FCI PHOENIX – REPLACE COOLING SYSTEM
PROJECT 6B9J QUESTIONS AND RESPONSES
SOLICITATION 15B60818B00000001
Submitted by Harris Mechanical Southwest
1. Division 23- Heating, Ventilating, and Air Conditioning Does not include a control section or specify the Building Management control system.
a. Per the drawings the chilled water RTU require replacement of the controls valves serving the chilled water coils and dampers. These control devices will need to modulate to control OSA and return air as well modulate the chilled water control valve to control discharge air temperatures. It is our understanding that Johnson Control Medasys system is the control system on site. Will the FBOP be responsible for contracting the controls work or will the contractor be required to contract with Johnson controls for the control work?
CLARIFICATION: The contractor will be required to contract with Johnson Controls for the control work. For Johnson Control contact information, contact FBOP Facility Engineering Technician Tim Ogden (623)742-7575, but only after contract award.
2. Moving Cranes in and out of the secured area will require driving the heavy equipment over the irrigated lawn. Precautions shall be taken to avoid damaging the sprinkler heads where visible. However, if sprinkler line is broken underground this will not be readily know until the systems are reenergized and breach in the system leaks water which maybe sometime after the all work has been completed. Who will be responsible for these repairs if they occur?
CLARIFICATION: FCI Phoenix will be responsible for repairs to the existing sprinkler lines that are damaged from associated use of crane.
3. Who will remove and reinstall the Helicopter security wires in the yards where crane work will be required?
CLARIFICATION: Contractor shall coordinate with FCI Phoenix Facilities for the institution to remove and reinstall the helicopter security wires. Contractor shall provide a written request 14 days in advance for both the removal and reinstall of security wires.
4. Requirements in the contract documents require the installation of duct smoke detectors. It also requires that the duct smoke detectors are to be connected to the existing Fire Alarm system. The specifications do not identify the Fire Alarm system manufacturer that the duct smoke detectors need to be compatible with.
a. For the contractor to provide duct smoke detectors that are compatible with the existing fire alarm system please identify the existing fire alarm system and if the contractor is to contract with them to connect to the system or is FBOP going to contract with the existing Fire Alarm contractor to provide the smoke detectors and program them into the system?
CLARIFICATION: The existing Fire Alarm System (FAS)is “Notifier” as seen during the field survey. Contractor shall provide duct smoke detectors compatible with the existing fire alarm system. Verify in the field to confirm. Contractor shall be responsible to perform reprogramming of the existing fire alarm system for proper operation after the installation of additional duct smoke detectors.
b. Or do we provide a standalone duct smoke detector that may not be compatible with fire alarm system but will shut the unit down upon detection of the smoke in the ductwork?
CLARIFICATION: The existing Fire Alarm System shall be able to monitor the new device and control the equipment being served. Standalone may not be acceptable.
5. HVAC Piping Insulation Specification Section 230719.2.10. Filed-Applied Jackets Identifies metal jackets that can be applied to exterior pipe insulation.
However, Specification 230719 Part 3 – Execution does not identify where and which Jackets are to be applied to the exterior exposed insulation.
a. Please provide direction of which jacket is to be applied to exterior exposed insulation.
CLARIFICATION: Field Applied Jacket shall apply to exterior expose chilled water pipes. For Field Applied Jacket to exterior expose chilled water pipes, use the requirements in specification 2.10D
