About this file
This is a Request for Proposals (RFP) solicitation issued by the Connecticut Department of Insurance seeking a qualified consultant to conduct a feasibility study and develop a comprehensive plan addressing nonprofit liability insurance availability concerns. The RFP solicitation number 1519 is open to all vendors and requires proposals by August 21, 2026, at 11:59:00 PM EDT, with questions due by August 14, 2026. The consultant must evaluate the feasibility of multiple approaches including nonprofit entities pooling liability insurance policies, establishing a captive insurance company, creating a risk management agency, or implementing alternative insurance programs. The scope of work requires the consultant to design and conduct market and feasibility assessments with data collection frameworks, perform actuarial and underwriting analysis, develop a proposed operating model with financial analysis, conduct legal evaluation of third-party litigation funding impacts, and prepare a final report with legislative recommendations for submission to the Connecticut General Assembly by February 1, 2027. No bidders conference will be held. The contract term runs from an anticipated start date of October 6, 2026, through February 1, 2027, with delivery of the final report required by the conclusion date.
The Connecticut State Legislature has allocated $200,000 for this project, with pricing to be submitted as fixed-fee or milestone-based compensation including a detailed budget narrative. Minimum qualifications require demonstrated expertise in evaluating and developing liability insurance programs, in-house or contracted actuarial analysis capabilities, data collection and analysis expertise, financial analysis capabilities with insurance company requirements knowledge, understanding of Connecticut General Statutes Title 38a regulatory environment, and preferred experience in the nonprofit insurance sector. Proposals will be evaluated using the following weighted criteria: Consulting Service Expectations (35 percent), Staffing Expectations (25 percent), Data and Technology Expectations (20 percent), and Organizational Expectations and Budget/Cost Expectations (10 percent each). All proposals must comply with Connecticut procurement regulations, including nondiscrimination certifications and campaign contribution restrictions applicable to contracts valued at $50,000 or more annually or $100,000 or more in combination. Questions should be submitted electronically to George B. Bradner at George.bradner@ct.gov.
