About this file
This document is an Exhibit B2 Non-Cost Qualifications form for Solicitation 16322, an IT Development statewide contract issued by Enterprise Services for the State of Washington. The solicitation covers four distinct IT service categories: Web Developer Services, Application Developer Services, Software Tester Services, and IT Architect Services. Bidders are not required to submit proposals for all categories but can choose to bid on one or more based on their capabilities.
The contract seeks to establish a pool of qualified IT service providers across four specialized categories, with each category having specific definitions and performance expectations. The non-cost qualifications evaluation focuses on three key areas: industry experience (325 points), recruitment and retention processes (200 points), and performance management and evaluation (100 points). Bidders must demonstrate relevant industry knowledge, staff availability, retention rates, annual performance evaluations, certification verification, ongoing training, and customer feedback mechanisms. The solicitation emphasizes anonymity in the evaluation process and requires detailed responses within strict word count limits, with proposals being evaluated on a pass/fail and point-based system to select the most qualified IT service providers for state projects.
