PROJECT 2C9L QUESTIONS & ANSWERS

SOLICITATION 15BBRO19B00000001

QUESTIONS AND ANSWERS

MDC BROOKLYN

15BBRO19B00000001 - PROJECT 2C9L

SUBMITTED BY GEMSTAR CONSTRUCTION CORP.:

1. Is there really a need for a Fulltime Quality Mgr on Site? Can the contractor have an office person assume this position 33/105

Dewberry Response: A full-time “Quality Control Engineer” is required per BOP specification 01400 unless waived by the BOP Contracting Officer. Clarification.

2. Specs call for GC to remove wires from existing tanks, this should be by the contractor doing the tank removals

Dewberry Response: See note on drawing E-100, partial removal is required in this contract.

Clarification.

3. How long does the government need for a training duration. None specified

Dewberry Response: Bidder to include cost necessary to accomplish training as specified in section

01820 and other sections. Clarification.

4. The plans show the contractor to tie into the existing u/g pipe. What is the material of this pipe? If fiberglass it may be hard to trace, if steel it should be replaced in its entirety

Dewberry Response: Material is unknown. It may be double wall fiberglass per BOP standard spec

231113. Clarification.

5. Should the existing u/g pipe be tested prior to work to insure it’s integrity

Dewberry Response: Per specification 231113 “Inspect and test fuel oil piping according to NFPA 31, "Tests of Piping" paragraph; and according to requirements of authorities having jurisdiction.

6. Plans call for new 15 gallon fill boxes along 29ST. If there is no side spacing the pipe needs to be re-configured

(see #4)

Dewberry Response: Correct. Clarification.

7. What is the burial depth of the fill pipe? Shallow fill boxes may be required at a greater expense

Dewberry Response: Depth is unknown. Reconfigure pipes (#6) or provide shallow boxes as required.

8. Will the government follow NYCFD / Building department rules? If yes only approved materials with a BSA number can be used

Dewberry Response: FDNY rules and NYC code will be followed. BSA numbers are no longer required by NYC code. Clarification.

9. Has the government confirmed u/g fill boxes can be utilized with an above ground tank? Fuel supplier can confirm this

Dewberry Response: This is allowed per NYC Mechanical Code 1305.6.4. Clarification.

10. If any of these tanks serve a generator the NYCFD have specific criteria that needs to be followed

Dewberry Response: The diesel tank serves generators. The fuel oil tank serves boilers. Clarification.

11. Confirm “Surface Mounted” Bollards will be used

Dewberry Response: See details on drawing M-602. Clarification.

12. Will the existing u/g piping be purged or removed prior to this work?

Dewberry Response: No work will be done prior to this project. Clarification.

13. What is the thickness of the asphalt restoration that bids should be based on?

Dewberry Response: No information is available. Clarification.

14. Any need to heat trace the a/g pipe?

Dewberry Response: No. Clarification.

15. Confirm 6” dia bollards? Large trucks in parking area should mandate 8” dia

Dewberry Response: There are no large trucks within this confined parking area. Clarification.

16. They show a 3ft wide strip of asphalt between the tanks. There should be only ONE slab not two individual ones

Dewberry Response: Space left for lot drainage. Clarification.

17. The vent lines for the new tanks are shown connecting to the existing underground vent pipes. This cannot be done as the potential for a vapor pocket is great. For above ground tanks the norm is to install 6ft high riser pipes off the tank top

Dewberry Response: Normal 3” tank vents and 8” emergency tank vent are open to atmosphere directly above the tank as shown on details and as described by the questioner. Terminate normal vent minimum of 12’ above grade. The underground vent is a telltale pipe, similar to existing. Clarification.

b. If there is not product in the tanks there will likely be sludge and tank bottoms remaining in the tanks (unless these tanks were previously cleaned and taken out of service) What volume of tank bottoms should we assume needs to be removed from the tanks and disposed of?

c. If the tanks are to be removed under this contract who is responsible for end-point sampling, documenting the removal and providing close-out reports for the tanks that are being removed?
