SUMMARY OF CHANGES
1. Provision “General Proposal Preparation Instructions” is revised to the following:
GENERAL PROPOSAL PREPARATION INSTRUCTIONS
The proposal shall address and meet all tasks, requirements and services set forth in this solicitation to be considered acceptable. In addition, the following instructions establish the acceptable minimum requirements for the format and content of proposals.
(1) The proposal must be prepared in two parts: A non-price/technical proposal and a price proposal. Each of the parts shall be separate and complete in itself so that evaluation of one may be accomplished independently from evaluation of the other. The non-price/technical proposal must not contain references to price; however, resource information (such as data concerning labor hours and categories, materials, subcontracts, etc.), must be contained in the technical proposal so that the offeror’s technical approach is sufficiently detailed to provide a clear and concise presentation that addresses all contract requirements and demonstrates a clear understanding of the requirements.
(2) The proposal should be typed, double-spaced, with one inch margins, using size 12-font or equivalent, and printed, unreduced in size, on 8-1/2" by 11" paper. The technical proposal shall not exceed 35 pages (single sided), exclusive of table of contents, appendices, reference list, and resumes. Any pages in excess of 35 will be disregarded, and will not be included in the proposal evaluation.
(3) The offeror shall submit:
• Technical Proposal: One (1) electronic copy.
• Price Proposal: One (1) electronic copy.
Each part shall be clearly marked by title.
The offeror is responsible for submitting proposals, and any revisions, so as to reach the contract specialist by the time specified in the solicitation.
OFFERORS ARE FURTHER INSTRUCTED TO:
1. Submit proposals and all other requested documentation along with a completed Standard Form (SF) 1449.
2. Submit proposals to the office identified in this solicitation, at or before the specified date and time. Proposals in PDF format, provided via E-mail are preferred. Electronically-sent proposals may be emailed to Matthew Phelps, Contracting Officer, at Matthew.Phelps@ihs.gov.
(Please note FAR 15.208(b)(1)(i) regarding late electronic proposals.)
3. Provide, at a minimum, the following additional information:
a. Name, telephone number, and email address of your designated Point-of-Contact.
b. DUNS number for your company.
4. Submit proposal information for all items, mailto:Matthew.Phelps@ihs.gov
5. Formally acknowledge each amendment to this solicitation, if applicable, by completing the appropriate sections on the corresponding Standard Form 30, Amendment of Solicitation/ Modification of Contract (i.e., Block 8 and Blocks 15A through 15C).
2. The following questions and responses are provided to the RFP:
Offeror Question 10a: Are the ‘appendix pages’ (i.e., those paged above the 15 page limit for the technical proposal, but below the overall total of 35 pages) subject to the 12 pt font, double-spacing formatting requirement?
Government Response 10a: See revised provision included in this Amendment 0003.
Offeror Question 10b: If Yes to 1a, as with the previous response for the Technical Proposal, may text formatted in tables or figures located in the appendix be single-spaced?
Government Response 10b: Yes
Offeror Question 11: In what part of the proposal should we count pages for references that are cited in the body of the Technical Proposal? Should they be counted as: a) part of the 15 page limit for Technical proposal; b) as part of the 20 pages beyond the 15 pages, or c) not counted in page limits (i.e., Reference list that appears after the technical proposal but prior to ‘appendices’)?
Government Response 11: See revised provision included in this Amendment 0003.
Offeror Question 12: The answer provided in Amendment #2 for a prior question (Question 5), about public accommodations and commercial facilities, was not understood.
Original Question: “In reference to section HHSAR 352.211-1 Public Accommodations and Commercial Facilities (DEC 2015) (p 12 of the RFP): It appears IHS Headquarters and/or IHS Area offices will be hosting training events. How does this section apply to the contractor who is preparing materials for the training events?” Original answer: IHS will work with the contractor to prepare training materials.
Revised Question: If IHS is hosting a training event (e.g., in Rockville, MD or at and IHS Area office), and the contractor is responsible for preparing for presentation delivery at the event, please describe if/how does HHSAR 352.211-1 (described on p. 12 of the solicitation) applies to contractor.
Government Response 12: In the situation described in the revised question, the contractor would not be hosting the event and HHSAR 352.211-1 would not be applicable to the contractor. If however, the contractor was hosting the event and responsible for delivering content, HHSAR 352.211-1 is applicable.
