, OFM promotes and strengthens the relationship between Governments by assisting, advising, and regulating services for foreign diplomats, their dependents, and their staffs residing in the United States.
