Credentialing RFP – Questions from vendors
1) Are there any guidelines for page limits, volume structure (one volume for each item vs one volume total), and evaluation criteria for those sections?
Answer: There are no specific page limits. We are looking for a COTS software solution, so we do not anticipate a huge amount of pages to explain a commercial item. There should be one volume for technical, management and past performance. The price volume should be separate as is customary with most solicitations. We are looking for the proposal that will be the best value for the Government, so each volume will be evaluated as stated in the RFP:
(ix) 52.212-2 Evaluation-Commercial Items (Oct 2014). - This is a best value decision and award may be made to other than the lowest priced offeror. (a) The Government intends to award a firm fixed-price contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
(1) Technical (implementation, training and support)
(2) Past performance (current or recent and either Government or private sector)
(3) Price (opportunity to offer various packages from basic to all inclusive)
2) How many users is the customer anticipating will have access to the solution?
Answer: The Government anticipates at least 100 end users located in at least 9 IHS Areas.
3) I am hoping to find out if there is an incumbent contractor currently performing these services or if this is a new requirement. If there is an incumbent, could you please provide the contract number?
Answer: New requirement
4) I had a question regarding the extent of credentialing support that you need; would this be just support for the software, or are you looking for support for the actual credentialing activities which we can provide as well and allow you to scale quicker?
Answer: Some IHS Areas may need support for credentialing activities. Offerors may discuss their full suite of services offered in the technical proposal. Explain how those services and the technical approach to implementation will meet the objectives of the SOO.
5) For this effort, are there any requirements for each section (i.e., technical approach, management plan, past performance, and price)? Are there any page limits, resume requirements, etc.?
Answer: We are seeking your company’s COTS solution. You should provide details as to how you plan to meet the listed objectives in the SOO and RFP.
6) Would IHS consider extending the proposal due date?
Answer: No, IHS considers the time allotted sufficient for a COTS solution.
