Marianna Mold – Site Visit 4/22/2020 – Questions and Answers

Q: Is it possible to do a new Pre-test and Protocol?

A: If the contractor would prefer to pre-test and establish a protocol to develop a remediation plan, the BOP would allow the awarded contractor to have a pre-test/assessment of all affected areas by a Florida certified mold assessor of the BOP’s choosing. All costs for this testing will be paid by the awarded contractor.

Q: Is the MRSR removing the remaining drywall that is affected by mold per State guidelines?

A: YES, if that is what is required to remediate any mold found and comply with State of Florida mold remediation guidelines. Any drywall not containing mold should not be disturbed.

Q: Will Blueprints/Plans of this project be made available to the awardee? Will the number of vents and or drawings for the duct work of all buildings be provided?

A: Blueprints can be provided if requested by the awarded contractor. Drawings can be provided of the buildings’ ductwork. Determining the number of vents is the responsibility of the Contractor.

Q: What is the HVAC Schedule for removing all units in preparation for the Remediation?

A: There is no HVAC schedule for removing all units in preparation for the remediation. Some air handlers are being replaced under a separate project, independent of this project.

Q: Will all HVAC systems be fully operational by project start date and will the HVAC registers be removed prior to start date?

A: The HVAC systems are currently being replaced in several of the same buildings that require remediation and duct cleaning. As the HVAC project is still on-going, we cannot definitively say the HVAC systems will be fully operational by the start of the remediation/duct cleaning project. Some buildings HVAC systems may be fully operational, while others are not or are in process of being changed. Whatever the concern is in regards to the operational status of the HVAC systems, the awarded contractor can provide a Request for Information (RFI) after award. Contractor will be responsible for removing and re-installing HVAC registers, utilizing the same style of hardware that is currently securing the registers and vents.

Q: All new materials (ceiling tiles, duct work, etc.) that have been installed may need to be removed due to cross contamination. Are you aware of this?

A: No, we were not aware of this. Any ceiling tiles that need to be removed, may be removed by contractors, and will be replaced by the BOP. Duct work should not be removed without consulting the COR prior to removal. Existing ceiling grids shall not be removed, as they can be wiped down, if necessary.

Q: Have the envelopes been sealed? Is there a report available that can be provided by someone to confirm it is sealed? This question is in reference to the exterior of the build. The report would help to ensure any remediation work that is being done would not be cross contaminated due to the building still having moisture intrusion issues.

A: To the best of our knowledge, the only buildings that are not “sealed” as of April 24, 2020 are the FCI Recreation building and the FCI UNICOR building.

Remediation will not take place in these buildings until the roofs are 100% complete and the building envelopes are “sealed”. There is no report available.

Q: Is it possible to have another walk thru/site visit with the bidding company’s subcontractors?

A: No, there will not be another site visit or walk thru prior to the extended bid due date of May 22, 2020 at 2:00PM. The awarded contractor may do this after award.

Q: Is it possible to get an extension on the deadline for this bid?

A: Bid due date has been extended to May 22, 2020 at 2:00 PM CST.

Q: What is the anticipated start date? What is the estimated amount of time allotted for project completion?

A: Anticipated start date will be within 10 days of receipt and signed award notice. The current allotted time for this project is 90 days, however due to restrictions with COVID-19 being fluid, the issues with the floor grinding and HVAC, this may be adjusted as deemed necessary between the awardee and COR, after the project has been awarded.

Q: Is all damaged flooring going to be removed with sub flooring grinded down prior to project start date?

A: All flooring in the housing units will be removed with concrete floors being ground and polished, with the exception of the center offices within each housing unit. A completion date for the floor grinding is not known at this time, as the project has not been awarded as of April 24, 2020.

Q: Are any and all renovations where the mold remediation will be taking place going to be completed prior to project start date? This includes the flooring and the walls repainted.

A: “Any and all renovations” will mostly likely not be completed prior to remediation start date. If this poses a significant problem, the awarded contractor will need to bring that to the attention of the COR prior to beginning work.

Q: Will all items in any of the buildings where mold remediation is taking place, be removed prior to start date? This includes beds, desks, books. etc. Are the ceiling tiles going to be removed and or replaced in all areas? If any items need to be discarded due to mold, will the awardee be responsible for replacement of those items?

A: “All items” will not be removed. Items permanently attached to walls, such as toilets, beds, sinks, countertops, light fixtures, desks, etc. will not be removed.

