About this file
This Invitation for Bids (IFB) document is issued by the Virginia Retirement System (VRS), an independent state agency based in Richmond, Virginia, seeking a qualified supplier to provide comprehensive tax information reporting and filing services. VRS requires high-volume electronic filing and recipient distribution capabilities for annual tax form generation and filing with federal and state tax authorities. The anticipated annual volume includes approximately 270,000 Form 1099-R documents, 100 Form 1099-MISC/NEC documents, and 56,000 Form W-2 documents, totaling 326,100 forms annually. The supplier must support data ingestion from VRS systems, perform data validation, and file with the Internal Revenue Service, Social Security Administration, and Commonwealth of Virginia tax authorities without requiring use of the vendor's payroll or payment platform. An optional pre-bid conference will be held virtually on September 2, 2026, at 11:30 AM EST. Bids are due by September 9, 2026, at 1:00 PM EST, with a public bid opening scheduled for the same date at 2:00 PM EST via Microsoft Teams. The contract term is three years with two optional one-year renewal periods.
Suppliers must submit complete bids electronically through eVA, by mail, or hand-delivered to VRS at 1200 East Main Street, Richmond, VA 23219. Bid submissions must include the completed Supplier Bid Response & Contract document with all appendices, including Authorization to Transact Business in Virginia (Appendix A), Commonwealth of Virginia Substitute W-9 (Appendix B), Supplier Reference and Data Sheet (Appendix C), and Small Business Subcontracting Plan (Appendix D). Appendix E regarding VRS Security Compliance Requirements is provided for reference only and does not require submission. The solicitation explicitly prohibits suppliers from submitting their own standard agreements, master services agreements, or modifications to VRS's terms and conditions; any such submissions will render the bid non-responsive. The Supplier Bid Response & Contract document constitutes the entire agreement for services. Late, unsealed, faxed, or emailed bids will not be accepted. The Single Point of Contact is Kim Palmer, Strategic Sourcing and Contract Analyst II, at kpalmer@varetire.org. VRS does not provide assistance with eVA registration or technical support; suppliers should contact eVA Customer Care at 1-866-289-7367 for system-related questions.
