About this file

This is a Questions and Answers document issued by the Virginia Department of Transportation (VDOT) regarding Invitation for Bid (IFB) #161028 for Traffic Control Services in the Martinsville Residency. VDOT is soliciting bids from qualified firms to provide on-call, as-needed traffic control services for work in Henry, Patrick, and Carroll Counties on primary and secondary routes. The services are intended to supplement work performed by VDOT or its contractors when traffic control is not included in existing contracts or when additional traffic control capacity is required. The Q&A document addresses seven substantive questions from bidders regarding pricing methodology, line item interpretation, and traffic control layout specifications, with most clarifications directed to Addendum #1.

The questions focus on critical bidding elements including whether day-rate pricing should reflect full 24-hour calendar days, clarification of specific Traffic and Transportation Control (TTC) layout references for various line items (TTC-16, TTC-17, TTC-27, TTC-37, TTC-39, TTC-56, and TTC-58), determination of whether certain items should be priced hourly or daily, and the treatment of outside lane closures within composite traffic control layouts. Bidders are directed to reference Addendum #1 for responses to the majority of questions and to Lot #1 Bid Line Item 7 for hourly versus daily pricing clarification, indicating that significant bid specification modifications or clarifications were issued prior to this Q&A document.