Ceiling tiles that need to be removed, can be removed by the contractor, if necessary. Should this be necessary, the COR needs to be informed prior to the ceiling tiles being removed. Ceiling tiles that have visual mold on them do NOT need to be replaced by the contractor. Ceiling tiles that do not have visual mold which are removed by the contractor should be replaced by the contractor. FBOP will provide the contractor with the brand and specifications to ensure consistency of the ceiling tiles we use at FCI Marianna to ensure consistency.

Q: Do the ducts have security bars within them? If so, will the drawings show their location?

A: The HVAC ducts do not have security bars within them.

Q: Statement of Work (SOW) 1B2 states Penicillin Aspergillus should be remediated to a level equal to 85% less than the outdoor spore count for the exterior area of the designated building. While 1E(pg4) states Penicillium / Aspergillus Should show a spore count “significantly less” for the purposes of this contract significantly less will mean an indoor reduction of these two spores count per cubic meter of 85% or greater compared to the spore count per cubic meter of the outside reading of these two molds.

What is the correct standard to achieve clearance and measurement? Or is the MAC on the project going to make the standard per Florida Mold Rules?

A: The standard for the entire project is State of Florida Mold statutes. Any conflict with the Scope of Work, the State of Florida mold statutes prevail.

Q: SOW 1D 2d, 3d, 4d, 5d, 7d, 8d, and 12d all reference Dehumidification what is the “Dry” standard to be achieved to comply with the SOW?

A: Refer to State of Florida mold statutes and standards.

Q: SOW 1D 2d, 3d, 4d, 5d, 7d, 8d, and 12d all reference Hot Chemical pressure washing, what is the “Hot” in temperature to be used to comply with the SOW?

A: This is not required. The contractor can determine the appropriate method to be utilized in each area while complying with State of Florida mold statutes.

Q: SOW 1D 2d, 3d, 4d, 5d, 7d, 8d, and 12d all reference Hot Chemical pressure washing, what is the “Chemical” required in type and concentration since antimicrobials / antifungals are not injected through pressure washers in a mold remediation to be used to comply with the SOW.

A: This is not required. The contractor can determine the appropriate method to be utilized in each area while complying with State of Florida mold statutes.

Q: SOW 1D 2d, 3d, 4d, 5d, 7d, 8d, and 12d all reference Hot Chemical pressure washing, what is the “Pressure” required in PSI (Pound per square inch) and GPM (Gallons Per Minute) to be used to comply with the SOW? Florida mold rules and statues do not reference pressure washing for mold remediation as an acceptable mold remediation technique. Does the COR want to continue to have pressure washing as part of the contract?

A: This is not required. The contractor can determine the appropriate method to be utilized in each area while complying with State of Florida mold statutes.

Pressure washing is not part of the contract.

Q: Section 1D7e references HEAP, is this a typo and is supposed to be HEPA (High Efficiency Particulate Air)?

A: Yes, that is a typo. Should read HEPA.

Q: If chemicals required for project will be delivered and in bulk containers, is this allowed and how will it be locked and inventoried each day? Where can it be stored since it is a bulk container? (i.e. separation from other containers). Will it require secondary containment?

A: This is addressed in the Scope of Work, Section 2 Contractor Security/Working Regulations, D. Storage of Materials and Equipment. Any chemical being stored on Federal property will require a Safety Data Sheet (SDS) submitted and approved by the FCI Safety Manager prior to being brought onto our property. Secondary containment is required. Location for storage and security of the chemicals is the responsibility of the contractor. Depending on the type of chemical will determine where it can be stored. This will be addressed after award between the awardee and the COR.

Q: Can the contractor have a motorized cart/vehicle to move supplies and equipment inside the facility?

A: Yes; however, if the motorized cart is powered by unleaded or diesel fuel, it must be removed from within the FCI perimeter fence at the end of each day.

Motorized cart to be provided by the contractor, not the BOP.

Q: Will this contract follow the Florida mold rules and statutes? If FL mold rules are to be followed, the Mold Assessment Consultant (MAC) will need to write a protocol clearance plan for each building and area to be remediated. Will time allowance be made to conduct that prior to the 90-day period or is that included?

A: State of Florida mold statutes, rule, regulations, and general common practices for State of Florida licensed mold remediators shall be followed. If a MAC is required, and a protocol clearance plan is needed for each building, per Florida statutes, then that should be followed and the 90-day performance period can be adjusted accordingly. This should be addressed to the COR upon award by the contractor.

