FCC FLORENCE – BOILER REPLACEMENT
PROJECT 22Z4AF9 QUESTIONS & ANSWERS
SOLICITATION 15BFA022B00000018
1. What design services are required on this project?
CLARIFICATION: There are no design services required on this project. The intent during design was to incorporate as much of the existing hot water heating system and associated ancillary equipment as possible, including piping, pumps, controls, etc.
2. Are Flue economizers required for the boilers? This will create new piping point of connections that are shown on drawings. (Per the specs sections it states the boilers need to be so efficient per the general specs and section 235233- 10 that we want to verify flue economizers are not required. The drawings do not have a boiler schedule and not much detail on what is required.)
CLARIFICATION: Unless required by applicable energy codes, flue economizers are not required, but would be recommended. This is a replacement project and would normally grandfather to the original installation energy code. The current facility does not have economizers. If they are to be added additional design will be required by the engineer of record. Room for the economizers between the top of the boiler to the roof, and any required piping modifications would need to be confirmed.
3. Will the burner size be increase for nox rating and can the existing electrical meet the demand for the burner size?
CLARIFICATION: If the burner HP is more than 40 HP, will need to verify wiring and other needs to be modified. According to MFR of design Indeck, without a flue gas economizer to reduce FGR, Indeck is receiving FD fan Motor HP sizing between 50 & 75 HP across multiple burner OEM; noting that the burner OEM will be supplying the FD fan and motor to Indeck as part of their overall scope of supply. The variance in HP may be due to varying draft loss across the burner from on OEM to the other.
4. What welding inspections are required, and will the owner be providing these 3rd party services?
CLARIFICATION: See specification 01 40 00 – Quality Requirements, 1.5 Construction Quality Control (CQC)
5. Will the existing boilers flues need to be replaced or can the mechanical contractor connect to the existing?
CLARIFICATION: See drawing MP1.10 note 13. Install new 34” Flue up through roof.
6. What are the minimum loads for the boilers? What do the existing boilers serve?
CLARIFICATION: There is a 10 to 1 turndown on gas and an 8 to 1 turndown on oil. The minimum load can be 10% of the noted 35 MMBTU.
7. What meters are required for the project? Flow and BTU meters?
CLARIFICATION: See section 230519 – Meters and Gages for HVAC Piping.
8. What is the allowable down time for the boilers plant to be down?
CLARIFICATION: See Drawing MP0.00 suggested phasing plan. One boiler must always remain operational unless contractor provides temporary utilities.
9. How long does it take the piping to cool down to work on the piping?
CLARIFICATION: It is the contractor’s responsibility to verify cool-down requirements and times.
10. Do all valves operate correctly?
CLARIFICATION: It is the contractor’s responsibility to verify working conditions of existing valves. Reference SOW section 230523.11, 12, and 13.
11. How thick is the existing concrete pad below the foundation? Will it meet the new boiler structural requirements?
CLARIFICATION: Current Pad is 12 inches thick that includes a 14-inch-wide footer all the way around pad perimeter. The footer is supported by 4 caissons per pad. Existing pad will be sufficient to support new boiler structural requirements.
12. Have the existing combustion air openings been analyzed for the new boilers? Is preheating the combustion air required?
CLARIFICATION: Since this was a replacement project with same capacity, combustion air would be as it is presently. Preheating the combustion air is not required.
13. The boilers are expected to have a 45-week lead time. Can the NTP be issued after the boilers arrive on the construction site?
CLARIFICATION: No, the Period of Performance includes lead time for boilers.
14. Can the new boilers and old boilers be stored outside near the powerhouse in a designated yard?
CLARIFICATION: YES see Section 01 63 00 – materials and equipment 1.6 product delivery/storage/handling:
A construction lay-down site will be established during the pre-construction meeting.
15. Is there any commissioning required for the project?
CLARIFICATION: Yes, see SOW section 01 32 13 – Scheduling of Work, (1.4)(A)(10), page 01 32 13 - 3.
