V.4 Questions and Responses for 16PBGC19R0009 Enterprise eDiscovery Tool Services
1) Case migration format Base Year Pricing Schedule (page 5), Section 2.1: Objective
(page 14), Requirement H7 (page 26), and Evaluation Criteria, Factor 1: Technical and Management Approach, section a (page 56) The RFP indicates that existing PBGC workspaces are hosted in a Relativity environment (30 cases for migration totaling no more than 1.5 TB). For technical planning and pricing purposes, is it safe to assume that the workspaces will be archived and then migrated in a Relativity ARM format? If so, please confirm the versions of Relativity and the underlying SQL Server environment in which these workspaces are currently being stored. This will allow us to ensure version compatibility for migration and to appropriately price the migration effort for the base year Firm Fixed Pricing.
Response: It is safe to assume that the winning solution can set the terms of the archive/migration during the Post Award meeting. PBGC cases are currently held in Relativity v9.5.

If the offeror completes SAM representation and certification electronically through https://www.sam.gov no additional documents are required, if not section C through U must be completed and provided as an appendix.
4) Solicitation Section: Instructions to Offerors, Solicitation Paragraph: 1, Responsibility, page 51 -- Please confirm that it is acceptable for offerors to provide responses to the responsibility determination items (a) through (f) within the Price Proposal.

https://www.sam.gov/
5) Solicitation Section: Evaluation Criteria, Solicitation Paragraph: Factor 1, Technical and Management Approach, page 56 -- Please verify that if the Offeror addresses items (a) through (d), including the referenced 2.1 items, in the description of the Technical and Management approach, the Offeror will fulfill the Government’s requirements for the Technical and Management approach.
Response: The offeror must fully address all three factors in Volume I- Technical Proposal, In addition to Volume II-Price Proposal. PBGC understands that a given solution will not meet every detailed requirement perfectly, which is why the detailed requirement list offers both priority (Must Have/Strongly Needed/Desired) as well as mechanisms to explain why a requirement won’t be met.
6) Regarding Factor 1.b “All applicable SLAs or other commercial terms and conditions….”
Please identify existing SLA requirements that PBGC seeks for the related discovery services.
Please include the nature and specific measurements of the SLA. Reference: Evaluation Criteria, Response: PBGC has no existing SLA. The offeror shall provide all applicable SLAs or other commercial terms and conditions in regard to O&M support.
