SECTION C – PERFORMANCE WORK STATEMENT (PWS)

C.1. REQUIRING ORGANIZATION

Department of Health and Human Services

OS/ASPR/BARDA/ADS

330 Independence Avenue, S.W.

Room G640

Washington, DC 20201

C.2. BACKGROUND AND OBJECTIVE

The terrorist events of September 11, 2011, and subsequent anthrax mailing of 2001, have led the

Department of Health and Human Services (HHS) to expand and intensify public health measures to protect the American people. On July 21, 2004, President Bush signed into law Project BioShield.

The law provided $5.6 billion dollars over the next decade for the procurement of medical countermeasures (e.g., therapeutics and vaccines) to protect Americans against, CBRN attacks.

Project Bioshield is a comprehensive effort overseen jointly by the Secretaries of HHS and the

Department of Homeland Security (DHS). DHS is tasked with developing Material Threat

Assessments (MTAs) relating to the plausible, worst-case terrorist use of a number of CBRN agents.

HHS has the responsibility of assessing the medical consequences of attacks such as these, and developing preparedness plans to mitigate those consequences.

The HHS Office of the Assistant Secretary for Preparedness and Response (ASPR) is a federal leader in preparing the nation and its communities to respond to and recover from public health and medical disasters and emergencies. The office of the ASPR serves as the Secretary’s principal advisor on integrated policy coordination and strategic direction with respect to all matters related to public health, medical preparedness, and deployment of the federal response for public health emergencies and incidents. In addition to this policy responsibility, ASPR also has operational responsibilities both for the advanced research and development of medical countermeasures (MCMs), through

BARDA, and for coordination of the federal public health and medical response to incidents. ASPR serves as the lead official responsible for all federal public health and medical response to public health emergencies and incidents covered under the authority of the National Response Framework and National Disaster Recovery Framework.

BARDA ADS is acquiring capabilities to assist with the development and implementation of scientific-based modeling, analysis, and visualization tools used by Federal decision makers in planning and response for a CBRN incident, pandemic influenza, natural disaster, or outbreaks of other emerging infectious diseases. The visual analytics, data informatics, models, and simulation tools developed under this acquisition will assist Federal decision makers with medical and public health decision making for the advanced development and implementation of an integrated National medical countermeasures infrastructure (e.g., vaccines, therapeutics, diagnostics, and medical devices). This includes but is not limited to assisting government decisions makers during the development of preparedness plans, the implementation of response strategies, and communications with a wide variety of stakeholders, both during day to day operations and in the course of declared public health emergencies as part of the BARDA Modeling Coordination Group.

BARDA ADS is a key collaborator in the new HHS Innovation Lab, opening in FY17. An essential part of BARDA ADS’s contribution to the HHS Innovation Lab is the expansion of the BARDA

Modeling and Visualization Hub to include a CAVE2™ three dimensional (3D) immersive visualization system. Therefore, to assist US government decision-makers with the visualization of complex data, all of the tools and analyses developed by the BARDA Public Health and Medical

Consequence Modeling, Simulation, Visualization, and Decision Support network (a.k.a. the

BARDA ADS network) will be designed for use on both personal computers and the Innovation

Lab’s CAVE2™.

In the face of a CBRN, pandemic, or all-hazards threat, The BARDA ADS network will support the evidence-based decision making capabilities of public health officials by allowing them to visualize multiple what if scenarios, consider alternatives, and weigh risks and uncertainties. The capabilities of modeling and visualization will require expertise in epidemiology, medical sciences, operations research, mathematical modeling, computational sciences, computer graphic design, computer science, and other scientific and engineering domains in order to develop analyses and tools to support public health decision making for BARDA ADS stakeholders. A single IDIQ award will be awarded for the Professional Services and Systems Integration (PSSI) component of the BARDA

ADS network, with one or more Task Orders anticipated per fiscal year. As a result of and to avoid organizational conflicts of interest, offerors who receive the PSSI award will not be eligible to compete for other components of the BARDA ADS network. See SECTION L.2. for more detail on organizational conflict of interest.

PSSI provides technical, analytical, and subject matter expertise for the BARDA ADS Modeling and

Visualization Hub during routine and response mode operations. A key element of PSSI is to provide daily analytical subject matter expertise for inter-agency and intra-agency working groups, including participation in meetings, document review, interpretation of modeling results, and presentation of technical information to an audience with a wide range of backgrounds, including non-scientific.

Additionally, PSSI is responsible for the BARDA ADS Modeling and Visualization Hub systems integration. The PSSI Contractor will assist Innovation Lab stakeholders and other BARDA ADS content developers to understand how to build capabilities for use in the Innovation Lab’s CAVE2™, integrate and operationalize tools for the BARDA ADS Modeling and Visualization Hub, and provide systems administration and maintenance of the suite of tools in the Hub. This includes training Innovation Lab users on all tools maintained in the Hub and may include taking models and tools produced by other components of the BARDA ADS network and Innovation Lab stakeholders and modifying them for use in the Innovation Lab’s CAVE2™ and/or the Modeling and

Visualization Hub environment, if needed.