16. Do the new boilers fit through the powerhouse building opening?
CLARIFICATION: The garage door opening is 11’tall x12’wide. It is the contractor’s responsibility to verify dimensions of the new equipment to ensure it will fit through the door opening.
17. Please provide pictures of the roof where the flue piping extends.
CLARIFICATION: Please see pictures provided from the site visit.
18. Is there a warranty on the roof and what type of roof is it?
CLARIFICATION: Metal Roof. No Warranty.
19. Is any temporary heating required for the project?
CLARIFICATION: See answer to question 8.
20. Please provide the existing controls sequence of the boilers and equipment.
CLARIFICATION: See answer to question 1 and attached drawing.
21. Are the existing boilers on emergency power?
CLARIFICATION: See attached electrical drawings.
22. Will the specify Indeck boiler fit on the existing concrete pad?
CLARIFICATION: Contractor is responsible for all measurements. Current pad measurements are: 12’6”x26’6”.
23. Are the existing boiler controls monitored or controlled through the BAS?
CLARIFICATION: See answer to question 1 and attached drawing.
24. Does the new specified INDECK boilers have the same electrical requirements as the existing boilers?
CLARIFICATION: It is the contractor’s responsibility to verify new equipment compatibility with existing conditions.
25. Who is the existing fire alarm contactor to test commissioning? How are the existing boilers tied into the fire alarm system?
CLARIFICATION: See answer to question 15.
26. Will the onsite maintenance be able to turn off the fire alarm system for welding?
CLARIFICATION: Yes.
27. If the new/existing boilers cannot fit thru the fence before the powerhouse can the prison be responsible in repairing the fence? Can the top of the fence be taken down?
CLARIFICATION: See SOW 262413 1.6 A: installation pathway. It is the contractor’s responsibility to remove and replace any fencing that needs modification for access.
28. Where does all the electrical tie into the MCC? The drawings do not seem to show.
CLARIFICATION: See attached electrical drawings.
29. Drawings do not show where VFD enclosures are to be located. These VFDs will require 480VAC 3-phase power and motor leads should be kept under 150 feet long. Should an assumption be made that VFD enclosures will be installed near each boiler and motor leads will not be longer than 150 feet?
CLARIFICATION: If VFD is not on burner box or boiler, these can be located adjacent to each boiler mounted on Unistrut similar to existing control panels.
30. It does not seem like a dedicated BMS (Burner Management Systems) like Fireye or Honeywell microprocessor systems meet the provided specification. If the facility is looking for a dual PLC (Allen Bradley CompactLogix), is one PLC for BMS and another PLC for CCS required?
CLARIFICATION: No preference as long as it meets the specification.
31. Are there available electrical/network drawings available for the building automation system (Andover)?
CLARIFICATION: See attached electrical drawings.
32. What network protocol does the building automation system (Andover) use for data/status from the boiler control systems?
CLARIFICATION: See answer to question 1 and attached drawings.
33. Is there a current IO list showing digital status and analog values from each boiler going to the building automation system (Andover)?
CLARIFICATION: See answer to question 1 and attached drawings.
34. Can the controls be BACnet or does it need to be hard wired in?
CLARIFICATION: FBOP requires controls to be hard wired.
35. Can the construction company have a layout yard near the powerhouse and outside the secure gates of the facility?
CLARIFICATION: Yes.
36. Can proposals be submitted via email, or do they need to be shipped by packaged UPS? We prefer email if possible.
CLARIFICATION: Email will not be acceptable, bids are required to be mailed to the address referenced in the Instruction to Bidders and include all required documents.
37. The existing boiler system uses gate valves. Can gate valve be used if they meet the pressure and temperature requirements of the system?
CLARIFICATION: See SOW 230523 11, 12, and 13.
38. Can Federal CPARS be used in lieu of Past performance questionnaire?
CLARIFICATION: Yes, an official CPARS evaluation may be used in lieu of a past performance questionnaire.
