RFP Continuation Sheet
Type of Contract
3, 18
Please provide additional information to clarify the structure of the IDIQ which is described as firm fixed price (FFP). The current language implies that the IDIQ will be awarded regardless of any task orders that may be issued. However, the pricing sheets and CLINS do not include proposing a price for the FFP base. Similarly, the technical requirements do not mention what activities are within the scope of this base task. Clarification on what scope is included in the FFP IDIQ base would be helpful.

Answer: This is an IDIQ contract, meaning there are no requirements at this time. When requirements are needed, a task order will be issues off of the FFP IDIQ. Each task order will be FFP, T&M or LH. When task orders are issued, a SOW will be attached defining the requirement. Attachment 2- pricing schedule is for the base IDIQ FFP pricing. The scope of the requirements is listed under each task.

RFP Continuation Sheet
Section F: Deliveries or Performance
4, 18
Can task order periods of performance (POP) extend beyond the IDIQ POP? If so, what is the maximum POP for a task order?

Answer: Yes the task orders can extend past the basic IDIQ POP, not to exceed the last day of the IDIQ basic award. The maximum POP for each task order is 12 months. For example: The base IDIQ, on the base year, the POP is from 1 Jan 2017 to 31 Dec 2017, a task order can be written from 1 June 2017 to 31 May 2018.

RFP Continuation Sheet
52.212-1 Instructions to offerors a.
7
The instructions specify that one copy of each proposal section must be submitted as well as a reference to “single sided” formatting. Please confirm that this refers to electronic submission of each section and hard copies are not required for any section.

Answer: Yes electronic submission is required. No hard copies.

RFP Continuation Sheet
Section IV, Factor 3: Price/Cost Factor

Attachment 2: Pricing Schedule

8
The Type of Contract sections on pages 3 and 18 refer to an FFP base IDIQ. However, there are no provisions in Factor 3 instructions for proposing cost for the FFP portion of the contract. Please clarify if and how the cost proposal for the FFP portion should be scoped and prepared.

Answer: Attachment 2-pricing schedule is to be filled out and submitted with the proposal for the base IDIQ FFP pricing. This is addressed in provisions 52.212-1 and 52.212-2.

6
RFP Continuation Sheet
Section V, Factor 4: Past Performance
8
Please confirm whether offerors may include subcontractor past performance in the required five contract references.

Answer: Past performance is for the prime only.

7
RFP Continuation Sheet
Factor 2: Management Plan
10
The Factor 2: Management Plan section does not provide details on how the management plan will be evaluated similar to the descriptions in the other evaluation factors. Request that the Government provide additional guidance regarding the key elements to be included in this section to facilitate evaluation.

Answer: Please see provision 52.212-1 and 52.212-2. The management plan section states the key elements needed to address in your plan as subfactors 1 through 3. These three subfactors need to be addressed in your management plan on how you will ensure these subfactors are met. Each factor/subfactor’s are evaluated differently and separately.

RFP Continuation Sheet
352.237-75 Key Personnel
23
Please confirm that key personnel will be designated at the Task Order level. If this is not the case, please identify which positions, if any, shall be made key personnel for the IDIQ.

Answer: Key personnel will be designated at the Task Order level.

9
Attachment 1
4. Contract type
4
The SOW specifies that the IDIQ has a FFP base, but there is not scope of work for this base task. Can the government please clarify the scope of the FFP base or clarify the IDIQ structure?

Answer: This is an IDIQ. Therefore the SOW is written for the base IDIQ award, stating what will be required for the task orders. When requirements are forthcoming then a task order will be awarded with a SOW stating the requirements for the task.

10
Attachment 1
4. Contract Type
4
Is the intent of the FFP base IDIQ that the contractor will maintain a program management effort and/or complete other activities during “non-disaster” periods? If so, what is the anticipated level of effort?

Answer: There will be no work during a non-disaster. The purpose of the IDIQ is to respond to disasters.

11
Attachment 1
6. Technical Requirements / Tasks
4
The RFP states: “The contractor(s) shall participate in a Government-scheduled, kick-off meeting after award.” Please clarify whether an initial task order will be awarded for this activity, as well as the location and duration of the meeting and requested contractor participants.

If no task order will be awarded, are offerors to assume that time and materials related to preparation for and participation in this kickoff meeting will not be funded by the government, or is part of the base IDIQ funding?

Answer: Base IDIQ’s do not have funding. The individual task orders will be funded. There will be a kick off meeting after award for the basic IDIQ as a meet and greet and to answer any questions the successful offeror may have. The location is TBD. It is dependent on the successful offeror’s location. It may be conducted via teleconference. The Government do not fund the kick off meetings. There are no requirements at this time; therefore no task order will be issued directly after award of the IDIQ.

12
Attachment 1

Answer: There are no pre-approved OMB PRA surveys.

15
Attachment 1
Task 1 Deliverables
6
It is our understanding that, since this is an IDIQ, there are no associated deliverables at the IDIQ level. Individual task orders will specify deliverables related to the TO scope of work. Assuming this correct, are the items listed as “Deliverables” in the IDIQ SOW intended as notional or expected deliverables for each task?

Answer: “Deliverables” in the IDIQ SOW are expected deliverables for each task.

16
Attachment 1
Task 2
6
Please clarify: “The contract shall provide a deployable Subject Matter Expertise (SME).” Was it intended that the “Contractor”, not the “contract”, will provide the SME?

Answer: Yes, this was an error. The SOW has been corrected to state contractor not contract will provide the SME.

Please clarify the intent of the items on this bullet list, including which ones offerors are expected to respond to as part of their proposals.

Answer: The deliverables on the tasks in the SOW are due at task order level.

20
Attachment 1
Task 4
8
Task 4 appears to include both pre-event and post-event recovery planning. Please confirm or clarify.

Answer: The pre-dominant expectation is that the contractor will be conducting post-event recovery planning. However, there are situations where HHS may determine it is necessary to utilize this IDIQ to support pre-event recovery planning.

21
Attachment 1
Task 4
9
Please clarify the deployment / delivery schedule for Task 4. The current requirement appears identical to Task 1, including reference to an “Impact Assessment” that is not referenced elsewhere in the task description.

Answer: In the context of the planning process, the impact assessment is one of many steps required in any post-incident recovery planning process. The emphasis for Task 4 is to provide the level of post-incident planning support determined necessary by the impacts of a given incident. The manner in which the impact assessment may be conducted to support the planning process may emulate the methods used in Task 1.

22
Attachment 1
Task 4
