About this file

This is a Request for Proposal (RFP) issued by the State of Montana, Department of Military Affairs, through the State Procurement Services Division, seeking a contractor to develop a comprehensive Multi-Hazard Mitigation Plan with FEMA Enhanced Plan Alignment and an Integrated GIS Story Map & Interactive Digital Plan. The RFP opened on August 7, 2026 at 5:00 PM MDT with a proposal due date of September 18, 2026 at 2:00 PM MDT. The contract will be awarded as a single lump sum service line item. No pre-proposal conference or site visit requirements are explicitly mentioned in the document, though an optional pre-proposal conference is referenced as non-binding to the State. The contract will be sealed until the deadline, and responses must comply with all stated instructions and procedures outlined in the RFP.

The procurement specifies payment terms of Net 30 with no upfront fees. Offerors must submit a completed cost proposal document with their total lump sum bid, and this figure must match the amount entered in the service line item section. Proposals require submission of business information, detailed responses addressing all scope of service components, three references, and certifications regarding nondiscrimination against firearms entities, artificial intelligence disclosure, and trade secret protection. Offerors may propose contract exceptions using the provided template, though exceptions that demonstrate non-responsiveness, violate law, or materially alter contract provisions will render proposals non-responsive. The primary contact for the procurement is Rhonda Peters at Rhonda.Peters@mt.gov or 406-444-3320, with additional technical assistance available through the eMACS Help Desk at 406-444-2575.