39. Will the warranty start for each boiler after manufacture startup?
CLARIFICATION: See SOW Section 01 63 00, 1.7 Warranties (Guarantees) and Section 235233 1.8 Warranty.
40. What is the available #2 fuel oil pressure to the inlet of the respective fuel train?
CLARIFICATION: The existing oil supply pressure gauge reads 80psi.
41. What is the available fuel oil atomization air pressure to the inlet of the respective fuel train?
CLARIFICATION: The existing air compressor gauge reads approximately 130psi when running.
42. What is the inside diameter of the existing stacks?
CLARIFICATION: The outside circumference of the existing stack is 114” for an outside diameter of 36.29”.
43. What is the height of the stacks above the top of the boiler maintenance pad?
a. Note the anything above 45-50 foot would denote the requirement for a throttling type stack inlet damper to manage furnace pressure.
CLARIFICATION: The measurements from the top of the equipment pad to the bottom of the roof at the center line of each of the boiler flues is as follows: Boiler#1=25’, Boiler#2=33’, and Boiler#3=27’.
44. The written portion of the specification does not spell out the requirement to supply Maxon Safety Shutoff Valves
(SSOV), but drawing MP3.00 does include a “Maxon Valve” leader to the safety valves on the natural gas fuel train. Upon the jobsite walkthrough we noticed that the existing system has Maxon safety shutoff valves for “both” the natural gas and #2 fuel oil trains. Are Maxon valves required for both, or either, fuel train; or can Jamesbury be substituted? Note that there is reduction in both cost and delivery lead-time for Jamesbury SSOVs in comparison to Maxon these days.
CLARIFICATION: FBOP has no preference as long as in compliance with applicable codes.
45. Please confirm that aluminum body and cast body valves are not allowed for fuel train construction.
CLARIFICATION: See SOW 230523 11, 12, and 13.
46. The specification denotes that flue gas NOx on #2 fuel oil shall be 30 ppm; this is not possible. Please know that typical flue gas NOx on a LowNOx burner system would be approximately 90-100 ppm (3% O2 corrected) CHANGE: NOx Emission Level: Not to exceed allowable ambient-air quality standards in governing jurisdiction and indicated values. See attached Addendum to Specifications.
47. Please confirm the 30 ppm NOx while firing on natural gas is required. If it can be raised to 35 ppm, there could be a chance to provide an ultralow NOx burner “without” Flue Gas Recirculation (FGR). Any leniency would reduce % mass flow of FGR, which would reduce FD fan Motor HP.
CHANGE: See response to Number 46.
48. The specification notes that the boilers will be provided with “outdoor ambient air” for combustion air source. During the jobsite walkthrough it appears and though the combustion air is taken directly from the plant’s indoor air source.
a. If the new system will have combustion makeup air with temperatures below 32 degF, there may be need for an air preheater to preclude FGR moisture condensation.
b. What should be used as the “minimum” combustion air temperature?
CLARIFICATION: Combustion air is taken from inside facility and is warmer than 32 F.
49. The specification denotes the supply of a PLC based Burner Management System (BMS). Noting that the supply of a
Fireye Controller based system will have improved cost impact on project, is there any consideration for the option to provide a Fireye based BMS?
CLARIFICATION: No preference as long as it meets the specification.
50. The specification notes two controls communications platforms, Ethernet/IP and Modbus. Please provide clarification as to which platform is preferred.
CLARIFICATION: FBOP has no preference.
51. Please provide clarity on the specification’s scope description for Warranty, noting the following
a. This project does not reflect the use of “atmospheric” gas burners, as atmospheric burners do not require forced draft fans.
b. Cabinets does not specifically denote the contents of said cabinets (i.e. PLCs, controllers, input/output cards…).
c. This language does not reflect the total some of equipment to be supplied.
i. Instruments
ii. Fans
iii. Motors
iv. Dampers
v. VFDs
vi. Fuel trains CLARIFICATION: Warranty not applicable to products not required for this project. The warranty should cover any item of equipment that comes with the boiler from the Manufacturer.
