About this file

This document comprises multiple change notices and contract records for the State of Michigan's New Hires Reporting System contract (No. MA190000000697). The primary parties involved are the Michigan Department of Technology, Management and Budget (DTMB), the Michigan Department of Health and Human Services (MDHHS), and the contractor Maximus Human Services, Inc., which was subsequently assigned to YoungWilliams, Inc. effective April 2, 2026. The contract also references the Office of Child Support (OCS) within MDHHS as a key stakeholder for services related to new hire reporting and inmate incarceration data management.

The contract establishes a comprehensive software-as-a-service arrangement for managing new hire reporting and incarceration data from Michigan county jails and employers. The initial contract effective May 25, 2019, with an original expiration date of May 24, 2026, included three one-year renewal options. Change Notice 6, executed in 2026, extends the contract through May 24, 2029, exercises all remaining three-year options, and increases the aggregate contract value to $6,820,360.00 (with the change notice adding $1,697,673.00). Services include portal hosting, data collection and transmission via multiple methods (web forms, SFTP, email, mail, and fax), report generation, and three-year data retention with secure deletion. The pricing structure comprises implementation fees, licensing fees (fixed annual amounts for up to 100 state resources), and maintenance and support costs including labor and other direct costs. Payment terms are Net 45. Additional modifications include updated ADA compliance requirements to WCAG 2.1 Level AA, contractor personnel updates, and a new Michigan-based P.O. Box address for YoungWilliams, Inc. effective May 25, 2026. The contract supports both the Office of Child Support's new hire reporting obligations and the Medicaid CC360 program's inmate incarceration data collection requirements pursuant to Senate Bill 1091.

Brief description of services to be provided:

1. Background As a component of MDHHS’ Social Determinants of Health Strategy, the Michigan HIT Commission’s 5 year HIT Roadmap, and ongoing work to augment the delivery of service to Michigan Medicaid beneficiaries, MDHHS is seeking to leverage data from county jails to improve the health of Michigan’s incarcerated population, which is disproportionately burdened by chronic physical and behavioral health conditions. Michigan assigns incarcerated Medicaid beneficiaries to a special benefit plan that covers limited inpatient services for individuals hospitalized during incarceration called the INCAR benefit. To improve care coordination for incarcerated Medicaid beneficiaries, MDHHS seeks to streamline the assignment and removal of the INCAR benefit and to provide jails with access to CareConnect360 (CC360) to equip jail providers with longitudinal health information about the individuals they serve. Access to this data from jails will allow MDHHS to match Medicaid IDs against rosters of incarcerated individuals to facilitate a timelier assignment and removal of the INCAR benefit, and provide jails with an updated, accurate roster of beneficiaries in CC360.

2. Project Objective In order to facilitate the goals referenced above, the Michigan Department of Technology Management and Budget (DTMB) and CC360 (Michigan Department of Health and Human Services) seek to amend contract No. 171-190000000697 (“Contract”) with Maximus Human Services (“Contractor”) to provide additional proprietary software services to CC360.

The Inmate Incarceration Data file includes basic incarceration information on all inmates, regardless of incarceration time. The State is requesting the creation and transmission of this specific file in the existing Maximus Incarceration Portal, that will allow for the collection of inmate incarceration data from Michigan county jails that have opted to share this data, in a similar way that new hire data is collected from employers. Data will be collected, formatted, and sent to the File Transfer Service (FTS) for use by Medicaid, in order to support the services detailed in the Scope of 3.

3. Scope of Work CC360 is requesting the Inmate Incarceration Data file from jails that have signed a Data

Sharing Agreement (DSA) and have not opted out of sharing that data with CC360. This type of file is currently in scope for the Office of Child Support (OCS), referenced in Change Notice 2.

3.1 Process

The process by which Contractor will make this operation successful and beneficial to the State of Michigan is outlined below:

3.2 Requirements

All of the requirements referenced in Section 3.5.D. of OCS’ CN 2 would be applicable to this SOW, with the exception that the file produced for Medicaid will not be sent to OCS.

3.2.A. Contractor will provide an incarceration formatted file to the File Transfer Service (FTS) for use by Medicaid each week day, regardless of holidays. The file will contain data as described in 3.2.B that was received by mail, fax, email, SFTP or was uploaded to the Incarceration Portal, or any updates made to existing inmate data since the last file was created and transferred. Daily files will be created and sent to CC360 by 1pm ET. This file will contain the same data elements and file layout as what is being provided to OCS. This data is not classified as health/medical information; therefore, HIPAA requirements do not apply. Inmate file name, if agreeable, will be named “inmatesMICounties360_yyyymmdd.dat”.

3.2.B. Contractor will only provide incarceration data from jails that have signed a DSA and have not opted out of sharing data with other MDHHS agencies.

Contractor will confirm with OCS which jails have agreed to share incarceration data with other MDHHS agencies.

