About this file

This is a Request for Proposals (RFP) document issued by Snohomish County, Washington, for the transfer and preservation of Granite Falls Bridge 102. Snohomish County seeks a qualified proposer to develop a transfer agreement that will facilitate the relocation, preservation, and reuse of the existing bridge, which is currently owned by the county. The project scope includes detailed planning and execution of bridge transfer activities, with the understanding that the existing bridge will remain in place until a new replacement bridge is completed. The county anticipates that the existing bridge will be removed in 2029 by the contractor and subsequently stored at or near the project area pending approval of the proposal agreement. The RFP invites qualified proposers to submit comprehensive proposals outlining their approach, capabilities, timeline, and methodology for achieving the transfer and preservation objectives.

The proposal evaluation will assess the proposer's qualifications, experience with similar bridge preservation and relocation projects, project management capacity, and proposed approach to maintaining the structural integrity and historical significance of Granite Falls Bridge 102. Proposers should demonstrate financial capability, relevant technical expertise, and a detailed understanding of the logistics involved in bridge relocation and storage. The county will consider factors such as cost-effectiveness, timeline feasibility, and the proposer's ability to coordinate with county stakeholders throughout the project lifecycle. Awards will be made to the proposer whose submission best meets the county's criteria for successful transfer, preservation, and reuse of this historical bridge asset.

2. PROJECT OVERVIEW

Snohomish County is seeking a Transfer Agreement with a qualified Proposer to relocate, preserve and reuse the Granite Falls

Bridge 102, which is owned by Snohomish County.

Per 23 U.S. C. 144(g)(5), when using federal funds to replace a historic bridge the county must attempt to donate the bridge to a responsible party for the purpose of preserving the bridge or its features that give it historic significance.

3. BACKGROUND

Built in 1935, Granite Falls Bridge 102 is a 340-foot-long, 20-foot-wide structure located 1.5 miles northeast of downtown

Granite Falls, Washington. The Granite Falls Bridge is believed to be historical and unique because of the 160-foot-long arched

Pratt truss that supports the bridge deck. A Pratt truss is a type of structural system commonly used in bridge construction.

It is characterized by having diagonal members that slope down towards the center. The truss has eight 20-foot-long panels with an overall rise in the arch of 35 feet. The bridge provides direct access to the Mount Baker/Snoqualmie National Forest via the Mountain Loop highway which offers recreational opportunities and tourism to people across the state of Washington.

Granite Falls Bridge 102 is also part of a vital freight route for transportation of natural resources including timber, sand, gravel and aggregate resources critical for the Puget Sound region.

The bridge is currently slated for replacement, with construction starting in 2028 and construction duration is 2 years. The existing bridge will remain until the new bridge is complete. It is anticipated that the existing bridge will be removed by the awarded contractor in 2029.

The bridge is eligible for the National Register of Historic Places for its engineering significance.

Additional Information:

The bridge plans and a historic bridge report are available and provide additional information.

4. SPECIFIC PROJECT INFORMATION

Snohomish County seeks a Proposer that will work toward the goal of preserving as much of the bridge in its present condition and configuration as possible. In particular, the feature to be preserved is the 160-foot-long steel arched Pratt truss that supports the bridge deck. Although modifications of the bridge will be permissible, the goal is to maintain the maximum amount of the bridge in its present configuration for the maximum amount of time.

Proposals shall be for the best and highest use of the bridge for historic and preservation purposes. The County may consider other proposals to reuse parts of the truss if there are no satisfactory proposals that maintain the arched truss span.

The bridge is available for inspection as it is in public right-of-way. All inspections of the structure shall take place from the south abutment. No access to the underside of the bridge will be permitted. Visitors to the site for the purpose of inspection are advised to use caution and may not block traffic in any way.

The bridge replacement project is anticipated to start early 2028 and construction duration is 2 years. The existing bridge will remain until the new bridge is complete. It is anticipated that the existing bridge will be removed in 2029 by the contractor and stored at or near the project area if a proposal agreement is approved.

The bridge was originally coated with lead-based paint. In 2011 lead paint was removed from exposed steel surfaces and repainted. However, lead paint may still exist on steel surfaces that were not exposed during the 2011 lead abatement.