52. Can contact info for the current facility controls vendor be furnished?
CLARIFICATION: The existing or current controls vendor we used is WESTOVER CORPORATION

53. Will the current controls vendor need to be engaged for this solicitation or can any qualified vendor perform this scope of work?
CLARIFICATION: Any controls vendor can be engaged for this solicitation as long as they can program the equipment to work with our current BAS system.
54. Can contact info for the current facility water treatment contractor be furnished?
CLARIFICATION: Yes. This information not required for bid.
55. Will the current water treatment vendor need to be engaged for this solicitation or can any qualified vendor perform this scope of work?
CLARIFICATION: Any qualified vendor of the contractor’s choosing can provide water treatment during the installation, start-up, and testing.
56. Can photos and dimensions of all access points that can be used for removing and installing new equipment be provided?
CLARIFICATION: See answer to question 16.
57. Will this project require the need for a temporary boiler or other form of conditioning?
CLARIFICATION: See answer to question 8.
58. Will any “off hours” such as nights or weekends be expected to be worked by the facility?
CLARIFICATION: See SOW 01 11 00 – Summary of work: 1.3 Contractor Use of Premises and Solicitation FAO- 0006 Contractor Use of Premises.
59. Is it the contractor’s responsibility to dispose of equipment that is to be removed or will equipment be turned over to facility?
CLARIFICATION: FBOP will provide designated location at facility for disposal of equipment.
60. Can photos of existing boiler room conditions be furnished for review?
CLARIFICATION: See attached photos.
61. Can a list of site visit attendees be furnished for review?
CLARIFICATION: All attendees are listed in the meeting minutes that will be posted to sam.gov.
62. Can new boilers be stored onsite until installed or will equipment have to be stored elsewhere until ready for installation?
CLARIFICATION: See answer to question 14.
63. Will contractor be allowed to store installation tools onsite in a locked box or will all tools need to be removed daily and brought back in through security at the start of each workday?
CLARIFICATION: Yes, tools will need to be stored in a locked box that is provided by the contractor. The FBOP will supply the lock to the contractor. A tool inventory will need to be verified and completed daily on all tools.
64. Will contractor work vehicles be allowed onsite and taken through sally port or other means of facility entry during working hours?
CLARIFICATION: The contractors will have a staging and parking area.
65. What is the diameter of the existing flue that is to be removed?
CLARIFICATION: See answer to question 42.
66. Is the roof of the boiler room currently under warranty? If so, can contact info for warranty holder be furnished?
CLARIFICATION: Current Roof has no warranty. See answer to question 18.
67. Please provide details of existing roof. Type, thickness, etc.
CLARIFICATION: The roof is metal.
68. Will a test and balance report need to be furnished after boiler installation? If so, will a pre-read be required of existing system flow?
CLARIFICATION: Refer to specification 3.8 Field Quality Control for requirements. No pre-read will be required at this time.
69. Please provide make and model of existing boilers CLARIFICATION: See attached photos.
70. Is any asbestos expected to be in the work area? Has an ACM report been acquired for the area to be worked?
CLARIFICATION: NO and NO.
71. Please confirm that CAD is required as part of this solicitation CLARIFICATION: Yes.
72. Will new gas piping or any other new uninsulated piping need to be painted?
CLARIFICATION: Yes.
73. Is formal commissioning a requirement of boiler installation? If so, will a third-party commissioning agent need to be engaged by the contractor?
CLARIFICATION: The need for formal commissioning will be determined and coordinated by FBOP.
74. Will equipment warranty start at substantial completion based on phasing suggested in the plans?
CLARIFICATION: Yes.
75. Is the contractor required to acquire a permit for the work to be performed?
CLARIFICATION: Yes, see SOW 01 41 00 – Regulatory Requirements.
76. Will the refractories or any part of the boiler be considered hazardous waste?
CLARIFICATION: NO.
77. The facility has a recycle program, do they want the old boilers for their recycle?
CLARIFICATION: See answer to question 59.
78. What type of tool storage will be allowed in the Boiler Room? Locked in Job Box, or do they need to be removed daily?