Q: SOW 1D, 1d, 3f, 4e, 5e, 6d, 7e, 8d, and 12d all reference Fogging, what Agent or Agents are allowed, since the areas are offices and contractors do not know health concerns of personnel who work in those spaces? Fogging leaves residue.

A: This is not required. The contractor can determine the appropriate method to be utilized in each area while complying with State of Florida mold statutes.

Q: If the Contract is to follow the Florida mold rules who is in charge of the project, the Mold Assessment Consultant or the COR when access and occupancy are in question?

A: The COR is in charge of the project. If a MAC is utilized, they will be report to the COR.

Q: It was stated during the Pre-Bid walk that the gym floor (covered in black plastic) was not included in the mold remediation, is this the case?

A: That is correct, the gym floor is not included.

Q: If mold is found in the housing units cells sink areas which are porous MDF and veneer board, and need to be removed will the sink units need to be replaced?

A: If the sink counters and/or writing surfaces need to be removed due to documented mold, they can be removed by the contractor. Disposal from the FCI Marianna property will be the responsibility of the contractor, and should comply with all Federal, state, and local regulations regarding solid waste disposal.

Documentation of disposal shall be provided to the BOP for verification.

Contractor will NOT be responsible for reinstallation of removed sink counters and/or writing surfaces, nor will the contractor be responsible for providing replacement sinks and/or writing surfaces.

Q: The weekly COR inspection, will that be coordinated due to working, containment and PPE requirements?

A: The COR will perform inspections as stated in the solicitation and this will be determined on site between the COR and the awardee.

Q: The SOW requires contractor to provide one set of PPE to the COR per week, if the PPE required changes from minimal to limited to full mold remediation requirements is the contractor still required to provide PPE? Some PPE required requires medical clearance and fit testing how is this handled? Whose responsibility is it to perform and pay for this testing and PPE?

A: Yes, the contractor is required to provide PPE no matter the type of PPE required for the type of remediation being performed. However, the COR has been fitted tested for a full face and half face respirator. The COR will provide his own respirator and filters, the awardee will provide all other required PPE for the weekly inspection.

Q: Will the areas NOT included in the remediation be clearly identified and cordoned off prior to contract commencement?

A: Areas not included in the remediation will be clearly identified. Areas not included in the remediation are completely separate buildings, so we do not see the need to cordon them off.

Q: The ductwork that cannot be cleaned due to age, wear, or degradation, will that be handled as mold contaminated, and removed by the awardee? If removed, will it need to be replaced by the awardee?

A: Any ductwork that cannot be cleaned will be handled per State of Florida mold statutes. Any ductwork removed will be required to be replaced with identical type of duct by the awardee. Ductwork, fasteners, and all needed accessories shall be reinstalled to a pre-remediation condition.

Q: If any drywall needs to be removed for mold, is that performed by the awardee and if so, does the awardee need to replace it post remediation?

A: Any drywall needing to be removed for mold, is to be removed by the awardee. Drywall removed shall be replaced and installed by the awardee, utilizing 5/8” fire rated gypsum board (minimum). Awardee will also be responsible for mudding and preparing the new drywall to a paint ready finish.

Painting will not be required of the awardee.

Q: Has an asbestos sample of all areas to be remediated been performed?

A: An asbestos sample has not been performed. FCI Marianna was built in 1987- 1988. Asbestos Containing Material was not utilized in the construction of FCI Marianna.

Q: Will an office space for administrative purposes be provided for the contract?

A: The BOP will not provide an office space to the awardee for administrative purposes. The awardee can, if they choose, place a temporary, portable job site style container on our property. Exact location can be determined with the COR after award.

Q: If additional work/ processes are asked of contractor not included in the SOW, how will contractor handle this?

A: This will be done so thought the COR to the Contracting officer to negotiate a modification to the original contract with the awardee No additional work will be performed without the written approval/signed modification from the Contracting Officer.

Q: Florida mold rules require 6 MIL poly to be used, the SOW is requiring 6 MIL FR poly, is there a reason for using FR poly versus regular poly?

A: This is not required. The contractor can determine the appropriate method to be utilized in each area while complying with State of Florida mold statutes. If “regular 6 mil poly” is compliant with State of Florida mold statutes and regulations, that is sufficient.

Q: If duct cannot be cleaned who makes the call to remove the duct, the MAC or the

COR?

A: The COR will coordinate with the awardee onsite if this becomes an issue.

Q: Moister mapping equipment - will it be allowed to be used on the project?

A: Moisture mapping equipment can be utilized on this project, if needed.