Finally, the PSSI contractor shall provide scientifically defensible analytical responses, documentation, and rapid prototyping of models and tools in response to short term technical tasks, with complete and defensible responses typically required in hours to days. These requests can surge during public health emergencies, which may require after hours and weekend support for an extended period of time. These short term responses may require identifying, utilizing, and or replicating existing models in the literatures, developing simple models, integrating multiple models or analytic products, or rapid prototyping of novel approaches to support a well-reasoned conclusion.

Two examples of these types of short term tasks include:

Comparing the medical consequences resulting from two different dose-response models

Providing an estimation of the number of imported cases the U.S. could expect from an overseas disease outbreak

C.3. SCOPE

This PWS outlines the requirements for a wide range of services and materials necessary to support

BARDA ADS in fulfilling the mission of the BARDA ADS network. The Contractor shall assist

BARDA ADS in completing the work defined below as well as implement a seamless transition of analyses and tools into the HHS Innovation Lab and BARDA ADS Modeling & Visualization Hub.

Contractor personnel shall be sufficient in quantity, availability, and technical qualification, to perform the work described in this PWS.

All data, models, code, tools and Task Order deliverables developed under this requirement shall remain the property of the government and the government shall retain unlimited rights. The PWS for individual issued Task Orders will specify the performance requirements and minimum acceptable quality levels for each task.

Contractors shall be required to interface with other Government contractors as well as various

Government and international entities. Therefore, contractors may be required to perform work at either their facility or at a Government facility in the National Capital Region in Washington, D.C.

The place of performance and Government facility on-site personnel requirements, if applicable, will be indicated in each individual Task Order.

Government for approval no later than 5 business days prior to the scheduled date. Copies of presentation materials shall be made available at the review for all participants. Meeting minutes shall be prepared following each contract review and attached to the following month’s TOR.

C.5.4.3. Contractor-Hosted Stakeholder Meetings

Meetings between BARDA ADS, project stakeholders, and the Contractor shall be held as necessary to ensure timely technical progress, effective program management, as well as efficient resolution of problems throughout the life of a Task Order.

When hosting a meeting, the Contractor shall notify the attending parties of the time, date, location, and proposed agenda of the meeting. This notice should be provided at least five

(5) business days prior to the meeting, whenever practical. For all meetings not held on HHS property, support provided by the contractor for the meeting shall include, but is not limited to, facilities, office equipment, clerical personnel, projectors, and computers.

Meeting Agendas, presentation materials, and meeting minutes, as well as any technical data, mockups, and prototypes, if applicable, shall be prepared by the contractor unless otherwise specified. The contractor shall be ready to substantiate all assumptions made and methodologies used in arriving at the recommendations or conclusions.

The contractor shall prepare formal written minutes, a summary of action items to include formal after action report (if applicable) and submit it for BARDA ADS approval within 10 business days of the meeting. Government review comments or approval will be provided within ten (10) calendar days of receipt. The meeting summary materials shall not be considered finalized until approved by BARDA ADS.

C.5.5. Systems Integration Documentation for BARDA ADS Modeling and Visualization Hub

The contractor shall create and maintain a Document Library Index (DLI) for the BARDA

ADS Modeling and Visualization Hub. The DLI will contain all deliverables associated with any task order from the BARDA ADS network as well as historic deliverables maintained by the BARDA ADS Modeling and Visualization Hub. The Government COR will provide the deliverable list for any Task Order applicable to the DLI. The contractor will be provided access to the central repositories by BARDA ADS personnel. The contractor shall develop and maintain the organization structure for the BARDA ADS Modeling and Visualization

Hub central repositories for all documents and tools. The DLI shall list the location of the documents and tools in the central repositories. The contractor shall notify the Government

COR of any updates or changes to documents posted to the central repositories in the TOR’s and through updates to the DLI.

The contractor shall upload to the central repositories all documents and data generated by the contractor or provided to the contractor by BARDA ADS during the performance of the

Task Order. All draft and final deliverables produced by the contractor shall be maintained in 508-compliant digital electronic format unless otherwise specified in the Task Order. All appropriate document protections and distribution statements shall be followed when posting documents to the central repositories. If documents, deliverables or data cannot be posted to the central repositories, or as otherwise specified by the Government CO/COR, they may be provided to the Government COR and maintained at the applicable security clearance level via other means to be specified in the PSSIMP. Additionally, the contractor shall provide instruction and assistance to BARDA ADS Modeling and Visualization Hub stakeholders and other members of the BARDA ADS network on uploading, downloading, and version control for documents and tools maintained in the central repositories.

C.5.6. Deliverables

All work products delivered under the established Task Orders shall be submitted in draft for

Government review and approval before preparation of the final deliverable. Written deliverables, charts, graphs, schedules, spreadsheets, analytic products, models, tools, and databases will be developed using the Microsoft Office family of applications, Alias

Wavefront (obj), Autodesk FBX, Unity, 3D Studio Max, SAGE, AutoCAD, or other standard commercial or open source tools; custom applications are only permitted if approved for use in advance by the Government COR.

