Prison Industry Enhancement Certification Enhancement services

1. For the acceptance period listed in Volume 1B, viii, the RFQ states that the acceptance period entered on the quotation shall not be less than 120 days but the contract starts at the end of March. Our firm does not want to disqualify ourselves by entering the wrong date here. What date is expected?

A statement to the effect of “This offer is valid for 120 days” is all that is necessary. If a proposal is dated for the same date as the RFQ close date, this validity date assumed to be 120 days after this date.

2. For Section B.2 Schedule of Supplies & Services, there is no line item under Labor for Consultant Fees.

There is Consultant Travel under "Other Direct Costs" for 9 site assessments but not fees for the consultants to be paid for their work to conduct those assessments. Should those consultant assessor hours/fees be absorbed in the program manager's labor hours because it will be subcontracted later? Or where should that be listed?

The costs for consultant services performed is listed as “Incidental Services” in the Other Direct Costs section of each year of Section B.2.

In addition, the RFQ Section B.3 SOW, Subsection “Tasks”, Task Area 3 Bullet #3 will be changed to clarify the above by stating that:

“Per each contract year, conduct up to 9 proactive and ad hoc onsite assessments, 2-3 desk reviews, and/or telephonic meetings with project staff to assess program compliance and develop recommendations for program compliance as necessary;”

3. Section B.2 Schedule of Supplies and Services notes 9 onsite assessments but Task Area 3 of the

Statement of Work indicates that tasks shall include 'conducting 15-18 proactive and ad-hoc onsite assessments...' (third bullet). Can you clarify which is the expectation?

Task Area 3 of the Statement of Work reflects the expectation over a two-year period. It should be 9 onsite assessments per year as noted in B2. Schedule of Supplies and Services.
