RE: Solicitation 17-250-SOL-00007

To: All Offerors:

Subj: Solicitation 17-250-SOL-00007 Amendment 0001 – Questions and Answers

The purpose of this amendment is to provide answers to questions received. The below questions were timely received by the government, and answers are provided here for the benefit of all potential offerors.

(1) Please clarify how to submit the Line item Schedule information per the template on page 6 that states “Base year- Ad placement: National Publications - Unit/ Qty Available/ Standard Price/ Discounted Price”

Specifically, please clarify the Unit and Qty Available.

Is there a standard format for submission of this information?

Answer: The unit should be determined by the offeror based upon the specifics of their proposal, and the quantity should be the expected number of those units the offeror expects to be able to provide during a contact year. HRSA intends these descriptors to be interpreted liberally to allow offerors the benefit of their expertise in proposing solutions that will meet the government’s need.

(2) Submission of Solicitation needs to be in what format?

Answer: PDF, via email as instructed in the RFQ.

(3) #10- Line Item Schedule

1. Define base year, Option year 1 and Option Year 2, etc.

Answer: The base year is the one-year period beginning after contract award and running for no more than 1 year; the option years, if exercised, are subsequent one year periods, each beginning at the end of the previous contract year and running for no more than 1 year.

1. Are offerors required to submit pricing for all five contract years?

Answer: Offerors should submit as much pricing information as is practicable, both in terms of actual dollars and in terms of percentage discount from market rates, as available. Please note that this requirement is Firm Fixed Price and pricing information will be binding on offerors should the Government choose to make an award based on the quoted prices.

(4) See page 7, number #13 of the Solicitation:

“The maximum total ordering threshold under any and all BPAs resulting from this solicitation is $200,000 per period of performance”

1. Why is the limitation listed as only $200,000 per period of performance?

Answer: The limitation is determined by the program requiring the services.

1. Can the Purchase Limitation of $200,000 per period of performance be increased for this solicitation?

Answer: No, the limitation is fixed unless the Government determines it should be modified.

1. If the purchase limitation cannot be increased, can contractor request an addendum and/or an additional solicitation be put in place so HRSA-DoT and HRSA as a whole have the opportunity to purchase and acquire multiple ad placements in multiple medians/venues?

Answer: Contractors are welcome to make unsolicited offers of services to the Government; however, any decision to purchase additional services will be based on the Government’s determination of need.

1. Define period of performance?

Answer: Period of Performance means; timeframe allowed or required for performance to be completed.

1. When does period of performance begin and end?

Answer: The base year is the one-year period beginning after contract award and running for no more than 1 year; the option years, if exercised, are subsequent one year periods, each beginning at the end of the previous contract year and running for no more than 1 year.

(5) How should a contractor present "National Packages" that are regional projects but combined a National reach? See line item schedule, #10.

Answer: The offeror should justify how a regional project has the potential for appeal and reach beyond that region.

(6) Is the scope of the placements national or are there specific regions of US that you would like to target? Also is there a particular group that you are targeting?

Answer: Our aim is to have the broadest reach possible in appealing and credible publications that focus on a specific event. We recognize that events can be conducted in a region but have national appeal and impact. Generally, our intent is to target the general population; however, we also are interested in reaching specific subgroups such as ethnic minorities, specific age groups or genders, etc.