CLARIFICATION: See answer to question 63.
79. Can the burner assembly and gas train be stored in the Boiler Room or on the Parking Lot?
CLARIFICATION: See answer to question 14.
80. Specification requests 35 MMBtu/hr HTHW Generator to operate at 913 gpm with an inlet temperature of 160F and an outlet temperature of 275F. At these flow conditions, the HTHW unit would have a heat output of 49.2 MMBtu/hr. Please clarify the conflicting design criteria. (Specifications 2.4B, E, F, G)
CHANGE: Leaving-Water Temperature: 240 deg F. See attached Addendum to Specifications.
81. Specification calls for water leaving the hot water generator at 275F and 25 psig. The water will be steam at this temperature and pressure. The water should leave the boiler at least 25F below the fluid saturation temperature. Please advise. (Specifications 2.4.F, J)
CLARIFICATION: See answer above.
82. Specification calls for NOx emission levels 30 ppm @ 3% O2. This emission level is not achievable while firing #2 fuel oil without an SCR. Is this requirement for gas only? If so, what are the emission requirements for #2 fuel oil?
(Specifications 2.4.N, O)

83. Can the top of the fence in front of the garage door be removed to allow for room for the boiler to be removed?
CLARIFICATION: See answer to question 16.
84. I assume we will take the middle boiler out first then pull one of the side ones out and reinstall a new one to the side?
CLARIFICATION: See answer to question 8.
85. I assume this will be all in the 1st trip down? On 2nd trip we will pull the other side boiler out and install new one? On
3rd trip down we will just install the last new boiler?
CLARIFICATION: See answer to question 8.
86. Will we need to unload and haul the new boilers down from our yard or will they be offloaded on site? And if offloaded on site Is HPE responsible for that or the Prison?
CLARIFICATION: Contractor is responsible for all loading and unloading of equipment. See answer to question 14.
87. If offloaded on site will we need to reload them and haul them to the garage door or will they be staged close enough to pick?
CLARIFICATION: See answer to question 86 and 14.
88. Do we need to haul the old boilers off and if so, where. (I assume pueblo)?
CLARIFICATION: See answer to question 59.
89. What is the maximum boiler system shut down window allowed to accommodate relocating NG valves?
CLARIFICATION: See answer to question 8.
90. Given the location of the roll up door, it is assumed the sequence will be as follows: Please confirm.
Take 2 of the 3 boilers offline leaving 1 to carry the load Remove the center boiler and 1 of the side boilers.
Install 1 new boiler on the existing vacated side pad.
Bring new boiler online Take remaining old boiler offline and remove.
Install remaining 2 new boilers on the remaining existing pads.
Bring all boilers online.
Given this sequence, will a temp boiler be required?
CLARIFICATION: See answer to question 8.
91. Section 2.1.C.2: NOx level on oil will be < 90 ppm for #2 oil. Spec is calling for 30 ppm which is not possible unless they use Amber fuel. Please advise if this is acceptable.
CHANGE: See response to Number 46.
92. Section 2.2.E: The HMI we are providing is 15”. The spec is calling for 17”. Please advise if this is acceptable.
CLARIFICATION: 15 inch is acceptable.
93. Section 2.2.E.4: The PLCs and touch screens we use are from Schneider electric. Please advise if this is acceptable.
CLARIFICATION: No preference as long as it meets the specification.
94. Section 2.2.F: The burner control system we use is Siemens LMV52.440. Please advise if this is acceptable.
CLARIFICATION: No preference as long as it meets the specification.
95. Section 2.2.G: The combustion control system we use is Siemens LMV52.440. Please advise if this is acceptable.
CLARIFICATION: No preference as long as it meets the specification.
96. Section 2.4.W: The HP of the burner motor will be 100 HP. The spec says 40 HP which seems very low for this size burner with FGR. Please advise if this is acceptable.
CLARIFICATION: See response to Number 3. Will need to verify electrical power if any modifications required once final HP is known.