Offeror Question 13: For training room venues required to conduct in-person training sessions (e.g., for Fellowship participants), is IHS responsible for the training room/venue rental costs, or should the offeror include costs for room rental in its proposal?
Government Response 13: IHS responsible for the training room/venue rental costs.
Offeror Question 14: Please clarify whether Fellowship participants, working with their respective Area IP Specialists and IHS Headquarters, will be responsible for arranging and paying for their travel to/from training courses, and not the offeror/contractor.
Government Response 14: Fellowship participants, working with their respective Area IP Specialists and IHS Headquarters, will be responsible for arranging and paying for their travel to/from training courses, and not the offeror/contractor.
Offeror Question 15a: A prior question (Question 9 in Amendment #2) clarified that the $40,000 travel budget allows the contractor to pay for travel expenses incurred by guest presenters (guest presenters), who may be identified to deliver portions of the Fellowship sessions, as pre-approved by IHS and in accordance with the Federal Travel Regulation. Two follow-up questions:
In lieu of using the $40,000 travel budget to pay a guest presenter to travel to a fellowship session, may the offeror allow the guest presenter to make and pay for all or part of his/her own travel expenses directly, by including the costs of travel (e.g., per diem, lodging, airfare) in the presenter’s remuneration package (e.g., honoraria or consultant agreement)? Or, must any/all travel associated with this project be paid (on a reimbursement bases) using the $40,000 per year travel budget.
Government Response 15a: No. All the travel associated with this project shall be paid on a cost reimbursement basis from the Travel CLIN from each year.
Offeror Question 15b: If awarded multiple years of funding, will carry-over of the travel budget be allowed from year to year?
Government Response 15b: Possibly but it is not necessarily a problem. The travel budget is set by the Government so if it needs to be raised because of further needs of the IPP program, it can be increased or decreased by contract modification as required.
Offeror Question 16: Have Epidemiology Fellowship participants attended the summer Epi session, or a substitute for it, at any other locations aside from the University of Michigan? If so, where did they attend and how were those other summer sessions different from those held at the University of Michigan?
Government Response 16: IHS is only aware of using the summer sessions at the University of Michigan for previous Epi Fellowships.
Offeror Question 17: The tentative schedule for the Fellowship program (noted on page 27 of the solicitation) indicates that only the first and second Fellowship courses would occur in the first (base) year of the contract (i.e., 8 months after award for the first course, and 12 months after award for the second course). If the contractor is awarded the full five years of funding, allowing for four full Fellowship programs (i.e., 2019-2020, 2020-2021, 2021-2022, 2022-2023), should the contractor plan to budget expenses for activities to help plan for the subsequent Fellowship (2023- 2024), which would begin but not be completed during the contractor’s Option Year 4 (2022-2023)?
Government Response 17: Yes, the contractor should plan to budget expenses through a firm fixed price for activities to help plan for the subsequent Fellowship (2023-2024).
Offeror Question 18: This question is in follow-up to two questions asked previously (Question #4a and #4b), related to section HHSAR 352.208-70 Printing and Duplication (p 11 of RFP). If “the contractor is responsible for providing printed copies of training program materials to Fellowship and/or short-course participants”, and the contractor “should plan to include printing/photocopying costs involved with development of those materials”:
Is any select printing or copying in color allowed if color is required to accurately show images or maps related to the content of the courses?
Government Response 18: Printing or copying in color or black and white is allowed. The HHS clause states, “Unless otherwise specified in the contract…” and it is IHS’ view that having color copies may help the material used by the contractor.
Offeror Question 19: To what degree will Academic Review Committee members be responsible for implementing recommendations the contractor may provide for revisions to the IHS Short-courses, versus the contractor implementing recommendations? For example, if the contractor identifies updates for content of short-courses, will the contractor make those changes to existing short-course materials, or will ARC members (or other to-be-identified IHS staff) be tasked to make revisions to the materials?
Government Response 19: The Academic Review Committee members will guide and identify updates for course content and provide input on format, delivery, and revisions for materials. The contractor will be tasked with working with the Academic Review Committee on identifying updates, finalizing edits, and the contractor alone will make revisions to all course materials.