3.2.C. OCS will maintain a list of jails who have signed a DSA and have not opted out of sharing incarceration data with other MDHHS agencies. OCS will notify Contractor when a jail is added to this list or when a jail modifies its DSA to opt out of sharing incarceration data with other MDHHS agencies. Upon notification from OCS of a change to any jail’s agreement, Contractor will make necessary updates to the incarceration portal which may potentially adjust the data received by CC360 in the next file transferred. Upon request Contractor will provide a report listing jails designated to share incarceration data outside of OCS.

3.3. Proposed Data Format

3.3.A The file format will be identical to the OCS Inmate Incarceration Data file. If changes are made to the OCS file format, OCS will notify Medicaid.

Michigan Incarceration Portal Module

Proposal

1. Background

During the State of Michigan 100th Legislature, Regular Session of 2020, Senator Bizon introduced Enrolled Senate Bill No. 1090, an act to amend 1982 PA 295 section 5d (MCL 552.605d). Enrolled Senate Bill No. 1090 was approved by the Senate and was signed into law by Governor Gretchen Whitmer on December 30, 2020.

In part, ENROLLED SENATE BILL No. 1091 (MI 2020), Sec. 5d (2) states: On, and 1 year after the effective date of the 2020 act that amended this section, each support order the court enters or modifies must include substantially the following statements: “If the payer will be incarcerated for 180 consecutive days or more and will not have the ability to pay support, the monthly amount of support payable under the order must be abated, by operation of law, subject to section 17f of the friend of the court act, MCL 552.517f.”

Furthermore, ENROLLED SENATE BILL No. 1091 (MI 2020), Sec. 5d (5) states: A party to a domestic relations matter for which there is not an open friend of the court case may file a motion with the circuit court when a payer will be incarcerated for 180 consecutive days or more with no ability to pay, to request that the provisions of section 17f(1) of the friend of the court act, MCL 552.517f, apply. When the payer is released from incarceration, a party may file a motion with the circuit court to request that the provisions of section 17f(9) of the friend of the court act, MCL 552.517f, apply and that the order be modified.

2. Purpose

In order to facilitate the goals referenced in Senate Bill No. 1091 Secs. 5d(2) and 5d(5), the Michigan Department of Technology Management and Budget (DTMB) and MiCSES (Michigan Child Support Enforcement System) seeks to amend contract No.

171-190000000156 (“Contract”) with Maximus Human Services (“Contractor”) to provide additional proprietary software services in accordance with SB No. 1091.

The Bill requires county jails (“Jails”) report basic incarceration information on those inmates who are incarcerated for 180 days or more. DTMB Central Procurement Services is requesting a quote for functionality to be built into the existing Maximus Employer Services New Hire Portal, that will allow for the collection of inmate incarceration data from Michigan county jails in a similar way that new hire data is collected from employers. Data will be collected, formatted and sent back to the agency in order to support the services detailed in the Scope of

Work section of this request. The same terms and conditions of the existing Contract shall apply.

3. Scope of Work and Services

3.1 Maximus Portal Advantage

The Portal is a scalable, Federal Risk and Authorization Management (FedRamp) cloud-hosted, multi-tenant, web and mobile friendly application that enables us to meet and often exceed our client’s requirements. The Portal uses best practices for application security and protects PII data from disclosure. It uses AWS Cognito for user identity federation, which makes it possible to integrate with Active Directory.

We will use the MI New Hire Portal as the base architecture and customize it to receive abatement information from several different methods.

Our System Development Methodology is based upon a five-phase approach. The five phases of this methodology are:

◼ Phase 1 – Discovery ◼ Phase 2 – Design ◼ Phase 3 – Incremental Development ◼ Phase 4 – Testing ◼ Phase 5 – Installation, Training and Follow-Up.

4 CONFIDENTIALITY NOTICE: This document is for the sole use of the intended recipient(s) and may contain confidential and privi leged information or otherwise be protected

This approach ensures that the delivered system meets the client’s requirements within the client’s budget and time constraints. Subsets of all five phases must occur during each

Agile development cycle, known commonly as a sprint. It is not possible to complete a phase unless the previous phases are complete. Nevertheless, significant portions of a phase can be completed without waiting for prior phase completion. This overlap of project phases is an important feature of the System Development Methodology. It enables the project to move forward in an Agile fashion by allowing discrete units of functionality to be completed while identifying and designing the next set of functionalities.

3.2 Portal Scalability

Maximus designed the Portal in modules allowing the option for scalability; our partnership with MiCSES offers an opportunity for utilizing this scalability for the purposes of collecting incarceration data. The structure allows Maximus to quickly pivot and provide solutions to new requests such as this. While this Portal initially served as a solution for new hire services in the current contract, Maximus can expand upon Portal functionalities in the future, at the State’s request, to include other products like Employer Database Management, Termination Reporting, Employment Verification Issuance/Compliance, Income Withholding Issuance/Compliance, Lump Sum Reporting, and more.

Exhibit 3.1 The Employer Services Portal can be customized to provide a number of services to our Client.
