About this file

This document contains questions and responses regarding a solicitation for vegetation management services along the Arroyo Colorado in Harlingen, Texas. The solicitation is issued by the International Boundary and Water Commission U.S.-Mexico seeking services to provide Arroyo Colorado Vegetation Management from US 77 Business to Cemetery Road. One question asks to allow the use of biodegradable bands for planting in lieu of pots, citing they will increase survivability and decrease costs. The other question requests extending the period of performance for tree and shrub planting to early October 2021 to also increase survivability due to cooler temperatures and more rainfall. The response indicates there are no issues with these requests as long as equivalent plant sizes are used and there is no additional cost to the government. Invasive re-growth would need to be cleared prior to any delayed planting.

Text version

Hi Phil, Sorry for the late questions, based upon our conversations with one of the leading botanists in South Texas that has been a part of numerous similar South Texas vegetation restoration projects, two deviations from the RFP are requested.

1) Allow the utilization of biodegradable bands for the planting in lieu of 4"x4" and 1-gallon pots? These plants will have a deeper tap root and are shown to survive better and will also be a decrease in the cost to the Government.

· I don’t see any vegetation management plan (VMP) issue(s) with their suggestion for question 1 as long as the plant size is equivalent to plants as they would be in pots. There should be no additional cost(s) to the government

2) Extend the period of performance only for the planting of the trees and shrubs. A planting in early October 2021 will allow for far greater survivability due to cooler temperatures and more rainfall. This will also give the botanist adequate time to collect the massive amount of material needed for the propagation. The rest of the vegetation management can be accomplished in the time frame specified in the RFP.

· The VMP only says container planting will follow vegetation clearing and seeding. It doesn’t say how closely it should follow. I don’t think there’s a VMP issue particularly if it increases survivability. One factor may be that by delaying container planting there may be significant re- growth since the end of clearing and seeding that they may have to deal with. If there is a significant delay with revegetation if any invasive volunteer re-growth is present. The seedbed should be clean of any invasive volunteer re-growth prior to planting. You have a better feel for how things will grow there through the season than I do so I think that’s your call.

Any suggestions with how to approach this are welcome.

Kind Regards, Sheri
