About this file

This is a Notice of Intent (NOI) issued by Utah Valley University for the procurement of mechanical engineering instructional equipment. The University seeks to acquire a third set of Gunt instructional thermal lab equipment from the proposed sole source supplier, Instructional Engineering Systems LLC, the authorized US distributor for Gunt products manufactured by a German company. The notice opened on September 11, 2026, at 12:00 AM MDT with a response deadline of September 18, 2026, at 4:30 PM MDT under NOI number NOI-2027-1209. The University has designated this as a sole source procurement under the Utah Procurement Code (U.S.C. 63G-6a-802, as amended), allowing for negotiated award with a single source rather than competitive bidding.

The sole source justification is based on the University's need to maintain consistency within its mechanical engineering lab learning environment by acquiring identical equipment to two previously purchased Gunt lab units. The additional equipment will enable three student groups to conduct simultaneous lab work. Given the expected operational lifespan of ten or more years for the Gunt units already in service, standardization of equipment is economically prudent. Interested parties wishing to contest the sole source determination must submit a detailed explanation with clear and convincing documentation demonstrating alternative sources capable of meeting or exceeding the stated requirements by the September 18 deadline. Contact for this procurement is John Richards at John.Richards@uvu.edu or +1 801-863-8969. The University reserves the sole discretion to proceed or discontinue the proposed action based on responses received.

This is not a solicitation for bids or proposals.

Any responses received as a result of this Notice of Intent shall be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses will not be considered as proposals, bids, or quotes. The proposed contract action is for products or services for which the University intends to negotiate and award with only one source, as permitted under the authority of the Utah Procurement Code (U.S.C. § 63G-6a-802, as amended).

Product and/or service to be purchased: Gunt Instructional Thermal Lab Equipment

Proposed Sole Source Supplier: Instructional Engineering Systems LLC

Sole Source Justification: Mechanical Engineering has previously purchased two sets of Gunt lab units for instruction in mechanical engineering lab classes. A third set of the same equipment is required so that three student groups can work on the same lab simultaneously. The previously purchased Gunt units are expected to last at least 10 years, if not more, so it is in the best interest of the university to maintain consistency within the lab learning environment. Instructional Engineering Systems is the sole authorized US distributor of Gunt (a German company) equipment in the US.

To contest this sole source, click "Intend to Bid" and respond to the question listed in the Questions section by the due date. Responses will be considered only if they include clear and convincing documentation that demonstrates the capability of meeting or exceeding the requirements stated herein. All responses received by the due date will be reviewed by the University. A determination not to complete this proposed action based on the responses to this notice is solely within the discretion of Utah Valley University Procurement Services.
