The vendor will be given a work order which may or may not include a drawing or sketch relevant to dimensions, road sensor placement, and all work required to make the site fully functional.
The first step in the procedure is that a draft work order is issued. Multiple draft work orders may be issued at the same time. Next a site visit is scheduled between the vendor and the ODOT project manager and field representative to detail the work items and the quantities. During the site visit the vendor and ODOT create updated material quantities and refine the scope as needed. Any exemptions or changes to the warranty must be identified during the site visit.
Based on the updated quantities and any warranty changes, an official work order is issued by the project manager to the vendor within 10 days of the site visit. No work, aside from the site visit, shall commence prior to an official work order being issued to the vendor.
Within two (2) weeks of receipt of draft work orders, the vendor shall provide the ODOT Project Manager a schedule for the onsite visit. The site visit must occur within one (1) month of the issuance of the draft work order or at an agreed upon date. The ODOT Project Manager may request a change in the work schedule based on ODOT priority. It is common that work orders issued over the winter months will request that the site visit occur during the month of either February or March.
All work, including warranty work, accomplished as a result of this contract is subject to inspection by Traffic Monitoring Staff, and must be approved by the ODOT field representative prior to acceptance of and payment for services rendered.
The ODOT Project Manager and assigned field representative shall be notified of the intended work schedule for each work order at least five (5) working days in advance of any work being accomplished and shall have ten (10) working days following notification of completion of work by the vendor for final inspection. The notification of the intended work schedule shall be written in the form of an email to the ODOT Project manager, coping the field representative. Work not accepted and not approved shall be corrected by the vendor and re-inspected by the Traffic Monitoring Section Technicians within ten (10) working days following notification.
The vendor will review each work order location, obtain work zone permissions with the ODOT District Office Work Zone Manager and appropriate County Manager, obtain utility clearances, obtain the proper permits, and schedule all required work.
Attachment C includes a sample ODOT Work Order.
Section 1.22: Work Schedules – Penalties
Vendor project manager shall submit a work schedule to ODOT project manager for approval that includes order of work and dates. This should be updated on a weekly basis throughout the construction season. ODOT project manager must approve proposed schedule before work can commence.
• The vendor may phase work as they deem appropriate with the following exceptions: The installation of loops or in-ground sensors cannot begin until a cabinet is installed or available.
• Once the cutting of loops or in-ground sensors commences, they must have all in-ground sensors and loops completed within number of lanes plus 2 = number of days. Example
– 4 lanes of work involving loops and/or piezos means once traveled lane cutting begins the site must have all loops and piezos terminated inside the cabinet within 6 days. A per day penalty of $1000 will be deducted from invoices. Any requests for extensions due to weather or other conditions must be approved by the ODOT Project Manager. If there are less than 6 consecutive hours available on the PLCS then a day will be added to the total number of days allocated for that site.

On the basis of this policy, ODOT has developed a series of lane closure map/schedules, Permitted Lane Closure System (PLCS). The Permitted Lane Closure Map/Schedules are documentation of the time periods in which a lane closure is permitted at any point along the State Highway System. Each District has a Permitted Lane Closure Map/Schedule for the respective district. The vendor shall get approval of the shoulder or lane closure plan from the District Work Zone Manager. Proof of this permission should be onsite with the crew leader.
They shall also contact the respective ODOT County Manager, ODOT District Public Information Officer, and, if applicable, municipal office (city/village). The vendor shall not close any lanes/shoulders or otherwise impede the flow of traffic, except as approved by the ODOT District Work Zone Manager. The vendor should review the permitted lane schedule before contacting the District Work Zone Manager for permissions. Pay special attention to any notes on the schedule for additional restrictions. Permitted lane closures can be found on ODOT’s Web Page, at the following web address:
https://www.transportation.ohio.gov/working/data-tools/resources/permitted-lane-closure
Highways not listed on the Permitted Lane Closure Map/Schedule also require the vendor to contact the District Work Zone Manager for guidance in scheduling lane closures on these highways. On two-lane highways, lane closures will likely be prohibited between the hours of 6:00 AM to 9 AM, and between 3:00 PM and 6:00 PM, unless otherwise approved by the District Work Zone Manager. One-lane closures will be operated by the use of flaggers and will be required whenever traffic is restricted to less than the normal width of the two-lane pavement.
Flagger operation shall be in accordance with Section 614.08 of the Construction and Material Specification and the Ohio Manual of Uniform Traffic Control Devices.
On multi-lane divided highways, when performing work in the center lane of a 6 lane highway (center lane of a 3-or-more-lane directional roadway) the closing of an adjacent lane and berm shall be required.
All work proposed on or near holidays or special events shall also conform to the notes included within the PLCS.
Portable Changeable Message Board
On all 4-lane or greater roadways a Class A portable changeable message board (PCMB) must be included in addition to traffic control devices shown in OMUTCD and ODOT MT series of standard construction drawings. The sign shall be of a type shown on a list of approved PCMS units available on the Office of Materials Management web page. The list contains Class A and B units with minimum legibility distances of 800 feet and 650 feet, respectively. Each sign shall be trailer-mounted and equipped with a functional dimming mechanism, to dim the sign during darkness, and a tamper and vandal proof enclosure. The PCMS shall be delineated in accordance with C&MS 614.03. The PCMS shall be located in a highly visible position yet protected from traffic.
The Vendor shall locate the PCMS to improve visibility or accommodate changed conditions.
The ATSSA publication, Guidelines for the Use of Portable Changeable Message Signs, is recommended as guidance for use in determining how to make use of PCMSs to inform road users of traffic conditions due to construction activity.