Proposed file formats for rapid prototypes and any other deliverables will be identified as soon as the request arises, approved by the Government COR at the next following Task

Order Status Meeting (or by separate meeting/email if urgent), and documented in the monthly TOR. No proprietary tools, software, or applications shall be used unless approved in advance by the Government COR. All final work products shall be in a 508-compliant digital electronic format unless otherwise specified in the task order. See SECTION H.17. for more details.

Documents should be delivered electronically to the CO and the COR. Unless otherwise specified by the CO, all deliverables and reports furnished to the Government under the resultant contract (including invoices) shall be addressed as follows:

The contractor shall provide training to Government personnel and associated stakeholders as necessary to ensure efficient use of systems, data, models, Contractor’s Task Order deliverables, and all tools maintained in and used by the BARDA ADS Modeling and

Visualization Hub.

C.5.8. Cooperation With End of Contract Transition

At the end of the period of performance for the contract, the contractor must act in good faith to participate in a smooth transition of services to Government customers and successor service provider, if warranted, in order to ensure continuity of service for the HHS. This includes but is not limited to attending meetings; sharing information and knowledge transfer; ensuring processes and standard operating procedures are documented and available for HHS use; ensuring systems documentation is current; and any other requested transition activities. During the period at the end of the contract that the HHS identifies as the

Transition Period, the contractor shall not fill available positions on work under the contract without approval from the HHS. The duration of the transition period and recipient successor will be identified explicitly in a Request for Task Order on CLIN 3- Transition Services –

Transition In New Contract.

C.5.9. Contractor Identification

All contractor personnel when attending meetings, sending emails, or participating on telephone calls shall identify themselves as contractor personnel in support of BARDA ADS.

Identification in meetings and on telecom shall be at the beginning of the call or meeting to allow Government personnel to excuse contractors, if appropriate. Contractor personnel shall identify themselves with their company name in the signature block of emails.

C.5.10. Contractor Period of Performance

The period of performance will be identified on the resulting award document. The base period of performance will not exceed twelve (12) months from the date of award with four twelve month option periods not to exceed sixty (60) months. The period of performance for each individual Task Order will be indicated in the individual task order request and will begin at the award date of the task order. A sample Task Order is attached to this PWS.

C.5.11. Contract Place of Performance

Work shall be performed in the National Capital Region at the HHS Innovation Lab and

BARDA ADS Modeling and Visualization Hub. The normal operating hours of the HHS

Innovation Lab and BARDA ADS Modeling and Visualization Hub are Monday to Friday

9AM to 5PM Eastern Standard Time (EST). The Contractor shall provide daily on-site support primarily during the normal operating hours, with maximal coverage during the

BARDA ADS core hours of 9:30 AM to 3:30 PM EST. Daily on-site coverage should not routinely extend outside of 7AM to 7PM EST Monday to Friday. Contractor staff will not be routinely permitted to work on-site on Saturdays, Sundays or Federal holidays unless authorized in writing by the Government COR and CO. However, during ASPR/BARDA emergency responses or other events, the hours of operations may be expanded. This will be specified in the Task Order or negotiated with Government COR and CO.

All on-site Contractor personnel shall complete an ASPR telework agreement to allow for unscheduled telework, at a minimum. This policy is in effect unless otherwise specified in a

Task Order. The Government may allow telecommuting on a case by case basis for

Contractor personnel during times of Government shutdown due to inclement weather, holiday work at contractor site, or other activity where the Government is closed but it is advantageous to the Government to allow Contractor employees to continue work.

ASPR has a policy that encourages employees to work remotely or to work flexible schedules. As such, the Contractor is advised to work with the Government COR to determine if use of an alternate work site could be supported within the schedule requirements of each Task Order. All use of alternate work sites must be negotiated at the time of Task Order award and documented in the PSSIMP, with situational updates documented and approved in PSSIMP updates.

As a result of the fluid nature of activities and schedules, the Contractor is encouraged to coordinate work schedules with their Government COR to accommodate support requirements, other personnel availability, meeting schedules, vacation schedules, and leave schedules.

C.6. INSPECTION AND ACCEPTANCE

The Government COR will review, examine, and verify that all services and deliverables fulfill and are in compliance with the requirements and standards as stated in the PWS.

C.7. PERFORMANCE STANDARDS/QUALITY ASSURANCE SURVEILLANCE

The performance standards, acceptable quality levels (AQLs), and methods of surveillance for the minimum set of required services applicable to all PWS’s are listed in the following table. Additional services may be identified in individual Task Orders, but will be within the scope of the requirement listed in SECTION C.5. The Contractor shall at all times keep the

Government COR informed on any potential problems they encounter. The Government

COR will review and verify that all services and deliverables fulfill the requirements and standards stated in the PWS of the contract/Task Order.
