Statement of Work Organ Donation Print Ad BPA November 21, 2016
1. Background
In April 2001, the Department of Health and Human Services (HHS) launched a major national campaign to increase organ, tissue, and marrow and blood donation in this country, an effort that continues today because of the great and growing need for organs. Presently, the national waiting list for organs exceeds 119,000. In 2015, there were only 9,075 deceased donors. The discrepancy between the number of people waiting for donated organs and the number of donors has resulted in an average of 22 deaths per day of those awaiting transplants.
HRSA undertakes various initiatives to promote awareness of the need for donated organs and to encourage the public to enroll in their state donor registries. Broad-scale media placements help HRSA to better reach the public and specific sub-populations with positive donation messages to target issues known to preclude positive donation decisions by the public. Media outreach strategies implemented by HRSA include:
· Public Service Announcement (PSA) campaigns for radio, TV, and print nationwide
· Radio Ads in designated markets with the highest numbers of Blacks or African Americans, Asians, Hispanics or Latinos, and people 50 years and older during high traffic drive-time hours
· Print ads in widely circulated publications such as program booklets of major sporting events
· Journal articles release to newspapers, journals, and other publications as filler materials when publications lack sufficient content
· Downloadable print materials on a variety of topics for multiple audiences
· Maintenance of and continuous new programming on HRSA’s organ donation websites, www.organdonor.gov and donaciondeorganos.gov, including:
· Educational web videos for reposting, download, and social media
· Social media outreach especially on Facebook
This effort fulfills the Division of Transplantation’s (DoT) statutory requirement (Section 377A (a) of the Public Health Service (PHS) Act, (42 U.S.C. § 274f-1) Public Awareness and Demonstrations – Organ Donation Public Awareness Program) to “establish a public education program in cooperation with existing national public awareness campaigns to increase awareness about organ donation and the need to provide for an adequate rate of such donations.”
2. Scope
The purpose of this BPA is to purchase print ad placements in various national publications, national sporting event programs, and minority-focused publications to increase awareness about the need for organ donors in order to close the gap between the number of people on the national organ waiting list and the supply of deceased organs. HRSA is seeking to take advantage of last-minute offers at or below market prices from vendors with exclusive partnerships with national publications and sporting events for ad placements. HRSA will provide the content for the print ads.
Orders will be issued outlining the specific tasks necessary to meet the Agency's needs. The Contractor shall perform work in accordance with the revised and most current editions of applicable laws, regulations, and executive orders.
