About this file

This is Addendum 1 to an Invitation for Bid (IFB) issued by the North Carolina Division of Emergency Management (NCDPS) for Archaeological Monitoring and Survey Services under BID NUMBER 19-IFB-2363957108-RMT. The solicitation seeks Secretary of the Interior (SOI)-qualified archaeologists to conduct mandatory monitoring and surveying of ground-disturbing activities for the North Carolina Hazard Mitigation project on an as-needed basis, with no guaranteed minimum or maximum quantities of services. The contract is structured as a three-year firm fixed price agreement with no renewal options. Bids are due October 15, 2026 at 2:00 PM ET. The addendum addresses 30 vendor questions and clarifications regarding scope, pricing, staffing, and deliverables. No bidders conference or site visit is scheduled. Award will be made to the responsive bid offering the lowest price that meets all specifications and verification requirements.

Pricing must be provided as firm fixed rates for all three contract years, with daily rates for both archaeological monitoring and surveying work calculated on an 8-hour workday basis. Direct costs including mileage, per diem, and lodging must be included in daily rates, with rates aligned to North Carolina OSBM's website for in-state travel on state business. Reporting, laboratory analysis, artifact processing, and curation should be billed separately based on the pay rate of personnel performing tasks and actual completion time. Overtime is not expected or authorized. Only the SOI-qualified archaeologist's resume is required; resumes for supporting field personnel are not necessary. A solo SOI-qualified archaeologist is sufficient for survey tasks, though staffing levels for monitoring activities may vary based on project requirements. Proposers may submit separate line items for field work and deliverable costs to provide more accurate pricing. The State will only pay for services actually requested and received, with task orders typically issued with 14-28 days advance notice.

What is the anticipated volume/frequency of task orders per year – both monitoring and survey?

We don’t know until FEMA notifies us

Section 6.6. P. 21

Weekly status reports will be sent to the Project Manager

Attachment A, P. 22

Is the "daily rate" for archaeological monitoring defined as a standard 8-hour day? Is overtime expected/authorized, and if so, at what rate?

The daily rate is based on an 8-hour day. Overtime is not expected.

Attachment A, P. 22

Is the “daily rate” for survey inclusive of direct expenses and reporting time?

Yes

Attachment A, P. 22

For archaeological surveying, does the all-inclusive daily rate need to account for a two-person crew (principal + field tech), or is a solo SOI-qualified archaeologist sufficient for survey tasks?

A solo SOI-qualified archaeologist will be sufficient for survey tasks.

9 Attachment A – Pricing, Pg. 22 -

Does the requested daily rate assume an eight (8) hour workday? Is overtime anticipated under this contract? If so, would you like proposers to provide separate overtime rates? If

The daily rate is based on an 8-hour day. Overtime is not expected.

overtime rates are required, should they apply to hours worked beyond eight (8) hours in a single day, beyond forty (40) hours in a work week, or both?

10 Attachment A – Pricing, Pg. 22

The solicitation requests a daily archaeological survey rate that includes all travel-related expenses, including lodging, meals, and mileage.

Given that North Carolina contains multiple GSA per diem regions with seasonal fluctuations, lodging rates can vary significantly by location and time of year.

How would you like proposers to account for these varying travel costs within a single daily rate structure?

We don’t know what properties will require archaeological surveys or monitoring until we are notified by FEMA.

11 Attachment A – Pricing, Pg. 22

It is understood that a Secretary of the Interior (SOI)-qualified archaeologist is required under this contract. Archaeological monitoring activities may require one to two personnel, while survey efforts may require two or more personnel depending on acreage, terrain, and project requirements. Should proposers base pricing on a specific staffing configuration, or should assumptions regarding staffing levels be included within the pricing narrative?

Provide pricing for one person based on an 8-hour day.

12 1.0 Purpose and Background, Pg. 7 &

4.7 Personnel, Pg. 13

Which personnel resumes should be included with the proposal? Are resumes

Resume is required for the SOI-qualified archaeologist only required only for the SOI-qualified archaeologist, or should resumes also be provided for supporting field personnel who may perform work under the contract?

13 Attachment A – Pricing, Pg. 22

Will annual rate increases be permitted during the three-year contract period to account for inflation and labor cost escalation?

Alternatively, are the rates provided in the proposal expected to remain fixed for the entire three-year term?

The expectation is a firm fixed price contract. Pricing for all three years need to be provided at time of bid

14 Attachment A – Pricing, Pg. 22

How should costs associated with reporting, laboratory analysis, artifact processing, and curation be incorporated into the proposed rates?

Should these activities be included within the hourly/daily rates for monitoring and surveying, or may they be proposed as separate line items since their cost structure differs from fieldwork activities?

Provide rates for reporting, laboratory analysis, artifact processing, and curation.

These activities should be billed based on pay rate of person performing tasks and how long it took to complete the task.

15 Attachment A: Pricing - Pg 22.

On the pricing form for the daily rates should direct costs be included (e.g. mileage, per diem, lodging) or should the daily rate only be for hours billed?

Direct costs should be included.

The vendor will be responsible for their own

HASP.

IFB Section 5.6.B.1.iii, Should we include remote sensing costs in our archaeological survey daily rate?

Separately if remote sensing is requested.

How many Secretary of the Interior (SOI) qualified archaeologists are required to complete the anticipated scope of work?

This should be determined by SOI qualified archeologists

Can NCEM provide how many properties will require assessment?

We don’t know until FEMA notifies us

25 Attachment A: Pricing Please verify if the Monitoring Daily rate should

All travel expenses should be included in the daily rate be based on labor only and not include any estimated travel related expenses

Attachment A: Pricing

While travel will be reimbursed separately for monitoring activities, we would like to clarify that the state rates expected reflect the rates listed on the NC OSBM's website for Travel on State Business, if this is not correct can you direct us to a listing of the NC in-state rates that should be used for this work?

Yes, the correct rates are on the OSBM’s website.

Attachment A: Pricing

While the IFB requests daily rates for monitoring and survey, we feel it may be more cost effective to provide daily rates for field work and itemize the deliverable costs for reporting, potential artifact analysis and curation, meetings and communication. In doing so we can more accurately price the work and keep costs down. Is that acceptable?

Yes, this is acceptable

Attachment A: Pricing

The North Carolina OSA accepts simple letter reports for negative monitoring findings, and expanded reports for positive monitoring findings. Is it acceptable provide two alternate scenario-based reporting costs for the monitoring report deliverable? This a la cart approach will ensure monitoring report costs

Yes accurately reflect the report level of effort required.

Attachment A: Pricing

Is there an opportunity to at minimum pinpoint a region or counties the work might be requested for to help us most accurately estimate mileage and average lodging costs?

We don’t know the locations until FEMA provides them to us
