1.0 BACKGROUND
The United States Border Patrol (USBP) requires technical design, engineering, geophysical and geotechnical services to provide the design, planning, management, and execution of all critical tasks required to provide up to seventeen (17) boreholes of up to forty-two (42”) in diameter up to eighty (80’) feet deep. Additionally, the vendor will be required to establish bulkheads to control the flow of concrete and pour concrete of various compressive strengths. Optional tasks that may be required include installation of Power over Ethernet (PoE) cameras.
The completion of the work will also require the rental and operation of several different types of light and heavy equipment that may not be specifically called out in the SOW but should be planned for during the technical design and pre-project planning phase of this effort. Executing the work safely and efficiently will begin with close coordination with CBP/local USBP representatives, property managers, utility locators, DigAlert, concrete/asphalt contractors, drillers, heavy equipment providers and operators, and rental equipment providers. The vendor will be responsible for all aspects of executing the SOW outlined below, including (but not limited to): scheduling deliveries and pickups of equipment, spoils management, vertical and horizontal safety barriers, traffic control, site security, site restoration, final inspection of the completed sites and providing as-built and geotechnical reports. The work will be completed at specific locations as directed by USBP personnel within the Roosevelt easement and within a 1 mile of the Otay Mesa Commercial Port of Entry.
2.0 SCOPE
2.1 Otay Mesa, CA
2.1.1 Base Effort
2.1.1.1 Technical Design and Pre-project Planning
Due to the overall complexity of the project, the contractor will need to execute technical research and design activities in addition to the coordination of multiple suppliers, vendors, and subcontractors (See below) prior to field work taking place. The contractor shall plan for these activities in order to ensure efficient execution of the remainder of the scope once on-site activities begin.
2.1.1.2 Borehole Drilling
The Contractor shall drill four (4) lined boreholes of forty-two inch (42”) diameter up to a depth of eighty feet (80’). Before drilling the boreholes it will be necessary to excavate the borehole locations to a depth of approximately six (6’) feet to mitigate the potential presence of both surface and underground obstructions that could be damaged or cause damage to the drilling equipment. There may be unforeseen construction debris below grade (i.e., metal landing mat and/or concrete). This may require concrete/asphalt cutting and restoration to the original condition. The borehole will be lined with government furnished thirty-six inch (36”) diameter corrugated pipe, or other approved material. The corrugated pipe will require welding and will be secured at the surface so as to render the casing self-supporting above the bottom of the borehole. At the conclusion of each work day, the contractor shall secure the worksite with trench plates and bolts if relevant (traffic-rated). At the end of each day, spoils will be positioned as to not hinder any private egress for relevant/impacted businesses. If it is deemed necessary by the government representative and/or local USBP representative, the contractor shall be prepared to provide physical security of the site at all times.
At the conclusion of the work, the corrugated pipe will be removed and retained by the government for future projects, the borehole will be backfilled with the soils reserved from the original drilling (water and/or soil compaction may be necessary), and the surface shall be returned to the original condition. The positions of any/all boreholes will be recorded with sub-centimeter accuracy GPS and this information will be provided as part of the as-built report.
2.1.1.3 Concrete Installation and Bulkhead Construction
The contractor shall work closely with a local USBP representative and government representative to design and establish a concrete bulkhead using high compressive strength concrete (3000 psi at 28 days). This material will be similar to the concrete used in 2.1.1.4 but the mix/water content may need to be adjusted in order to control the flow of the concrete in the borehole.
The contractor shall pour up to 50 cubic yards of relatively high compressive strength concrete in the work site either at or in a borehole. The concrete will be a custom mix as specified by the government representative and local USBP representative. For the purposes of estimating cost, the contractor shall assume 3000 psi at 28 days although the final specification may vary. Based upon the viscosity (flowability) of the specified concrete formulation, the contractor shall determine the correct method to deliver the concrete to the entire work site. To the extent possible, the delivery method shall be designed so as to entirely fill the work site leaving no voids in the concrete.
Additionally, the contractor shall pour up to 490 cubic yards of relatively low compressive strength concrete in the work site which will be accessible through a second borehole. The concrete will be a custom mix designed for maximum compressive strength while maintaining low viscosity (high flowability). For the purposes of estimating cost, the contractor shall assume 300-350 psi at 28 days although the final specification may vary. Based upon the viscosity (flowability) of the specified concrete formulation, the contractor shall determine the correct method to deliver the concrete to the entire work site. To the extent possible, the delivery method shall be designed so as to entirely fill the work site leaving no voids in the concrete.
2.1.2 Optional Tasks
2.1.2.1 Optional Task 1: Additional Borehole Drilling
The Contractor shall drill three (3) either thirty six inch (36”) or forty-two inch (42”) diameter up to a depth of eighty feet (80’). Before drilling the borehole it will be necessary to excavate the borehole locations to a depth of approximately six (6’) feet to mitigate the potential presence of both surface and underground obstructions that could be damaged or cause damage to the drilling equipment. This may require concrete/asphalt cutting and restoration. At the conclusion of the work, the borehole will be backfilled with the spoils reserved from the original drilling (water and/or soil compaction may be necessary) and the surface shall be returned to the original condition. The positions of any/all boreholes will be recorded with sub-centimeter accuracy GPS and this information will be provided as part of the as-built report.
2.1.2.2 Optional Task 2: Additional Borehole Drilling
2.1.2.3 Optional Task 3: Camera and Video Capture Support
The Contractor shall support the government representative and local USBP representative with the placement of government furnished Power over Ethernet (PoE) wired camera system.
2.1.2.4 Optional Task 4: Additional Borehole Drilling
The Contractor shall drill two (2) technology boreholes to a depth of eighty (80’) feet at specific locations as indicated by USBP/CBP representative. Each technology borehole will be completed by drilling an up to thirty-six (36’) inch diameter precision borehole (given the geology conditions, use the smallest diameter borehole feasible/practical that can accommodate a six (6”) casing), lowering a government-furnished six (6”) inch schedule 40 PVC well casing (glued bell end style) into the borehole with a temporary surface termination at or slightly above the finish grade. The bottom of the casing shall be open/uncapped. At surface termination, the borehole casing shall be temporarily capped to prevent soil intrusion during back fill procedure. The annulus between the casing and the borehole shall be filled with native material which have been sieved to remove any material larger than three (3”) inches. Water may be necessary to reduce voids and promote even settling of the soil. The deviation of the installed technology boreholes shall be confirmed by inclinometer measurements performed by the Contractor and shall not deviate more than 5% from vertical. The method of computing deviation from vertical shall be to divide the closure distance by the measured depth at 1/10th foot depth intervals. The deviation data will be presented in Bull’s Eye plots, Closure plots and in an Excel file. The positions of any/all boreholes will be recorded with sub-centimeter accuracy GPS and this information will be provided as part of the as-built report. At the conclusion of the project, the contractor shall remove as much of the casing as possible and abandon in place the remaining PVC casing. The borehole will then be backfilled with the spoils reserved from the original drilling (water and/or soil compaction may be necessary) and the surface shall be returned to the original condition.
