(Federal Aviation Administration Logistics Center)
Statement of Work
For
Yuma, AZ
Geotechnical Surveying Services
U.S. Border Patrol
Date: 08/05/2024
1.0 BACKGROUND
The Federal Aviation Administration Logistics Center in support of the United States Border Patrol (USBP), requires technical design, engineering, geophysical and geotechnical services to provide the design, planning, management, and execution of all critical tasks required to provide up to fifteen (15) boreholes of up to forty-two (42”) in diameter up to one hundred (100’) feet deep. Additionally, the vendor will be required to provide casing and monuments to maintain ten (15) boreholes as permanent observation wells, as well as cone penetration testing (or an excepted alternative). Optional tasks that may be required include: technology deployment services and boreholes.
The completion of the work will also require the rental and operation of several different types of light and heavy equipment that may not be specifically called out in the SOW but should be planned for during the technical design and pre-project planning phase of this effort. Executing the work safely and efficiently will begin with close coordination with CBP/local USBP representatives, property managers, utility locators, DigAlert, drillers, heavy equipment providers and operators, and rental equipment providers. The vendor will be responsible for all aspects of executing the SOW outlined below, including (but not limited to): scheduling deliveries and pickups of equipment, spoils management, vertical and horizontal safety barriers, traffic control, site security, site restoration, final inspection of the completed sites and providing as-built and geotechnical reports. The work will be completed at specific locations as directed by USBP personnel within the Roosevelt easement within a 5.00 mile radius of the Yuma, AZ.
Exact locations will be provided upon award.
2.0 SCOPE
2.1 Technical Design and Pre-project Planning
Due to the overall complexity of the project, the contractor will need to execute technical research and design activities in addition to the coordination of multiple suppliers, vendors, and subcontractors prior to field work taking place. The contractor shall plan for these activities in order to ensure efficient execution of the remainder of the scope once on-site activities begin.
2.2 Cone Penetration Testing (CPT)
The Contractor shall perform ten (10) CPTs to a depth of one hundred (100’) feet at specific locations as indicated by USBP/CBP representative. The contractor shall deploy magnetometer based sensors, electrical resistivity sensors or a probe based camera at the direction of USBP/CBP representative to record data as a function of depth. All recorded data along with locations of each test to sub-centimeter accuracy GPS coordinates shall be delivered at completion of project. If the geology is not suited to CPT, another exploratory geophysical technique may be proposed such as traditional geotechnical borings with sampling/data logging.
2.3 Optional Tasks
2.3.1 Optional Task 1: Cased Borehole Drilling
The Contractor shall drill five (5) boreholes to a depth of one-hundred (100’) feet at specific locations as indicated by USBP/CBP representative. The contractor shall select the appropriate drilling method to accommodate a 4” PVC well casing in the local geology. Each borehole will be completed by drilling a borehole within industry best practices for standard deviation from vertical. Before drilling the borehole it will be necessary to excavate the borehole locations to a depth of approximately six (6’) feet to mitigate the potential presence of both surface and underground obstructions that could be damaged or cause damage to the drilling equipment. This may require concrete/asphalt cutting and restoration. At the conclusion of the work, the borehole will be backfilled with the spoils reserved from the original drilling (water and/or soil compaction may be necessary) and the surface shall be returned to the original condition. The positions of any/all boreholes will be recorded with sub-centimeter accuracy GPS and this information will be provided as part of the as-built report.

The Government may supply the technology (hardware, software, supplies), however the Contractor shall be responsible for providing the sensor subject matter experts and technicians necessary for the technology deployment and data analysis/interpretation.
2.3.5 Optional Task 5: Change Management Contingency
Due to the highly unpredictable nature of this work, the Contractor shall establish a change management contingency of up to 10% of the total project costs. This will allow the Contractor to be agile and quickly adapt to urgent needs of the project as needs arise or priorities change. Use of the change management contingency funds will be at the written direction of the CO.
2.4 Mobilization and Demobilization
Contractor shall assume one mobilization and demobilization to support the entire Scope of Work, regardless of equipment type. Mobilization costs shall be included in optional task 1, Cased Borehole Drilling , Technical Design and Pre-project Planning. Any additional/unforeseen mobilization/travel costs should be included in the individual optional task which they are associated with.
2.5 Surface Marking of Underground Utilities
Surface marking of any underground utilities must be in place prior to the start of work.
2.6 Spoils
Any remaining spoils shall be graded within the work area and not removed.