Q: What is the electrical load and panel configurations for each of the areas to be remediated due to electrical load of the drying and negative air equipment to be used to attain and maintain negative pressure and concurrent drying efforts?

A: Electrical load and panel configuration can vary from building to building and from one section of a building to another section of the same building. Specific electrical issues will be discussed between the awardee and the COR.

Q: If facility electrical loads cannot support equipment, will an onsite contractor provided generator be allowed to be used? This will require overnight running and fueling efforts during weekend and non-working days. Is this allowed? Will a fuel powered desiccant trailer be allowed to be operated on the project, and be allowed to operate overnight? Will the desiccant trailer if used be allowed to be able to be refueled over non-working time?

A: If facility electrical load cannot support equipment needed by contractor, the awardee may utilize a generator to provide additional needed electric. Specifics can vary with this and will be discussed with the COR by the awardee if needed.

However, generically speaking, leaving a generator running overnight and on weekends will not be an issue, so long as inmates are not being housed at the FCI component of our property (within perimeter fence). A fuel trailer can be allowed, provided the trailer complies with all requirements for secondary containment, and other pertinent environmental concerns. Refueling of generator and/or fuel trailer will be the responsibility of the awardee, on weekends and/or Federal holidays, and should be completed between the hours of 8 a.m. and 4 p.m. local time.

Q: If there are no cell phones allowed, can the contractor use 2-way radios to communicate with each other?

A: No. Two way communication devices are prohibited within the perimeter fence.

Q: If the State mold inspector wants to inspect how is the facility going to handle this. Mold inspection is unannounced normally so that mold remediators cannot prep the space to pass.

A: State mold inspectors do not have jurisdiction on Federal property.

Q: Are Performance and Payment bonds required?

A: This project is a Request for Quote, not an Invitation for Bid, no payment bonds are required for this project.

Q: Are we able to work in multiple buildings at the same time?

A: Yes. The BOP will provide two staff per work day. This allows the contractor to work in two separate areas, if needed.

Q: The 4 housing buildings, Apache, Creek, Mohawk and Navajo are filthy from construction, especially Apache. Please be clear, if we are expected to wipe down and disinfect by hand the entire interior, ceilings, and cells, or just wipe the visible Mold?

A: It is not the BOP’s intent to have the awardee clean up all concrete dust debris, floors which still have adhesive on them, etc.; however, the awardee will be expected to perform the remediation work to satisfy State of Florida mold statutes. If compliance with State of Florida mold statues cannot be accomplished, the awardee needs to communicate that info, the cause of non-compliance, what is needed for compliance, etc. to COR. The COR will work with the awardee to make changes in the site so compliance can occur. The COR will work with the awardee to have areas cleaned by BOP prior to remediation, and/or will schedule other buildings to be remediated first while the housing units are being completed.

Q: The solicitation states that we can work from 6am to 6pm Monday to Friday, a regular 40-hour work week. Does that mean we can work only 40hrs or technically 60hrs as 12 hours per day and pay overtime?

A: Our price estimate is based on contractors working a 40-hour work week.

Exact hours will be determined by the COR and awardee after award. The BOP will allow access to the work site between the hours of 6 a.m. and 6 p.m. Exact work hours of the contractor should be between those hours, but not necessarily the entire 12 hours. If the awardee wants to work 12-hour days, 10-hour days, or 8-hour days, the BOP is flexible and has no concerns with the number of hours per day, so long as they are with the times listed above.

Q: With current and present leaks in the roof in some areas, what is being done to protect the buildings after work is completed?

A: To the best of our knowledge, as of April 24, 2020, there are only two buildings which are still leaking – FCI Recreation and FCI UNICOR. We anticipate these roofs will be completed prior to remediation. However, if for some unforeseen reason these two buildings roofs are not completed when the remediation is ready to begin in these buildings, these buildings will be “skipped” for the time being. Awardee will come back and remediate these buildings prior to demobilizing from FCI Marianna. Any other unforeseen circumstances will be discussed with the awardee and the COR.

Q: There are a few areas that have mold present on/behind drywall. With the vast majority of it hidden for now, how should we proceed with the scope? Just form a proposal for the cleaning with the mention that drywall removal may be needed?

A: Only a small percentage of surface area for this entire project is drywall, as most construction is block, concrete, or metal lathe. However, any drywall that has mold needs to be remediated by whatever means allowable under State of Florida mold statutes (removal, encapsulation, cleaning, etc.). Any drywall not containing mold should not be disturbed.
